The Committee for Culture and Society surveyed the implementation of tobacco harm prevention and control and drug prevention in Bac Ninh province.

* On April 2, the working delegation of the National Assembly's Committee on Culture and Society, led by Vice Chairwoman Do Thi Lan, conducted a survey on the implementation of policies and laws on tobacco harm prevention and control and drug prevention in 2023-2024 in Bac Ninh province. Attending the conference were comrades: Le Xuan Loi, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Tran Thi Van, Deputy Head of the Provincial National Assembly Delegation; Nguyen Anh Tuan, Vice Chairman of the Provincial People's Council.

Conference overview

The working delegation of the Committee for Culture and Society conducted a field survey at ITM Semiconductor Vietnam Co., Ltd. (VSIP Industrial Park), and listened to reports from the provincial departments and agencies on the implementation of policies and laws on tobacco harm prevention and control. Accordingly, Bac Ninh province has established a Steering Committee for the Provincial Tobacco Harm Prevention and Control Program and assigned the Department of Health as the standing agency of the Steering Committee. In the 2 years of 2023 - 2024, the province has promptly and seriously deployed legal documents on tobacco harm prevention and control; issued a system of documents from the province to the grassroots level, as well as a system of documents by vertical sectors to implement the Law on Tobacco Harm Prevention and Control; widely disseminated and provided information on documents and guidance documents on implementing a "Smoke-free" environment.

Strictly manage the import and trading of tobacco; Implement regulations on preventing electronic cigarettes, heated tobacco products, shisha and other new tobacco products in the community... In 2 years, the health sector has coordinated to organize inspections and supervision of tobacco harm prevention activities at 45 agencies/units; Inspect the implementation of the Law on Tobacco Harm Prevention and Control at 30 units. The Department of Industry and Trade coordinated with the Market Management Department to inspect, detect and handle 12 cases, impose administrative fines of 361 million VND, and destroy more than 142,000 electronic cigarette products, worth more than 5.4 billion VND.

Vice Chairman of the Provincial People's Committee Le Xuan Loi emphasized that the Ministry of Health 's policy on preventing and combating the harmful effects of tobacco, e-cigarettes, and heated tobacco products is a correct policy, highly appreciated by voters and people. Sharing the difficulties and obstacles of enterprises producing electronic cigarette components, he hoped that the National Assembly and the Government would have solutions to remove them for enterprises producing and processing heated tobacco equipment for export only, not complete heated tobacco products, 100% exported abroad. In case all activities related to the production and processing of heated tobacco equipment are stopped, there will be instructions on the roadmap, time for conversion, cessation of operations, and relocation of production to countries other than Vietnam's territory... With the contents raised by the Delegation at the conference, he respectfully accepted and assigned the departments and branches that are members of the Provincial Steering Committee for the Program on Prevention and Combating the Harmful Effects of Tobacco to implement according to the Delegation's requirements.

On behalf of the survey delegation, Vice Chairwoman of the Committee for Culture and Society Do Thi Lan acknowledged and highly appreciated the achievements of Bac Ninh province in implementing policies and laws on tobacco harm prevention and control. With recommendations from Bac Ninh province, the delegation received and synthesized them as a basis for reporting to the National Assembly and proposing to the Government to find solutions to remove obstacles and provide support in the coming time.

* In the afternoon, the working delegation of the National Assembly's Committee on Culture and Society, led by Vice Chairwoman Do Thi Lan, conducted a survey on the implementation of policies and laws on drug prevention and control in the province.

Overview of the working session

In 2023-2024, Bac Ninh Provincial Police will perform well its standing role, proactively advising the Provincial Party Committee, Provincial People's Committee, Provincial Steering Committee 138 to direct and deploy drug prevention and control tasks, mobilizing the strength of the political system and the entire population. Drug prevention and control work has achieved positive and outstanding results, affirming the correct, timely, drastic and effective direction of Party committees and authorities at all levels, the efforts of all levels and sectors from the province to the locality and the consensus and support of all classes of people, contributing to ensuring social order and safety, effectively serving the socio-economic development of the province.

The work of reviewing, counting, and managing drug addicts and illegal drug users; and preparing records for compulsory drug rehabilitation continues to receive attention from leaders, authorities at all levels, and sectors, and is implemented in a unified, synchronous, and effective manner.

At the conference, the survey delegation and delegates focused on discussing and clarifying a number of limitations, difficulties and obstacles in the fight against drug crimes and social evils, the management of drug addicts, post-drug addicts, and job placement for drug addicts.

The delegation will synthesize and accept the recommendations of Bac Ninh province as a basis for assessment, propose solutions to remove them and advise and submit them to the National Assembly and the Government for consideration and amendment of the Law in accordance with reality.
