Mobilized 25 projects, foreign non-governmental non-project aid from the beginning of 2025 to present

The programs and projects of the NGOs implemented in the province focus on the following areas: people with disabilities, overcoming the consequences of war,education and training, health care... According to the assessment of the Department of Foreign Affairs, compared to the same period in 2024, the number of mobilized projects increased but the value of mobilized aid decreased.

Specifically, there are 29 NGOs and 11 international organizations with projects in Quang Tri province. NGOs basically understand the legal regulations within the scope of their activities, carry out the correct purposes and registered fields, do not violate Vietnamese law, and have good relationships with local partners.

It is known that in recent times, Quang Tri province has paid more attention to allocating counterpart funds for NGO programs and projects. Currently, most NGO organizations require local authorities to contribute counterpart funds when planning project implementation. Through the arrangement of counterpart funds, NGO organizations have seen the initiative, commitment and cooperation of local authorities in implementing project activities in a sustainable manner.

At the same time, the projects have been integrated into the local socio-economic development plan, thereby improving the effectiveness of each program and project, which has been highly appreciated by donors, NGOs and beneficiary communities.

In addition to the advantages, in the first 5 months of 2025, mine action projects in Quang Tri province were greatly affected by the US Government's order to suspend foreign development assistance for 90 days to assess the effectiveness and relevance of these programs with the US President's new foreign policy, starting from January 24, 2025. Mine action projects in the province were suspended for 1.5 to 2 months, affecting the operational plan and progress of commitments to donors.

Besides, currently, NGOs often choose localities with favorable access conditions or long-term cooperative relationships, while Quang Tri is a small province, still facing many difficulties, so it has little competitive advantage compared to some other provinces and cities.

In addition, projects of NGOs implemented locally still encounter some difficulties related to the time for considering extensions, amendments, supplements and re-issuance of registration certificates for NGOs because sectors and localities need more time to review, collect information and give opinions or are still confused in implementing according to Decree 58/2022/ND-CP dated August 31, 2022...

With the goal of strengthening cooperation and improving the effectiveness of NGO aid to promote the province's relations with countries and localities around the world, in the coming time, the province will continue to thoroughly grasp and raise awareness of authorities at all levels, organizations and people about the significance of strengthening cooperation with NGOs and other foreign development partners.

At the same time, continue to propagate and disseminate the Party's guidelines, policies and laws of the State so that non-governmental organizations and foreign partners understand, know and properly and fully implement relevant regulations.
