However, the entireeducation sector and localities are making efforts, overcoming all difficulties, determined to organize the exam safely, seriously, ensuring objectivity and fairness.
The first time to transport graduation exam papers by new method
According to statistics from the Ministry of Education and Training (MOET), 1.1 million candidates registered for the 2025 High School Graduation Exam, an increase of nearly 100,000 candidates compared to 2024. Of which, nearly 98% of candidates took the exam according to the 2018 General Education Program; the remaining 2% of candidates took the exam according to the 2006 General Education Program.

This year, Hanoi continues to be the locality with the largest number of high school graduation exam candidates in the country with more than 124,000 candidates, an increase of over 15,000 compared to last year. The whole city has 233 exam sites with nearly 5,000 exam rooms, including 4 exam sites specifically for students studying the 2006 general education program.
Notably, at this year's exam, for the first time, the Hanoi Department of Education and Training launched the 2025 High School Graduation Exam Score Map with touch function. When opening the Exam Score Map, candidates can look up any exam score in Hanoi's 2025 High School Graduation Exam. After Hanoi, Ho Chi Minh City is the second locality in the country in terms of the number of candidates taking the High School Graduation Exam with nearly 100,000 candidates, an increase of nearly 9,000 candidates compared to 2024. The whole city arranged 171 exam sites with a total of 4,242 exam rooms; of which, 168 exam sites are for candidates under the 2018 General Education Program and 3 exam sites for candidates under the 2006 General Education Program.
This year's high school graduation exam takes place in the context of the whole country streamlining the administrative apparatus and merging provinces and cities. However, according to the assessment of the Ministry of Education and Training, with the early and remote initiative of localities, especially the flexibility of localities in the plan to merge provinces and cities, up to now, the preparation work has been ready with all conditions in terms of facilities, human resources, and materials for the exam to take place safely, seriously and effectively in accordance with the direction of the Prime Minister.
The Ministry of Education and Training has also established inspection teams led by the Ministry's leaders and the National Steering Committee to directly inspect exam preparation work in provinces and centrally-run cities from June 4 to the exam date.
Right before the exam, Minister of Education and Training Nguyen Kim Son and the Ministry of Education and Training delegation also had a working session with a number of localities such as Hanoi and Thai Binh on preparations for the 2025 high school graduation exam. Notably, on the morning of June 25, Deputy Prime Minister Le Thanh Long and the Government delegation also inspected the preparations for the 2025 high school graduation exam in Quang Ninh.
Notably, this year, for the first time in the 2025 High School Graduation Exam, the method of transporting exam questions from the exam council's location to the exam printing locations of provinces and cities will be applied via the encrypted and secure transmission system of the Government Cipher Committee.
According to Prof. Dr. Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training, up to now, the entire system of exam papers has been transferred to provinces and cities in a new and successful way, very conveniently. This is considered an important step forward in applying technology to key stages of the exam organization process. This new method of transferring exam papers helps to transfer original exam papers quickly and promptly, reducing the time and personnel required to transport exam papers as the traditional method is currently applied.
Prepare carefully and thoroughly for all stages of the exam.
The 2025 high school graduation exam consists of 4 subjects, including 2 compulsory subjects: Math, Literature and 2 elective subjects from the remaining subjects. This year's exam is organized in 3 sessions, 1 session shorter than previous exams, including 1 Literature exam session, 1 Math exam session and 1 elective exam session. Candidates will be arranged by elective subject to optimize exam rooms and scores.
According to Prof. Dr. Huynh Van Chuong, Department of Quality Management, Ministry of Education and Training, organizing 2 exams at the same time for 2 groups of candidates will generally be more difficult for the organization and management, while candidates will still maintain stability for their individual exams and have some advantages due to the shorter exam time, taking the exam in one exam room for all subjects. In particular, regarding the structure and format of the high school graduation exam, the general spirit is that the exam closely follows the program but has differentiation to help universities enroll students. Particularly for the Literature exam, the language materials will be expanded beyond the textbooks, so students need to focus on reviewing knowledge and skills according to the output standards instead of just focusing on some language materials, or memorizing, learning from sample texts.

Affirming the important role of inspection and examination, Deputy Minister Pham Ngoc Thuong said that the main goal is proactive prevention, including inspection before, during and after the exam. The focus of inspection work is post-inspection, inspection of unusual issues, inspection when deemed necessary, when there is public feedback, or when competent authorities see problems.
"It is necessary to anticipate and carefully review all situations that may arise because even a small mistake by the exam supervisor or a deliberate violation by a candidate can seriously affect the entire exam organization that has been carefully prepared by the education sector. Therefore, all stages of the exam need to be prepared and implemented carefully, thoughtfully, with a careful assessment of the situation, and not be passive. There is no need to create unnecessary tension, but it is mandatory to fully anticipate all possible scenarios and content that may arise," Deputy Minister Pham Ngoc Thuong noted.
