The Ministry of Construction has just issued urgent dispatch No. 38 requesting urgent response to floods after storm No. 3.
In response to the warning of the risk of flash floods, landslides and subsidence in the provinces of Son La, Lao Cai , Phu Tho, Thanh Hoa and Nghe An due to the impact of heavy rain after storm No. 3, the Ministry of Construction has just issued a document requesting agencies and units to seriously implement Official Dispatch No. 119/CD-TTg dated July 22, 2025 of the Prime Minister on emergency response to floods in the Ca River basin.
Arrange guards at dangerous locations
The Vietnam Road Administration is assigned to direct Road Management Zones I and II to closely coordinate with the Departments of Construction of the above provinces to organize 24/7 duty, traffic diversion, put up warning signs, barriers, and arrange guards at dangerous locations such as overflow tunnels, landslides, broken roads, and deep flooding.
Resolutely prohibit people and vehicles from entering key points; at the same time, inspect, review, and develop plans to ensure traffic on national highways under management, especially the main arteries through the Ca River basin.
Units need to pay special attention to the safety of workers, equipment, materials and construction items in mountainous areas with high risk of landslides, flash floods and landslides.
The Vietnam Railway Authority and Vietnam Railway Corporation are required to increase patrols and strictly guard key construction sites, especially on the railway line through Nghe An. Be ready to respond to and handle incidents, ensuring smooth operation and absolute safety for people and vehicles.
The Vietnam Maritime Administration is responsible for directing port authorities to guide ships into safe anchorage areas, proactively develop prevention plans, and ensure the safety of vehicles and people.
Waterway management units must promptly withdraw buoys and flood warning signs and redeploy them immediately after the flood recedes, according to local warnings.
The Department of Construction of Son La, Lao Cai, Phu Tho, Thanh Hoa and Nghe An provinces should coordinate with local authorities to proactively inspect and review areas at risk of landslides and subsidence along traffic routes; paying special attention to key national highways.
It is necessary to be ready to arrange vehicles and human resources to support people to move safely through deep flooded areas, quickly repair cut-off roads, ensure smooth traffic, and minimize the risk of accidents and damage caused by natural disasters.
