According to the document, the Chairman of the Ho Chi Minh City People's Committee assigned the Department of Construction, Department of Finance, Department of Agriculture and Environment, Department of Home Affairs, Urban Railway Management Board, Urban Railway One Member Co., Ltd. No. 1 and related units to receive and seriously implement the conclusions of the Steering Committee for the development of the Ho Chi Minh City urban railway network; promptly report and propose to the Ho Chi Minh City People's Committee to consider and resolve if there are any difficulties or problems beyond its authority.

The Department of Construction shall preside over and coordinate with relevant departments and branches to urgently review the overall planning of the urban railway network according to a new model and vision, suitable for the context of administrative boundary expansion (merging Binh Duong , Ba Ria - Vung Tau into Ho Chi Minh City).
On that basis, it is proposed to adjust the city planning for the 2021-2030 period (with a vision to 2050), the city's general planning to 2040 (with a vision to 2060) and related technical infrastructure specialized planning (including underground space planning).
Along with that, the Department of Construction proactively coordinates with relevant central and local ministries, branches to propose specific institutions and policies, especially specific mechanisms and policies, to submit to the National Assembly for approval.
For policies under the city's authority according to Resolution 188/2025/QH15, focus on researching, completing, and submitting to the City People's Council for consideration and promulgation, such as: detailed regulations on establishing and adjusting routes and locations of urban railway works; planning, economic and technical indicators of TOD areas; mechanism for adjusting land use functions, transferring planned land use indicators in TOD areas; method for determining collection levels and procedures for collecting related fees; Review and minimize the time for implementing procedures and approving investment in urban railway projects; effectively integrate with other types of transport (road, waterway, bus, etc.); Develop strategies, programs, and comprehensive implementation plans with a clear roadmap; flexibly apply specific mechanisms, closely coordinate with relevant parties to ensure harmony of interests of the State - investors - society.
The Department of Finance shall preside over and coordinate with relevant departments and branches to urgently develop plans and projects to mobilize investment capital for the urban railway network system according to the orientation of the Urban Railway Development Project stated in Conclusion No. 49-KL/TW of the Politburo to ensure meeting the requirements and progress of implementing urban railway routes according to the approved policies, plans and roadmaps.
Research and propose a separate investment fund model for urban railway development, calculate the ability to mobilize maximum resources and diversify capital sources, including: PPP, non-state budget capital and other legal capital sources. Proactively advise the Ho Chi Minh City People's Committee to submit to the Standing Committee of the Ho Chi Minh City People's Council to prepare a plan to allocate medium-term public investment capital for the periods 2026 - 2030, 2031 - 2035 and annually to ensure compliance with the progress and roadmap for investment in the development of the city's urban railway lines.
The Department of Home Affairs shall preside over and coordinate with the Urban Railway One Member Co., Ltd. No. 1 and related units to conduct research in a systematic, scientific and practical manner; refer to experiences from successful models in the world, paying special attention to models that are assigned to private enterprises for direct investment and operation instead of being implemented by government agencies.
On that basis, propose a model for investment, management, operation and exploitation of the urban railway system suitable to the context, model and new development vision of the City. Complete the report, advise the Ho Chi Minh City People's Committee to submit to the Steering Committee for consideration and comments at the next meeting; in case of exceeding authority, promptly report to competent authorities for consideration and direction.
The Department of Agriculture and Environment shall preside over and coordinate with relevant departments and branches to urgently research and propose an organizational model with sufficient authority and legitimacy to implement compensation, support, and resettlement for urban railway projects in the context of the city implementing a two-level local government (no longer at the district level).
Establish an operating mechanism and assign tasks clearly according to the "6 clear" motto: clear people, clear work, clear time, clear responsibility, clear product, clear authority; ensure to meet the set schedule, strive to basically complete the handover of clean land for project construction by 2028 at the latest.
Carry out the entire process publicly and transparently, focus on developing a reasonable compensation policy and resettlement plan, and at the same time issue accompanying support policies to ensure the rights of affected people, creating high consensus among the people.
The Urban Railway Management Board presides over and coordinates with relevant departments and branches to accelerate the preparation of investment in urban railway projects: select domestic and foreign consulting units with capacity and experience; complete the Expert Team, consulting on the implementation of the urban railway system of Ho Chi Minh City according to Conclusion No. 49-KL/TW of the Politburo and Resolution No. 188/2025/QH15 of the National Assembly; develop clear mechanisms, policies, tasks, time, and responsibilities; determine specific content, requirements, models, and solutions to order the Expert Team to research, in conjunction with international models and practical conditions of the city, ensuring feasibility and effectiveness.
For urban railway line No. 2 (Ben Thanh - Tham Luong), implement the mechanism of bidding for progress packages, first of all consulting packages, ensuring compliance with legal procedures, publicity, transparency, and reasonable costs according to authority; pilot implementation on line No. 2 to gain experience for the following lines.
For urban railway line No. 1 (Ben Thanh - Suoi Tien), thoroughly resolve backlogs and problems with contractors; limit unreasonable costs; ensure harmony of interests, maintain good cooperative and friendly relations with the Japanese Government.
