Chairman of the Board of Directors of Hai Phong Water Supply Joint Stock Company Tran Viet Cuong said that the main source of raw water for clean water production in the city center is currently mainly taken from the Re River, part of the An Kim Hai irrigation system, and the Da Do River. However, these two water sources are in a state of decline in both quality and quantity due to heavy pollution.
According to the most recent monitoring results of An Kim Hai Irrigation Works Exploitation Company Limited, the dissolved oxygen and suspended solids indexes in the Re, Gia and Da Do rivers at different times all exceeded Vietnam standards. Among them, some harmful indexes exceeded 3-8 times the allowable limit.
Along with the impact of climate change, the situation of saltwater intrusion tends to increase and become more complicated. Since the beginning of 2024, the city has faced a number of unusual saltwater intrusions, directly threatening the clean water supply for the central wards in the Eastern region. A typical example is the saltwater intrusion in early January 2024, when saltwater penetrated 25 km deep into the Re River source out of a total length of 35 km.
To ensure a stable and safe water supply for people as well as for production and business, Hai Phong Water Supply Joint Stock Company must develop a plan to supplement water from other water supply areas for the central area of the city and advise people to use water economically until the incident is under control. With increasingly complex climate change developments, the risk of recurring unusual saltwater intrusion is very high.
The above limitations at many times directly affected the production of clean water to ensure quality standards according to the Ministry of Health 's Standard 01 of Hai Phong Water Supply Joint Stock Company facing many difficulties. With rapid urbanization and strong development of industrial zones and clusters, Hai Phong has become a locality with great attraction for investors and immigrant workers. This means that the demand for quality clean water for daily life, production and business in the city will increase in the coming time.
Faced with the needs, limitations and difficulties caused by the decline in raw water resources and saltwater intrusion, great demands are being placed on the city's water supply industry in applying advanced and effective filtration and treatment technology to adapt to adverse fluctuations in water resources, ensuring clean water quality for the people.

Applying new filtering technologies
Faced with the above situation, as a major water supply unit of the city, Hai Phong Water Supply Joint Stock Company is actively expanding cooperation, investing in technical exchanges with suppliers from experienced countries in the world , typically Japan. Up to now, the Company has cooperated with the Kitakyushu Water Supply and Drainage Department (Japan) to successfully apply U-BCF biological contact filter tank technology with a capacity of 100,000 m 3 /day at An Duong Water Supply Plant with a total investment of 429 billion VND from non-refundable aid from the Japanese Government . Investing in 2 U-BCF technology filter tanks with a capacity of 5,000 m 3 /day and night at Vinh Bao Water Plant. When applying this technology, organic compounds, ammonia, nitrite, manganese are all reduced below the allowable threshold, reducing treatment chemicals; ensuring safe water supply to millions of people in the city.
In particular, developing cooperative relations, Hai Phong Water Supply Joint Stock Company and Kitakyushu Water Supply and Drainage Department (Japan) signed a comprehensive technical assistance cooperation agreement. From July 2023 to present, Hai Phong Water Supply Joint Stock Company has coordinated with the International Cooperation Agency (JICA), the Japan Science and Technology Agency (JST) and the University of Construction to implement the Technical Assistance Project "Developing a water supply system adapted to polluted water sources". The project aims to develop advanced water treatment technology, adapt to new pollutants, and build an effective monitoring system towards safe and sustainable water supply.
Recently, Hai Phong Water Supply Joint Stock Company has cooperated with irrigation exploitation companies to install pressure sensors, automatic conductivity monitoring stations, online water quality control systems, biological indicator fish tanks and surveillance cameras at factories managed by the company. At water intake points, oil barrier buoy systems are arranged to detect early pollution or sudden changes in raw water quality, and promptly handle them. The Quality Control Department and technical staff at the factories strictly monitor hourly periodic testing indicators, adjusting the appropriate amount of treatment chemicals when raw water quality changes. Thanks to that, the quality and reserve of clean water serving 1.3 million people in the eastern Hai Phong area are always guaranteed to be stable.
