Chut village is one of the most severely damaged villages in Van Ban commune during the recent flood caused by the circulation of storm No. 10. The flood washed away many properties and crops of the people. After the flood, the whole village was covered by a layer of sand and rock 2m - 3m thick.

More worryingly, the rain and floods have caused sedimentation to raise the Chut stream bed nearly 2 meters higher than before. The current water level is almost equal to the ground level of the houses in the village. This means that just one rain when the water level rises abnormally can lead to the risk of flood water changing its course and diverting the entire stream into the village.

Along the still-rumbling stream, hundreds of villagers from Lang Chut village and neighboring villages, along with commune officials, civil servants, and Van Ban armed forces, were busy shoveling sand, tying ropes, transporting it, and filling in gaps in the foot of the embankment.
Ms. Vi Thi Nhieu in Noom village 2 has been helping to reinforce the embankment for the past two days. She shared: “My village is located outside the center of Hoa Mac commune (old) and is fortunately not affected by the flood, so we are here to support Lang Chut. If we do it early and carefully, when heavy rains and floods come, we will have less worries for our people.”

Under the stream, 4 excavators are also working at full capacity to dredge and clear the flow, all with the goal of preventing floods and protecting people's lives and property.

Comrade Phan Thanh Hung - Commander of the Military Command of Van Ban Commune said: In addition to arranging forces to reinforce the embankment and be on duty at key locations, the militia also closely coordinated with villages and hamlets, proactively organizing forces to check high-risk areas and key areas of natural disasters to warn and evacuate people to safe places, ready to respond in all situations.
Directly commanding the forces reinforcing the embankment, comrade Nguyen Manh Ha - Vice Chairman of Van Ban Commune People's Committee said: Over the past 4 days, the commune has mobilized hundreds of people from neighboring villages and hamlets, along with commune officials, civil servants and armed forces to participate in packing sandbags and building a defense line against "water invaders". The commune also mobilized 4 excavators from businesses and local people to dredge the streambed, dig and fill sand around the embankment, and drive bamboo stakes to increase the ability to withstand water pressure. Up to now, the embankment is half a kilometer long and 1.5 meters high.

The Vice Chairman of the Commune People's Committee did not hide his worry that while the work to fix the circulation of storm No. 10 was still in disarray, it was predicted that storm No. 11 was approaching very soon. If the intensity of storm No. 11 was stronger than the recent flood, the most undesirable situation would be that this temporary embankment would be broken, causing a double disaster for the people of Lang Chut.
Therefore, to minimize damage, Van Ban commune requested propaganda forces to mobilize people to evacuate people and property to safety.
In the recent flood caused by the circulation of storm No. 10, Van Ban commune was the locality that suffered the most damage in the province. With the motto "4 on-site" to continue to overcome the consequences of storm No. 10 and at the same time deploy preparations to respond to storm No. 11, Van Ban commune established 6 working groups to go to the villages to inspect and remedy the situation.

Van Ban Commune has mobilized over 300 people and equipment to help people move people and property to safety and repair landslide-affected roads. At the same time, it has directed agencies and organizations to continue to focus on enhancing information and propaganda so that people can raise their vigilance and respond to complex weather developments. For residential areas at risk of flooding and dangerous landslides, people and property will continue to be evacuated to ensure safety.

Comrade Vu Xuan Thuy - Chairman of Van Ban Commune People's Committee emphasized: We have arranged forces on duty 24/24 hours to ensure that all natural disaster situations are handled as soon as possible. As a frontline force, the commune has proactively ensured the necessary conditions according to the "4 on-site" motto including: on-site command, on-site forces, on-site means and on-site logistics. Along with that, the commune is also actively searching for safe land, mobilizing all resources to arrange residents out of dangerous areas. Despite the difficulties, we are determined to overcome them, ensuring to best meet the needs of the people.
