PROPAGANDA FOR INTERNATIONAL LABOR DAY 01/05

In the second half of the 19th century, capitalism entered the monopoly stage, industrial production increased rapidly; in countries such as Germany, England, America, France... it developed strongly. Along with the progress of the capitalist economy , the bourgeoisie increased exploitation, class conflicts became increasingly deep, leading to many struggles between the proletariat and the bourgeoisie taking place on an increasingly large scale.

Responding to the call of the " American Federation of Labor ", on May 1, 1886, an important event took place in Chicago, USA, tens of thousands of workers in Chicago organized strikes, rallies and demonstrations on the streets with the slogan "8-hour work day". This was the inevitable result of a long struggle since the second half of the 19th century of workers in many countries around the world when their labor was heavily exploited. The struggle for the people's livelihood, for democracy, for social progress was bloodily suppressed, but it created a response and support from workers everywhere in the United States and many countries around the world to speak out in support of Chicago workers. The slogan "8-hour work day" has become the common voice of workers in many countries. From the struggles of workers, the governments of some countries were forced to enact the 8-hour work day law. To recognize the achievements of the workers' movement, at the founding congress of the Second International on July 14, 1889, delegates of the working class passed a resolution to make May 1st the day of solidarity and struggle of workers around the world. Since then, May 1st has become International Workers' Day.

In Vietnam, in the early years of the 20th century, leader Nguyen Ai Quoc spread Marxism-Leninism into Vietnam through many of his works, helping Vietnamese workers understand the world communist, workers' and trade union movements, especially the Russian October Revolution and International Labor Day on May 1. On February 3, 1930, the Communist Party of Vietnam was founded. In its first Platform, our Party identified the role and historical mission of the Vietnamese working class as the revolutionary leadership class, the core of the Workers' and Peasants' alliance. The May 1, 1930 struggle movement opened the revolutionary high tide of 1930 - 1931. For the first time, under the leadership of the Party and the guidance and mobilization of the Red Trade Union, workers and farmers held a rally to celebrate the International Labor Day on May 1, fighting for their rights, expressing solidarity with workers around the world, and demonstrating the strength of the Workers' and Peasants' Alliance. During the revolutionary high tide in the period of 1936 - 1939, International Labor Day was publicly celebrated. In Hanoi, on May 1, 1938, from many streets, more than 25,000 people marched to the Hanoi Exhibition House (the present-day Vietnam - Soviet Union Friendship Labor Cultural Palace) to hold a rally, raising the slogan "Food, Clothing, Peace, Freedom". This was the largest rally during the democratic movement, demonstrating the strength of the working class and working people. Under the leadership of the Party, the working class and the workers' movement fighting for democracy, people's livelihood, and national independence became the center, attracting other classes, creating the strength that led to the victory of the August Revolution in 1945, taking power back to the people.

After the country gained independence, President Ho signed Decree No. 22c on February 18, 1946, stipulating that May 1 is one of the official holidays of the Democratic Republic of Vietnam. On April 29, 1946, President Ho signed Decree No. 56, stipulating that workers are entitled to receive salary on May 1 International Labor Day. On May 1, 1946, for the first time in the history of our country, a solemn rally to celebrate International Labor Day was held in Hanoi with the participation of 200,000 workers. From here, the value of International Labor Day 01/05 does not stop at the spirit of solidarity in the fight against oppression but is elevated to a deeper meaning as President Ho Chi Minh's call to the people of the whole country and working brothers and sisters: "For us, it is a day to show the world that this day is not only Labor Day, but also a day of national solidarity. Unite to maintain freedom and democracy. Unite to build the country. Unite to build a new life".

Promoting the spirit of International Labor Day 01/5, the Vietnam Trade Union continues to promote the spirit of solidarity, making important contributions to the revolutionary cause of Vietnam. During the resistance war against France and the US to save the country, tens of thousands of workers were ready to go to war; the emulation movements in labor, production, economic recovery, and building a large rear base in the North to support the large front line in the South were widely deployed, attracting a large number of workers to enthusiastically participate, contributing to glorious feats of arms, the peak of which was the historic victory of Dien Bien Phu in 1954 and the Great Spring Victory in 1975, completely liberating the South and unifying the country. After more than 39 years of renovation, along with the strong development of the country, the Vietnamese working class has matured in all aspects, rapidly increasing in quantity, improving in quality, diversifying in structure, and forming an increasingly large number of intellectual workers. The working class has affirmed its role as the leading force in the cause of industrialization, modernization of the country and international integration; the working class and trade union organizations are the solid political and social foundation of our Party and State.

After 39 years of renovation, the Vietnamese working class has increased in quantity, matured in quality and affirmed its position in the cause of building and defending the Fatherland. The educational level, professional level, occupation and political level of the working class have been increasingly improved. The number of workers with knowledge and a firm grasp of advanced science and technology has increased. A class of young workers with education and culture, trained in vocational standards, trained in modern production practices and increasingly advanced working methods has been formed.

The work of the Trade Union and the workers' movement has achieved comprehensive results, better meeting the legitimate needs and aspirations of union members, workers and civil servants. The Trade Union has been creative, proposed and organized many new programs such as: Taking care of the welfare of union members; organizing "Tet Sum Vay" for workers; building trade union institutions, contributing to solving pressing problems for workers. At the same time, there have been many flexible and timely measures with the political system to resolve cases related to the rights and lives of workers, civil servants and laborers. Organizing dialogues and negotiating collective labor agreements, contributing to ensuring regimes and policies and gradually improving welfare, ensuring social security for workers, promoting production and business development, building harmonious, stable and progressive labor relations. Propaganda and education activities have created a widespread influence in the system. The patriotic emulation movement among workers, civil servants and laborers has had positive changes. In all fields, many typical advanced examples have appeared, workers, civil servants and laborers have taken the lead and succeeded in production and business, affirming the role of trade unions in the political system.

In the coming time, civil servants and employees of the Department of Ethnic Minorities and Religions are facing an era of national development. Each civil servant and employee of the Department needs to promote their strengths and overcome their limitations to perform well the assigned tasks. At the same time, there are solutions to better perform the assigned functions and tasks, specifically as follows:

Firstly, focus on propagating and mobilizing cadres, union members, civil servants and workers to implement the Resolution of the 13th National Party Congress; proactively and well perform assigned tasks at agencies and units, contributing to the implementation of common tasks of Cao Bang province.

Second, focus on improving the quality of training and education to meet the requirements and tasks in the country's growing era.

Third, improve the quality and efficiency of the Union's operations in agencies and units. Pay attention to civil servants and employees, protect the legitimate and legal rights and interests of civil servants and employees.

Four is, Promote patriotic emulation movements in the unit; promptly select, discover, good, creative, effective, and practical ways of doing things in emulation movements in the unit.

Fifth, build a streamlined, effective and efficient organizational apparatus, contributing to building a strong Trade Union and a clean and strong State.
