According to Tuyen Quang Newspaper, in Binh Ca commune, the implementation of digital signatures has become well-established and an indispensable part of the leadership and management work. Ms. Luu Thi Lan Huong - Chairwoman of the People's Committee of Binh Ca commune - said: "After the merger, the commune's area is larger, and the volume of documents has increased significantly. Thanks to digital signatures, we process work faster and more flexibly."

"Documents are signed, transmitted, and issued entirely online, significantly saving time and costs." Professionals also highly appreciate the benefits of digital signatures, as the process of signing, approving, submitting to leaders, and issuing documents is no longer dependent on time or geographical location. In many cases, commune leaders can remotely sign and approve documents, ensuring that the processing of citizens' applications is not interrupted.

The application of digital signatures in Binh Ca also contributes to the transparency of administrative processes, as each processing step is recorded and stored by the system, thereby enhancing the accountability of officials and civil servants when handling documents.

Not only are communes with favorable infrastructure adapting to the demands of digital transformation, but many remote and disadvantaged areas are also rapidly adapting, including the use of digital signatures in public administration.

For example, in Ho Thau commune – a disadvantaged area with six villages in a mobile phone coverage area – the Chairman of the People's Committee, Hoang Xuan Hoa, shared: “Once, I was in a remote village when I received a message needing to urgently sign a document. Although I had to travel to a place with signal to connect to the network, the entire process took very little time. Previously, documents would definitely have to wait until the next day, but now they are processed immediately, saving many working hours each day.”

According to a report from the Tuyen Quang Department of Science and Technology, 100% of provincial departments and agencies have completed their applications, been issued digital certificates, and are now using specialized digital signatures for official duties. At the commune level, all commune and ward People's Committees have also submitted applications for digital signatures to their responsible officials, facilitating the digitization of administrative documents and ensuring synchronized implementation across the entire system.

In reality, the use of digital signatures has changed traditional working methods, contributing to raising awareness of responsibility, discipline, and administrative order among officials and civil servants. All operations are performed entirely on document management and operational software, making inspection and supervision easier.

At the same time, the work processing time is shortened, administrative costs are significantly reduced, creating conditions for serving citizens and businesses more quickly, conveniently, and efficiently.
