The 7th International Conference on Vietnamese Studies, with a series of activities taking place from August to October 2025, is an event that continues the academic forum and policy consultation related to the country's key issues, held every 4 years.

On this occasion, Hanoi Moi Weekend had a conversation with Dr. Pham Duc Anh - Director of the Institute of Vietnamese Studies and Development Sciences (VNH&KHPT), the permanent organizer of the conference - to look at the new points of an international scientific event taking place in the context of the country facing many challenges and opportunities for transformation.

Approach many hot issues of the country

- As the standing unit of the upcoming 7th International Conference on Vietnamese Studies (2025), can you share about the topic and importance of this event in the current context?

- The International Conference on Vietnamese Studies was first held in 1998, proposed by Hanoi National University and chaired by the Government. Since then, the conference has been held 6 times, every 4 years, with the co-chair of the Vietnam Academy of Social Sciences.

The 7th Conference (2025) with the theme "Vietnam: Sustainable Development in the New Rising Era" is taking place in a very special context. Not only is it a time to celebrate many important events of the country, but the Conference also takes place at a time when the entire Party and the entire people are making great efforts to transform with the nation. The world is also paying close attention to and following the changes in Vietnam. Therefore, this International Conference on Vietnam Studies will have new and different points in both professional content and organization.

- Yes, can you be more specific?

- The first new point is reflected in the theme of this conference, which is to closely follow the current major orientations and policies of the Party and State, while aiming to solve practical problems arising in the journey to enter a new era of development of the country.

Second, in addition to the traditional research fields of social sciences and humanities, this conference covers many hot issues facing the country such as digital economy, digital governance, social security, education and training and human resource development, science and technology, innovation and knowledge transfer, environmental resources and sustainable development, etc.

Third, one of the important results of this Workshop is to develop a policy advisory report for the Party and Government to address the requirements of governance and national development in the current period.

Fourth, the previous Conference usually lasted only 2 days, including discussion sessions taking place at the same time, this year, 8 thematic seminars of the subcommittees will be held in turn before. The plenary session will focus on “Keynote Speeches”.

Secondly, besides the academic space, this Conference will have sideline activities such as "Vietnam Studies Festival" - a space for exchange, connection, and promotion of Vietnam.

All aim at an international forum, aiming at academic exchange, policy advice for Vietnam, developing a network of Vietnamese studies in the country and the world.

- Your sharing reminds me of many stories about international Vietnam studies experts who have continuously contributed to and accompanied the development of Vietnam.

- The international community of scholars studying Vietnam was formed before the birth of Vietnamese studies in the country as well as before this conference. Many Vietnamese scholars around the world, with their deep understanding and love for Vietnam, have become “cultural ambassadors”, connecting bridges, always accompanying and contributing to the development of the country.

A typical example is Professor Furuta Motoo, a Japanese Vietnam scholar, currently the Rector of the Vietnam-Japan University, Vietnam National University, Hanoi. He was once mentioned as the person who advised the Japanese Prime Minister in increasing ODA support for Vietnam around 1995, opening a period of deep cooperation between the two countries. Or the role of some American Vietnam scholars in contributing to shaping the US foreign policy towards Vietnam...

- Yes, however, some experts also point out the reality of the current decline in Vietnamese research activities?

- The development of modern Area Studies in the context of globalization has changed the research trends and the world's interest in Vietnam. Some countries (Japan, the US, Russia, etc.) and international organizations are tending to cut down on investment and funding for research on Vietnam. The generation of veteran Vietnam scholars has either passed away or retired, while the next generation has not really grown. In the country, there seems to be confusion in the process of building a theoretical system as well as a research methodology for Vietnam in an interdisciplinary and area-based direction that is suitable for the development trends of the field, as well as the development requirements of the country. On the other hand, due to the lack of a unified concept of Vietnam Studies, training programs at different institutions are developing in a "hundred flowers bloom" style, without common national and international standards.

However, the field of Vietnamese studies is also facing many opportunities for development, stemming from the achievements of science and technology, the context of globalization and international integration, but importantly the country's development strategy and the practical issues that are arising in Vietnam. That is a large space for domestic and international scholars interested in studying Vietnam.

Promote research, transfer and application

- With such a large space, what is the role and mission of the Institute of VNH&KHDT in contributing to solving practical development problems of the country, sir?

- The Institute of Vietnamese Studies and Development Sciences is a research and training unit on Vietnamese Studies in an interdisciplinary and regional orientation to serve the cause of national development and international integration of Vietnam. Based on basic research, the Institute focuses on transferring and applying research and training results into practice, meeting the development requirements of the country and localities. The Institute has implemented many topics and research programs related to the following issues: Protection of territorial sovereignty and territorial waters; planning of sustainable development space; conservation, exploitation and promotion of cultural heritage values; mitigation of natural disasters and environmental protection... In addition to the doctoral training program on Vietnamese Studies, the Institute also has a master's training program on Local Administration, a program to teach Vietnamese language and culture to foreigners, and many other short-term training and development programs.

- Organizing the administrative apparatus according to the current two-level local government model is also a practical problem that requires the participation of scientists, sir?

- The existence of a two-level local government system is unprecedented in history, but it is an inevitable trend to meet the requirements of innovation in national and local governance in the new context. This change will certainly pose many difficulties: From resolving concerns to create consensus and determination in both the political system and the people, to overcoming the limitations of old management inertia, building a new apparatus that is truly "efficient and effective", changing management methods to governance... Fully aware of these issues, the Institute of VNH&PT will continue to promote the identified research directions and effectively implement training programs, especially master's programs and short-term training courses on Local Governance to contribute to solving the difficulties that are arising in the present, as well as meeting the development requirements of the country in the future.
