Prosecution of Deputy Director of Vehicle Inspection Center in Dak Nong for bribery

On January 23, the People's Procuracy of Dak Nong province issued an indictment to prosecute Mr. Nguyen Tai An (born in 1990, residing in Duc Minh commune, Dak Mil district) - Deputy Director of the 48-02D Motor Vehicle Inspection Center for the crime of "Receiving bribes".

According to the indictment, the 48-02D Motor Vehicle Inspection Center (located in Thuan An Commune, Dak Mil District) is a branch of Xuan Tung General Service Trading Joint Stock Company. In 2020, the center appointed Mr. Nguyen Tai An as a senior inspector, holding the position of Deputy Director of the Center.

After holding the position of Deputy Director of the Center, from 2020-2023, although he knew that the vehicle owners did not bring their vehicles to facilities that were qualified to perform motor vehicle renovation, Mr. An still agreed to accept the renovation records and acceptance, and issue certificates of renovated motor vehicles at the 48-02D Inspection Center to the vehicle owners at a price from 3.8 million VND to 7 million VND/vehicle.

After receiving the customer's documents, Mr. An contacted several companies to create fake design documents and construction documents to legalize the vehicle's registration documents.

From 2020 to 2023, Mr. An received 74.4 million VND from 15 car owners to make 17 sets of design documents, construction documents and acceptance documents to issue certificates for illegally modified vehicles.

Of which, Mr. An transferred 65.3 million VND to La Thu Chien (Director of An Binh Automobile Service Company Limited - Hanoi City ), Pham Van Lich (Deputy Director of Gia Pham Vehicle Design and Renovation Company Limited - Buon Ma Thuot City, Dak Lak) and Le Duc Thien (Director of Duc Thinh Automobile Engineering Design Service Company Limited - Hanoi City) to legalize the design documents, construction documents of the renovated vehicle and pay more than 1.5 million VND in inspection fees for the vehicle owner.

Defendant Nguyen Tai An alone benefited from more than 5.5 million VND. Defendant An has now returned all of this money to the authorities.

It is known that Ho Chi Minh City Police are investigating and clarifying the violations of the Director of An Binh Auto Service Company Limited, and the responsibility in the process of evaluating design documents of the officers of the Vehicle Inspection Department (VAR) - Vietnam Register.

Dak Lak Provincial Police are investigating violations of Gia Pham Vehicle Design and Renovation Company Limited.

Phu Tho Provincial Police are investigating violations of Duc Thinh Automobile Engineering Design Service Co., Ltd.

Therefore, Dak Nong Provincial Police have separated the acts and transferred documents related to the design process and design file appraisal of individuals from An Binh Company, Gia Pham Company, Duc Thinh Company, and the Department of Motor Vehicle Inspection (VAR) - Vietnam Register to Ho Chi Minh City Police, Dak Lak Provincial Police and Phu Tho Provincial Police for investigation and handling according to the provisions of law.
