Applying AI in administrative work in communes...

In the context of the whole country promoting the implementation of the National Strategy on Digital Transformation, many mountainous communes in Quang Ngai and Gia Lai provinces have taken the lead in organizing training courses on the application of artificial intelligence (AI) in administrative work.

This is one of the typical models demonstrating the determination to innovate management methods and improve service efficiency for people right from the grassroots level.

In an effort to build a modern, professional administration, using digital technology as a driving force for innovation, in early August 2025, the People's Committee of Kon Dao Commune, Quang Ngai Province coordinated with FUNEDU Education Investment and Development Company Limited to organize a training course on "Exploiting and applying AI - Artificial Intelligence to serve administrative work". The event attracted more than 100 cadres, civil servants, public employees, party cell secretaries, village chiefs and individuals interested in digital technology.

Chairman of the People's Committee of the commune Dang Quang Hai emphasized: "In the context of increasing workload and increasing management requirements, the application of artificial intelligence is the key to helping grassroots officials work smarter, more effectively, and serve the people better". The training course content is designed systematically, scientifically , and suitable for the practical needs of commune-level administrative officials. Trainees are introduced to an overview of artificial intelligence, the role and important principles in applying AI to public administration.

In particular, the program focuses on practical skills such as: looking up legal documents using AI tools, creating personal chatbots to support professional work, applying AI in drafting documents, reports, plans as well as building presentations, mind maps for meetings...

With more than 300 cadres, civil servants and public employees attending the training course "Exploiting and applying AI-Artificial Intelligence to serve administrative work" in mid-July 2025, Chairman of Tu Mo Rong Commune People's Committee Tran Quoc Huy said: "Tu Mo Rong Commune has just been established and is in the process of perfecting its organization according to the two-level government model.

Applying technology, especially AI, is an urgent solution to improve the efficiency of serving people faster, more accurately and more professionally. This is the first step for commune officials to access new technology, innovate working methods, and contribute to building a modern government."

Ms. Nguyen Thi Xuan Lan, CEO of FUNEDU shared that, not just a dry theoretical class, the program designed by FUNEDU focuses on practice, each student is given a personal account on the unit's AI system (funedu.com.vn), from which they can proactively learn and apply it to their daily work.

At the training courses, commune officials were instructed on how to use AI to solve specific administrative tasks: from looking up legal documents, comparing content during consultation, to creating regular reports and plans. In particular, the feature of creating mind maps using AI was highly appreciated, helping learners easily build scientific presentations, serving better in village and commune meetings.

Organizing AI application training courses in remote, isolated and extremely disadvantaged communes is not only a technical action, but also a vivid manifestation of the implementation of the e-Government Development Strategy towards Digital Government for the 2021-2025 period, with a vision to 2030 according to Decision No. 942/QD-TTg dated June 15, 2021 of the Prime Minister.

According to comrade Vo Trung Manh, Party Secretary and Chairman of the People's Council of Tu Mo Rong commune, the application of AI to state administrative agencies is creating a revolution in the way of working, helping local governments operate more effectively.

In fact, in mountainous areas such as Tu Mo Rong, the lack of technologically qualified human resources is a major problem. Meanwhile, the volume of administrative work is increasing, requiring breakthrough solutions. The application of AI becomes an "extended arm" to support officials in handling work faster and more accurately.

Chairman of the People's Committee of Hoi Phu Ward, Gia Lai Province, Vu Manh Dinh, shared that digital transformation is not only a story of big cities. Before the merger, Duc Co District, Gia Lai Province (old) had been at the forefront of technology, organizing training on the use of AI for all cadres, civil servants and public employees throughout the district.

According to the assessment of local Party committees and authorities, the application of AI in the field of public administration plays a key role in the digital transformation process, especially at the commune level, where there is direct contact with people and businesses. A new journey has begun - a journey of applying technology to serve the people.

With the support of local authorities, the active participation of technology enterprises, and the spirit of learning and learning of grassroots cadres, the digital administrative model is no longer a distant dream. The replication of this model to other communes and wards in Quang Ngai and Gia Lai provinces in particular and the whole country in general is completely feasible, contributing to the realization of the goal of building a digital government, digital economy and digital society as set out in the Resolution of the 13th National Party Congress.
