TP - The inability to recruit students and the precarious existence of many universities today is a reality. The consequence of this situation raises questions about the quality of human resources.

Luong The Vinh University (formerly Nam Dinh province) offered 10 majors in 2024, but seven of them had fewer than 10 students enrolled: English Language had only 3 out of 300 students enrolled (meeting the enrollment target at 1%); Electronic Engineering Technology had 5 out of 133 students enrolled (almost 4%); Transportation Engineering had 4 out of 143 students enrolled; Information Technology had 8 out of 151 students enrolled; Finance and Banking had 5 out of 125 students enrolled; Accounting had 9 out of 124 students enrolled; and Business Administration had 8 out of 130 students enrolled. In 2023, all of these majors had fewer than 10 students enrolled.

The Traditional Medicine Doctor program at Luong The Vinh University had the highest enrollment rate in 2024 with 52 out of 470 targets (over 10%); followed by Veterinary Medicine with 21 out of 225 students and Civil Engineering with 10 out of 225 targets.

Viet Tri University of Industry is in a similar situation. To date, reporters have only been able to find information regarding the university's 2025 university admissions announcement; the admissions plan has not been accessed. Based on the university's 2024 admissions plan, it can be seen that in 2023, the university admitted 307 out of 1,710 students (reaching nearly 18% of the target). Many majors had very low enrollment rates. For example, the English language major had only 3 out of 80 students enrolled, the food technology major had 4 out of 100 students enrolled, and the environmental technology and chemical technology majors had only 2 out of 60 students enrolled. In 2022, a similar situation occurred, with only 287 out of 1,930 students admitted, and some majors, such as environmental engineering technology, only admitted 1 student.

Difficulties in student recruitment have forced some universities to suspend enrollment. For example, in 2023 and 2024, Kinh Bac University (Bac Ninh) stopped enrolling students in eight majors: Architecture, Graphic Design, Interior Design, Fashion Design, Construction Management, Public Administration, Finance and Banking, and Electronic and Telecommunications Engineering Technology. Based on the university's website listings of admitted students from 2020 to 2023, it's clear that the university failed to recruit any students for these eight discontinued majors.

Open up the "input," loosen the "output."

Associate Professor Dr. Do Van Dung, former Rector of Ho Chi Minh City University of Technology and Education, believes that the quality of training at each university depends on many different factors, but the most important is the quality of the incoming students.

However, in the current context, universities' revenue has increased significantly because private and financially autonomous public universities rely primarily on tuition fees. Meeting enrollment quotas means accepting lower entry standards and less competition.

Associate Professor Do Van Dung stated that ensuring the quality of university graduates should not only involve tightening evaluation standards but also require a comprehensive system integrating elements from management and training programs to business cooperation. He proposed building and applying an international quality accreditation system instead of relying solely on national standards, focusing on core criteria.

According to Mr. Dung, some universities are currently both "opening up" their admissions and "loosening" their graduation requirements. This is because if graduation standards are too strict, the dropout rate will increase. This will lead to some universities being unable to secure sufficient revenue.

"The consequence is that training institutions lose credibility with employers because they believe the quality of training is not guaranteed. Agencies, organizations, and businesses do not trust the degrees and transcripts of students. Students may have good grades, but they lack specialized knowledge and work skills, and face difficulties in finding employment," Associate Professor Do Van Dung observed.

Mr. Dung argued that the current problem lies in the conflict between the quality of education and tuition revenue. If entrance requirements are tightened, some universities will be unable to recruit students, will lack revenue, and will struggle to operate.
