Quang Tri Provincial People's Committee held a meeting to promote the project of building a conveyor belt to transport coal from Laos through La Lay international border gate.

(E-Portal) On the afternoon of July 23, 2024, Comrade Vo Van Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a meeting of the Steering Committee to implement the project of building a conveyor belt to transport coal from Laos through La Lay international border gate to My Thuy seaport.

Also attending were Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong; Vice Chairman of the Provincial People's Committee Le Duc Tien and representatives of relevant departments, agencies, units and localities.

At the meeting, the leader of the Department of Transport said that the project to build a conveyor system to transport coal from Laos to Vietnam on the territory of Vietnam has a length of about 6,034km.

This project has been approved in principle by the People's Committee of Quang Tri province, and the investor is Nam Tien Company Limited in Decision No. 1568/QD-UBND dated June 28, 2024 with a total investment of about 1,489 billion VND.

After the People's Committee of Quang Tri province approved the investment policy, Nam Tien Company Limited submitted a report on the appraisal of the Feasibility Study Report of the project to build a conveyor system to transport coal from Laos to Vietnam within the territory of Vietnam.

On that basis, the relevant departments and agencies of Quang Tri province have participated in giving opinions on the appraisal of the Project Feasibility Study Report with a deadline before July 20, 2024.

Currently, the Department of Transport - the project appraisal unit has received comments from specialized sectors and requested the Investor to supplement and clarify some contents of the Project feasibility study report. At the same time, the Investor is instructed to supplement and edit the Project Profile to ensure compliance with regulations.

This is a project connecting Lao warehouses to Vietnamese warehouses through La Lay International Border Gate. Therefore, to ensure the consistency of the project, the functional departments of Quang Tri province request Nam Tien Company Limited to proactively contact the Lao investor to carry out legal procedures at the same time and ensure the connectivity of the project.

In addition, the Department of Transport also requested that investors promptly complete the licensing procedures for the construction of the connecting intersection from the cargo storage yard according to current regulations to ensure synchronous exploitation with National Highway 15D. At the same time, supplement documents related to the Environmental Impact Assessment Report, total investment table, planning map, design task outline, contract with the consulting unit, connection agreement document, minutes of acceptance of survey results, minutes of agreement with local authorities in the area, approval document on construction height management and related legal documents to serve the appraisal work.

For the conveyor belt section from the warehouse at Km4+265 - National Highway 15D to My Thuy port, about 70km long, the Provincial People's Committee agreed in principle to allow Phonesack Vietnam Co., Ltd. to survey and establish an investment and construction project within 6 months. After that time, if the investor does not have a report, this document will expire.

After listening to the investor's report on the project implementation status, the opinions of representatives of sectors and localities, especially the opinions of the Standing Vice Chairman of the Provincial People's Committee Ha Sy Dong; Vice Chairman of the Provincial People's Committee Le Duc Tien at the meeting, Chairman of the Provincial People's Committee Vo Van Hung suggested that the investor proactively work with relevant departments, sectors, localities and units to receive guidance, support and provide necessary information. During the survey and report preparation for investment proposal, it is necessary to update related plans, projects and works, paying attention to approved plans such as: Southeast Economic Zone, Industrial Parks..., intersections between conveyor belts for Ho Chi Minh Highway West branch, Cam Lo - La Son Expressway, North - South railway, National Highway 1...

Chairman of the Provincial People's Committee Vo Van Hung requested the Department of Transport to soon complete the specialized appraisal report to have a basis for carrying out the next procedures.

Regarding site clearance for the project, Dakrong district and the investor will coordinate to advance funds for site clearance; work with relevant departments to complete procedures for power connection for the project.

Assign tasks to relevant sectors and units to send experienced and professional staff to guide and support investors in completing procedures for early project approval and project implementation on schedule.
