Prime Minister Pham Minh Chinh and the Vietnamese delegation have just successfully concluded their official visit to Turkey from November 29-30 at the invitation of the Government of the Republic of Turkey. Vietnam News Agency (VNA) respectfully introduces the full text of the Vietnam-Turkey Joint Statement:

"1. At the invitation of His Excellency Cevdet Yılmaz, Vice President of the Republic of Turkey, His Excellency Pham Minh Chinh, Prime Minister of the Socialist Republic of Vietnam, paid an official visit to Turkey from November 29 to 30, 2023.

This is the first official visit of a Vietnamese Prime Minister to Türkiye since the two countries established diplomatic relations in 1978. The significance of the visit becomes even more special as it takes place on the occasion of the 45th anniversary of the establishment of Vietnam-Turkey diplomatic relations and the 100th anniversary of the founding of the Republic of Turkey.

During the visit, Prime Minister Pham Minh Chinh was received by His Excellency Recep Tayyip Erdoğan, President of the Republic of Turkey, held talks with Vice President Cevdet Yılmaz, met with Speaker of the National Assembly, Dr. Numan Kurtulmuş, received Minister of Trade Ömer Bolat and Minister of Treasury and Finance Mehmet Şimşek. Prime Minister Pham Minh Chinh also attended the Vietnam - Türkiye Business Forum and met with Turkish businessmen.

2. This important visit aims to strengthen the friendship and cooperation between Vietnam and Türkiye, exchange views on bilateral relations as well as regional and international issues.

3. The two sides expressed their delight at the positive developments in bilateral relations. In a friendly, open and sincere atmosphere, the two sides reaffirmed their determination to continue to enhance exchanges and contacts at all levels to further promote friendship and expand existing cooperation in many fields, including coordination and mutual support at international forums.

4. The Vietnamese side expressed its deep condolences to the Government and people of Türkiye for the great losses caused by the February 2023 earthquake and admired the efforts and strong will of the Government and people of Türkiye in overcoming the consequences of the natural disaster.

The Turkish side highly appreciated the valuable support of the Vietnamese Government and people to overcome the consequences of the earthquake, including sending 100 soldiers to participate in search and rescue as well as financial support from the Government and the Vietnam Red Cross Society with a total amount equivalent to 900,000 USD.

5. The two sides acknowledged the importance of cooperation in other areas such as trade, investment, tourism, culture, sports, science and technology, education, civil aviation, agriculture, defense, security as well as consular affairs.

6. The two sides expressed their appreciation for the Vietnam-Türkiye economic and trade cooperation and were pleased with the recent positive growth in bilateral trade turnover. Two-way trade turnover in 2022 exceeded 2.4 billion USD, up 26.3% compared to 2021. In addition, the parties also emphasized the importance of maintaining a more balanced trade cooperation trend. The two sides agreed to closely coordinate to achieve the goal of increasing trade turnover to 4 billion USD through enhancing trade promotion, connecting businesses and resolving current obstacles in trade.

7. The Vietnamese side welcomes and encourages Turkish companies to invest in Vietnam in the fields of industry, high-tech agriculture, green economy, innovation, renewable energy, infrastructure, logistics, etc. The Vietnamese side welcomes the project to build a passenger terminal at Long Thanh International Airport that will soon be carried out by a consortium led by a Turkish company, and at the same time, calls on Turkish companies to continue implementing investment projects in Vietnam in accordance with Vietnamese law.

8. The two sides acknowledged the potential for cooperation in the agricultural sector and committed to discuss in more detail the acceleration of relevant approval procedures to enhance the import and export of agricultural and animal products. The two sides agreed to continue supporting the development of the Halal industry in Vietnam through experience sharing and capacity building.

9. In order to comprehensively discuss economic cooperation, the two sides expressed their desire to hold the next meeting of the Joint Commission on Economic and Trade Affairs in the first quarter of 2024 in Ankara.

10. The two sides stressed the desire to attract and facilitate Vietnamese and Turkish tourists to visit each other, agreed to exchange views on enhancing cooperation in the tourism sector and towards encouraging cooperation in the private sector through organizing and participating in fairs, seminars and workshops.

11. The two sides also agreed to strengthen cooperation in the field of civil aviation to promote tourism and trade.

12. During the visit of Prime Minister Pham Minh Chinh, the two sides agreed to open the Consulate General of the Republic of Turkey in Ho Chi Minh City.

13. Based on the appreciation of the potential for cooperation in the defense industry, the two sides agreed to strengthen cooperation in this field.

14. The two sides also agreed to strengthen cooperation in the fight against crime, especially transnational crime, organized crime and terrorism in all forms and manifestations, including information exchange and experience sharing.

15. Reiterating the importance of disaster management, the two sides agreed to promote cooperation in technical training and experience sharing in search and rescue and relief.

16. To strengthen the legal framework for cooperation, the two sides pledged to accelerate the negotiation of bilateral agreements in the fields of defense, security and extradition.

17. During the visit, the two sides signed a number of bilateral agreements, including a Memorandum of Understanding on agricultural and forestry cooperation between the Ministry of Agriculture and Rural Development of Vietnam and the Ministry of Agriculture and Forestry of Türkiye; a Memorandum of Understanding on cooperation between the Diplomatic Academy of the Ministry of Foreign Affairs of Türkiye and the Diplomatic Academy of Vietnam; and a Letter of Intent on cooperation between Vietnam Airlines and Turkish Airlines.

18. The two sides agreed to strengthen cooperation at multilateral forums, especially at the United Nations. Both sides reaffirmed their support for ASEAN’s central role in the region and to strengthen cooperation between Türkiye and ASEAN, including through the ASEAN-Turkey Sectoral Dialogue Partnership.

19. The two sides exchanged views on international and regional issues of mutual concern, emphasizing the importance of respecting international law and the United Nations Charter to ensure peace, stability, security and development in the region and globally.

20. The two sides acknowledged the importance of upgrading the friendly and cooperative relations to a new partnership framework.

21. The Turkish leaders welcomed the visit of Prime Minister Pham Minh Chinh to Türkiye and considered the visit an important milestone in the bilateral relations. Prime Minister Pham Minh Chinh expressed his sincere gratitude for the warm welcome given to him personally and the Vietnamese delegation.

22. President Recep Tayyip Erdogan, Vice President Cevdet Yilmaz and National Assembly Chairman Numan Kurtulmus expressed their gratitude for the invitation to officially visit Vietnam at a suitable time by President Vo Van Thuong, Prime Minister Pham Minh Chinh and National Assembly Chairman Vuong Dinh Hue.
