Secretary of the District Party Committee Ha Duc Anh said that 2025 is the final year of special importance in implementing the goals of the Resolutions of the Party Congresses at all levels as well as the Resolution of the 16th District Party Congress set out at the beginning of the term. With the determination to achieve the highest political goals and tasks in 2025, the district has focused on implementing 3 strategic breakthroughs. That is, promoting administrative reform, improving the investment and business environment, building infrastructure and developing human resources.
To focus on effectively implementing the 3 strategic breakthroughs, the district has seriously and effectively implemented the resolutions, projects, mechanisms and policies of the Central Government, the Province and the National Target Programs to accelerate the process of economic and social recovery and development; strongly improve the investment and business environment to create favorable conditions for enterprises to invest in the area. Continue to promote administrative reform in a comprehensive and synchronous manner, focusing on reforming administrative procedures, minimizing the time and costs of implementing administrative procedures for enterprises and people, especially procedures related to investment and business.
Van Yen district promotes administrative procedure reform to serve people and businesses.
The district has effectively implemented the Digital Transformation Project associated with building e-government; encouraged and supported the transfer and application of scientific and technological advances, focusing on sectors such as agriculture, forestry, processing industry, etc. Supported the start-up and innovation movement, developed economic sectors; prioritized attracting potential investors with modern technology to invest in sectors, occupations, fields, and products in which the district has advantages, especially in the fields of agriculture and forestry.
Innovate and strengthen the activities of the District's Enterprise and Cooperative Support Advisory Group; effectively implement policies to support small and medium enterprises; mobilize enterprises to enhance technological innovation, apply new technical advances in management, production and business; encourage business households to transform into enterprises, develop cooperatives and cooperative groups, etc.
Thanks to that, up to now, the whole district has newly established 16/35 enterprises, bringing the total number of registered enterprises in the area to 364; newly established 10/12 cooperatives, bringing the total number of cooperatives in the area to 154; newly established 20/50 cooperative groups, bringing the total number of registered cooperative groups in the area to 775. The newly established enterprises, cooperatives, and cooperative groups in the district mainly focus on fields and industries such as: agricultural and forestry product processing, trade, services, and high-quality livestock development, etc.

Along with that, Van Yen district has synchronously implemented tasks and solutions to improve the investment and business environment, improve the ranking of district-level competitiveness (DDCI) in 2025. Thereby, there has been a new project in the district approved for investment policy and approved for investors, which is the project to invest in building a high-quality livestock farm of T&T Green Agriculture Company Limited with a total investment of 16 billion VND.

Breakthrough in transport infrastructure - regional connectivity
The district has determined to develop synchronous socio-economic infrastructure, focusing on transport infrastructure, rural infrastructure, urban infrastructure and industrial cluster infrastructure, so from the beginning of the year, Van Yen district has proactively sought, mobilized and integrated resources from the budget and non-budgetary sources, especially capital from enterprises and people to develop infrastructure, focusing on developing transport infrastructure, infrastructure of industrial clusters, culture, education, health care...
Continue to review and balance the allocation of capital to implement investment projects in 2025; focus on allocating capital for construction, consolidating key infrastructure items, creating spillover effects and connecting development. Strengthen supervision of public investment, speed up construction progress, disbursement progress and focus on site clearance of basic construction projects to soon put them into operation and use to serve socio-economic development, especially large projects and key projects of the province such as: Inter-regional transport infrastructure construction project to support socio-economic development of poor districts of Yen Bai province, borrowing capital from the Saudi Arabian Development Fund, Khanh Hoa - Van Yen section; Project to connect traffic in the northern mountainous provinces, the route connecting Nghia Lo with Noi Bai - Lao Cai expressway; Railway overpass project in An Binh commune area; Investment project to build the road connecting National Highway 32 with Noi Bai - Lao Cai Expressway (IC15) Dong An - Gia Hoi route...
Along with key transport infrastructure projects, Van Yen district effectively implemented the Rural Transport Development Project for the period 2021-2025; propagated and mobilized people to actively participate, contribute human and material resources, and donate land for road construction, with the motto: "The State and the People work together".
Mr. Luu Hong Minh - Chairman of Tan Hop Commune People's Committee said: "Determining rural traffic is an important condition for trade of goods, promoting production development, creating jobs, and increasing income for people, in addition to the State's investment resources, villages in the commune have focused on mobilizing people to contribute labor, cash, and clear trees and crops to level the ground, widen the roadbed, and concrete the sidewalks according to plan. People with money contribute money, people without money contribute labor to level the ground. Depending on the economic conditions and characteristics of each household, the village proposes different levels of contribution. Thanks to that, the movement to build rural roads has been supported by the people. Up to now, the commune has completed the solidification of 6 km of rural traffic roads, reaching 100% of the plan for 2025".
Implement the rural road construction plan phase 1/2025. Up to now, the whole district has solidified over 45 km of road surface, equivalent to 70.2% of the assigned volume; solidified and widened nearly 4.5 km of road surface, equivalent to 96.8% of the assigned volume; opened new roadbed over 13 km; widened roadbed nearly 7 km, meeting the needs of travel and promoting local socio-economic development.

Training human resources to meet market needs
Mr. Le Thanh Hung - Vice Chairman of Van Yen District People's Committee said that developing human resources based on the needs of socio-economic development associated with the labor market and job creation has been focused on by Van Yen District with many specific solutions. Accordingly, by 2025, the rate of trained workers will be 75% or more, of which the rate of workers trained for 3 months or more with diplomas and certificates will reach 40%; creating new jobs with stable income for over 2,700 workers; shifting 1,200 workers from agriculture to non-agriculture and sending 150 people to work abroad.
To achieve this goal, the district focuses on improving the quality of human resources, focusing on human resources in the agricultural and rural areas, and ethnic minority human resources. Strengthening propaganda on vocational training for rural workers to increase the rate of trained workers; effectively implementing the Project on shifting the structure of agricultural labor to non-agricultural labor.
Promote job creation for workers through various forms of connecting labor supply and demand; focus on linking vocational training to meet the needs of labor quantity, structure and quality as required by businesses and local investors.
Since the beginning of the year, Van Yen district has created jobs for 984/2,700 people, equal to 36.4% of the plan; recruited and trained 490/2,740 people, equal to 17.9% of the plan; shifted the labor structure from agriculture to non-agriculture 388/1,200 people, equal to 42.2% of the plan; exported 90 workers to work in Japan, Korea, Taiwan and Qatar markets... This is the locality with the highest number of workers participating in export in the province since the beginning of 2025.
With the spirit of innovation, creativity, determination and high responsibility, Van Yen district is gradually realizing the goals set out in the 3 strategic breakthroughs, contributing to promoting socio-economic development, successfully implementing the goals set out by the Resolutions of Party Congresses at all levels.
