Delegates are officials from the Party Committees of the Provincial Military Command, Provincial Police, and Provincial Border Guard Command.

At the conference, Comrade Nguyen Thi Dao, Deputy Chief of the Provincial Party Committee Office, informed about the situation of rectification and submission of documents to the Party's historical archives at the provincial level. In particular, it is necessary to pay attention to implementing the Instruction No. 64-HD/VPTW, dated November 4, 2020 of the Central Party Office on document management of Party agencies, organizations, the Vietnam Fatherland Front and socio-political organizations when dissolving, separating, merging. When an agency or organization dissolves or ends its operation, it must submit its seal and certificate of seal registration to the police agency where the seal is registered.

In his concluding remarks, Comrade Pham Thanh Lap, Chief of the Provincial Party Committee Office, emphasized that the Party's historical archive work has always been directed by the Standing Committee of the Provincial Party Committee and has been equipped with necessary equipment for preserving documents in the archives; at the same time, in 2024, many documents on document and archive work were directed and issued; including the work of editing documents and submitting documents from the source of documents to the Provincial Party Historical Archives according to regulations.

On February 24, 2025, the Provincial Party Standing Committee issued Official Dispatch No. 1188-CV/TU on the handover of records, documents, seals and management of finances, budgets, and party fees retained by Party organizations upon dissolution or merger.

Chief of the Provincial Party Committee Office Pham Thanh Lap emphasized the work of archiving and managing documents and document databases; it is necessary to strengthen the responsibility of leaders, urgently direct the implementation of strict management of documents and document databases of Party committees, agencies, Party organizations, Vietnam Fatherland Front and socio-political organizations at provincial, district and commune levels when ending operations and merging according to Instruction No. 64-HD/VPTW of the Central Party Office.

Review and check all documents created during the process of your agency or unit, to avoid damage, loss, misplacement or illegal destruction. Documents must be fully collected, focused and completely edited according to Instruction No. 50-HD/VPTW, dated October 10, 2019 of the Central Office of the Party and submit archival documents with the correct components of documents submitted for storage according to Party regulations.

For electronic file documents that have been stored on computers, packaging and backing up document data on electronic storage media and submitting them to the archives must comply with regulations.

For provincial-level agencies and organizations, the submission of documents and document databases to the Party's historical archives at the provincial level must be completed before September 1, 2025.

Chief of the Provincial Party Committee Office Pham Thanh Lap directed that after the conference, officials in charge of District Party Committees, Town Party Committees, and City Party Committees should guide officials in charge of grassroots Party organizations at the commune level to implement the conference's contents.
