Tua Chua (Dien Bien): Proposing 11 key tasks for socio-economic development of ethnic minority and mountainous areas in the new period

Mr. Lo Van Tien, Vice Chairman of the Provincial People's Committee, Head of the Steering Committee of the Congress of Ethnic Minorities in Dien Bien province spoke at the Congress.

Tua Chua is a particularly difficult highland district and a poor district in the ethnic minority and mountainous areas of Dien Bien province. The whole district has 11 communes, 1 town with 120 villages and residential groups. The population of the whole district is over 62,000 people, including 7 ethnic groups living together, of which ethnic minorities account for 94.2% of the total population of the whole district.

In recent years, with the attention of the Party and State; under the leadership and direction of the Provincial Party Committee, People's Council, and Provincial People's Committee on implementing the goals, tasks, and Resolutions set forth at the 3rd Congress of Ethnic Minorities in 2019, the district Party Committee and government have concretized them through Resolutions, plans, and action programs, thus the development of economy - culture - society, national defense and security has achieved many important and outstanding results.

In the period of 2019 - 2024, many socio-economic development goals of the district achieved positive results. Social security policies were implemented promptly, attention was paid to the preservation and promotion of cultural values ​​of ethnic groups; the quality of cultural, physical education and sports activities was improved; the religious situation in the area was stable; national defense and security were always ensured and maintained; people's lives were gradually improved; the great national unity bloc was increasingly consolidated...

Accordingly, the district's socio-economic infrastructure has developed quite well; the rural landscape has changed a lot. Cultural and social aspects have changed positively, the material and spiritual life and intellectual level of the people have been constantly improved. The poverty rate in 2023 is 35.2%, down 15% compared to 2019. National defense and security are always ensured and maintained. Basically, the goals of socio-economic development, ensuring national defense and security in the period of 2019-2024 set by the 3rd Congress of Ethnic Minorities in 2019 have been achieved and exceeded the plan.

Speaking at the Congress, Vice Chairman of Dien Bien Provincial People's Committee Lo Van Tien acknowledged and commended the achievements and results achieved by the Party Committee, government and people of all ethnic groups in Tua Chua district. At the same time, Mr. Lo Van Tien suggested: Tua Chua district continues to focus on effectively directing the implementation of the objectives of Resolution No. 17-NQ/TU, dated December 10, 2021 of the Provincial Party Committee on socio-economic development in ethnic minority and mountainous areas, associated with the implementation of the goal of sustainable poverty reduction and social security. Promote the dissemination of the objectives of the ethnic work strategy for the period 2021-2030, with a vision to 2045 in the province. Focus on planning, training, fostering, building and developing the contingent of cadres, developing party members; promote the role of village elders, village chiefs, prestigious people who are ethnic minorities, etc.

With the theme "People of all ethnic groups in Tua Chua district unite, innovate, promote potential advantages, integrate and develop sustainably", the 4th Congress of Ethnic Minorities in Tua Chua district approved the Resolution Letter and proposed 11 key tasks to be implemented in the coming term.

The Congress elected 25 delegates to attend the 4th Congress of Ethnic Minorities in Dien Bien province in 2024.

On this occasion, Tua Chua District People's Committee awarded Certificates of Merit to 10 collectives and 15 individuals with outstanding achievements in implementing ethnic work in the period of 2019 - 2024.
