The Civil Aviation Authority of Vietnam has just reported to the Ministry of Transport on the use of level 2 electronic identification accounts for air passengers, replacing citizen identification cards. Previously, on May 25, Director of the Civil Aviation Authority of Vietnam Dinh Viet Thang chaired a meeting to study and deploy the implementation of decrees and projects on electronic identification and authentication.

The opinions agreed to report to the Ministry of Transport to propose a plan to implement the use of level 2 electronic identification accounts for air passengers in a suitable manner, meeting the rights of passengers, while complying with legal regulations and improving the quality of aviation services.

Regarding the long-term mission plan, deploy the application of level 2 personal electronic identification account authentication for passengers when checking in for flights combined with biometric authentication of passengers throughout the journey. The Ministry of Transport has also requested to deploy biometric authentication when citizens check in for flights, to be completed in 2023.
Regarding the immediate tasks, pilot the acceptance of using level 2 electronic identification accounts for passengers checking in for flights, evaluate the effectiveness after the pilot and report to the Ministry of Transport on any difficulties in implementation.
Specifically, the pilot will be implemented simultaneously at airports from June 1, 2023 to August 1, 2023 for domestic flights; accepting level 2 electronic identification accounts for passengers checking in for flights instead of citizen identification cards. However, the pilot will only be conducted with voluntary passengers.
Pilot airline staff voluntarily use phones and level 2 electronic identification accounts; pilot participants commit to not using passenger information for illegal purposes; at check-in counters, aviation security check lines, and pilot boarding points, there are signs and notice boards announcing the acceptance of level 2 electronic identification accounts when passengers voluntarily check in for flights.
When passengers use their level 2 electronic identification account to board an aircraft, check-in staff, aviation security staff, and boarding staff visually check the passenger's level 2 electronic identification account.
For some special cases such as passengers showing signs of abnormality, passengers traveling on the same flight, etc., the method of checking the authenticity of the citizen's level 2 electronic identification account will be combined as instructed by the Ministry of Public Security. By using the level 2 personal identification account installed on the airline staff's phone, scanning the QR code on the passenger's electronic identification account to determine the reliability of the passenger's level 2 electronic identification account.
After receiving approval from the Ministry of Transport, the Civil Aviation Authority of Vietnam will deploy the above specific pilot plan to relevant agencies and units.
