The recent case of male student Au Nhat Huy passing the doctoral entrance exam to Pham Ngoc Thach University of Medicine, which caused a stir, clearly shows the advantage of a good degree.

At just 24 years old, just over a month after graduating from university, candidate Au Nhat Huy was able to go straight to a doctorate, skipping the master's stage thanks to the "sufficient" condition of an excellent medical degree from Tan Tao University.
According to the Regulations on admission and training for doctoral degrees issued with Circular 18/2021 of the Ministry of Education and Training , in terms of qualifications, candidates for doctoral studies must meet the conditions of having graduated from a master's degree or graduated from a university with honors or higher in a suitable major.
This is a condition that students from many top schools, especially in the fields of medical or engineering training, find difficult to meet.
In current civil servant recruitment, university graduates with good or excellent degrees also have many advantages.
According to Decree 170/2025 of the Government , the recruitment of civil servants through examination is decided by the competent recruitment authority and is carried out separately for each of the following groups of subjects:
- People who commit to voluntarily work for 5 years or more in areas with especially difficult socio -economic conditions.
- Students who study under the recruitment regime as prescribed by the Law on Education, after graduation, will work in the locality where they were sent to study.
- Excellent graduates and talented young scientists are subject to policies to attract and employ talented people.
Thus, the recruitment of civil servants through examination is decided by the competent recruitment authority and is carried out exclusively for excellent graduates who are subject to the policy of attracting and employing talented people.
According to Decree No. 179 of the Government effective from January 1, 2025, ministries, branches, central and local agencies must prioritize staffing to recruit excellent graduates and talented young scientists.
Excellent graduates and talented young scientists, when recruited as civil servants or public employees, will receive 100% of their salary during their probationary period. At the same time, they will receive an additional allowance equal to 150% of their salary.
In Ho Chi Minh City, in 2024, the city will have a policy of recruiting civil servants and public employees from excellent university graduates and young scientists.

In which, the recruitment subjects are excellent university graduates from domestic or foreign higher education institutions recognized as equivalent in terms of diplomas and certificates according to the provisions of law with excellent academic and training results in all years of university study.
According to Decree 34/2019 of the Government on supplementing a number of regulations on commune-level cadres and civil servants, university graduates with excellent grades in the country or good grades or higher abroad, with expertise and skills suitable for the civil servant position to be recruited are one of the special subjects in recruitment that can be considered without examination or selection.
Looking back at current reality, the rate of excellent and excellent graduates at many universities and between training sectors has a large difference.
In many schools, especially top schools, it is extremely difficult for students to get a good degree (only 5-10%); an excellent degree is considered a "luxury".
On the contrary, in many schools, the percentage of students achieving good or excellent grades is overwhelming, up to 70-90% and the trend is higher year after year.
A paradox that exists in training in some fields such as medicine and engineering is that the higher the school's entrance score, the fewer students it produces with good or excellent grades. Meanwhile, schools with low entrance scores have more students with good or excellent grades upon graduation.
Not to mention the quality of each degree, students from schools with a high rate of graduating with honors or distinction have more advantages in recruitment and study than students from schools with "tightened" output.
