Nghe An determined to digitize operations, moving towards a smart city

Nghe An clearly defines the roadmap and proposes a series of specific solutions to put the IOC Center into official operation in 2025.

On the afternoon of May 14, the People's Committee of Nghe An province organized a workshop on "Building and operating an Intelligent Operations Center (IOC) - Current status and solutions". The workshop was attended by leaders of provincial departments, branches, and sectors, technology experts and information technology enterprises, and localities in the province.

IOC – The Core Platform of Smart Cities and Modern Governance

The event took place in the context that Nghe An is promoting digital transformation, developing e-government and building smart cities in the spirit of Resolution 57-NQ/TW of the Politburo and Decision 950/QD-TTg of the Prime Minister.

Speaking at the opening of the workshop, Mr. Nguyen Khac Lam - Deputy Director of the Department of Science and Technology emphasized: The Intelligent Monitoring and Operation Center (IOC) is the core in the process of building a smart city, a central operating tool to help authorities at all levels make quick, effective and transparent decisions. The effective implementation and operation of the IOC Center is not only one of the key solutions to improve state management capacity, but also to better serve the people and businesses.

In fact, Nghe An has prepared quite early when issuing the Pilot Project on Smart City Construction for the period 2020-2025, with a vision to 2030. Since 2021, the IOC Center has been tested with technical support from VNPT Group. Up to now, many monitoring subsystems in the fields of public administration, education, health, tourism, etc. have been built, connected, tested and updated with real-time data.

However, up to now, the process of building and operating the IOC center in Nghe An still faces many difficulties. That is, lack of institutional synchronization, thin and unspecialized human resources, limited technical infrastructure, fragmented industry data and no unified sharing and updating mechanism. Some subsystems still operate in the form of simulation or manual updating, not really supporting the operation.

At the workshop, experts, businesses and delegates focused on clarifying the key contents: First, providing a scientific and practical basis for building and operating the Smart Monitoring and Operation Center. Second, comprehensively and objectively assessing the current status of the Nghe An Smart Monitoring and Operation Center. Third , proposing solutions for operating the IOC Center in the coming time: Technology solutions, technical infrastructure - Human resources solutions - Database solutions - Solutions to ensure information security and system security - Financial mechanisms, investment resources.

To solve the remaining problems, Nghe An province has clearly defined the roadmap and proposed a series of specific solutions to put the IOC Center into official operation in 2025.

Regarding institutions, the province will soon issue regulations on the operation, management and use of IOC, clearly defining the responsibility of updating data of each unit, the inter-sectoral coordination mechanism, the roadmap for implementing the subsystem, and at the same time arranging appropriate budget sources combined with socialized investment.

In terms of technology, the system will be built on an open, modern platform, integrating Big Data analysis technology, artificial intelligence (AI), microservices model and connecting national databases such as population, health, education... The option of leasing information technology services is prioritized in the first phase to ensure flexibility, efficiency and continuous operation.

Regarding human resources, the province will organize specialized training courses on system administration, security, and data analysis for staff of the Center for Science, Technology and Information Technology and related departments. At the same time, it is proposed to mobilize experienced IT staff from key units to participate in supporting the operation of the IOC in the initial period. Technology enterprises and universities will also be mobilized to participate in training and technology transfer.

The database system will be standardized, building a shared data warehouse for the province to connect specialized data in real time or periodically.

In particular, the IOC Center will develop mobile applications to serve people and businesses, creating conditions for people to reflect on shortcomings, monitor public services, and interact directly with the government.

Concluding the workshop, comrade Nguyen Quy Linh - Director of the Department of Science and Technology received the delegates' comments and provided specific solutions to submit to the Provincial People's Committee.

At the same time, it affirmed that putting IOC into operation helps the province operate in a modern, comprehensive digital direction, creating a solid foundation for the digital transformation process, building digital government and smart cities in Nghe An.
