The regulating lake will increase the ability to drain rainwater, limit flooding in the areas of wards: Ha Huy Tap, Nghi Phu, Nghi Duc, in accordance with the general planning of Vinh City in the period 2030 - 2050.

The project will complete the traffic network, canals, and drainage system, contributing to improving the lives of people in the expanded Vinh City area. Recently, the investor, the Vinh City Investment and Construction Project Management Board, has prepared a report related to the above-mentioned regulating lake project. The regulating lake will be built on an area of 4.5 hectares, of which the water surface area is 4.25 hectares. The lake is leveled with a slope from North to South, the average lake bottom level is 2.5 meters to match the lowest water level and ensure that no soil is exposed and no grass grows on the floating areas in the middle of the lake.

The reservoir capacity according to the calculation of the Vinh City drainage hydraulic model is 115,000m3 . The largest water level is 3.4m, the smallest water level is 2.29m, the lake bottom elevation is 2.5m. The lake has the function of collecting surface rainwater, preventing flooding in the rainy season for residential areas in Nghi Phu, Ha Huy Tap, Nghi Duc wards. In addition, a new double culvert will be built connecting to the canal through Hospital 115 to lead water through Nguyen Van To street to the regulating lake. A new single box culvert will be built to lead water from the canal through Nguyen Phi Y Lan street to the regulating lake. A new box culvert will be built to lead water from the 40m canal from Hung Dong ward through Quan Bau, Ha Huy Tap, Nghi Phu wards to the regulating lake.

The promenade around the lake will be about 1.7km long, 2m wide, with a lighting system, landscape decoration and trees. The project is expected to be completed in 2026.
