According to the Quang Nam Provincial Traffic Construction Investment Project Management Board (Project Management Board), the above project was approved for investment by the Provincial People's Committee in Decision No. 3995 dated December 31, 2021 with an investment of VND 646 billion, of which the central budget capital is VND 517 billion, Quang Nam province is VND 129 billion, the Project Management Board is the investor. This project has a total length of 4,829m, started on April 26, 2023 and is expected to be completed on April 25, 2025.
A leader of the Project Management Board said: In the past, the construction unit has implemented the construction of the 504m-long Truong Giang Bridge and the 247.8m-long Song Cho Bridge on the river surface managed by the State without any compensation for site clearance (GPMB). Regarding the 247.8m-long road, it has not been implemented yet due to lack of land, the completed volume reached 186.9/516 billion VND, reaching 36.2% of the contract value.
Regarding the reasons for the slow progress, the leader of the Project Management Board said: There are many reasons, including slow implementation of the investigation of the current status of land use, cadastral measurement, and map adjustment; complicated procedures for converting forest land purposes, taking a long time; Coordination between units and specialized agencies of the district is not smooth, documents have to be edited many times, low efficiency affects the progress in the process of establishing land recovery procedures and compensation and support plans. Especially for the scope of the land areas at the ends of Song Cho Bridge and Truong Giang Bridge, compensation and site clearance work has been implemented since May 2023, but has not yet been resolved and handed over for construction.
On the morning of October 19, according to our records, the unit has completed the construction of 3 bridge piers and is currently constructing 1 pier on the Truong Giang River. However, due to site clearance problems, the unit has not yet implemented the construction of the approach road to the bridge. Meanwhile, this project has not yet completed the land acquisition work for the road from National Highway 1 to Vo Chi Cong Street and DT 613B.
Mr. Truong Van Trung - Vice Chairman of Nui Thanh District People's Committee also said: "The above project is currently stuck with land and forest land, the reason is that compensation and clearance for some households in Tam Hoa and Tam Anh Nam communes have not been carried out. The District People's Committee is waiting for Decision No. 42/2021 of the Provincial People's Committee to change the regulations on compensation, support, and resettlement (TDC) when the State acquires land in the province. From there, we will base on this decision to apply compensation prices for some remaining households with problems".
Meanwhile, the Project Management Board has recommended that the People's Committee of Nui Thanh district continue to pay attention and direct units to focus on implementing land procedures as a basis for developing compensation and support plans; Prioritize the settlement of land areas at the bridgeheads of Song Cho bridge and Truong Giang bridge to ensure continuous and uninterrupted construction. Review the need for resettlement, organize to collect opinions and propose specific areas and locations in the resettlement areas that have been invested in and built in the district. Prioritize the settlement of land plots adjacent to the forest land area in Phu Vinh village, Tam Hoa commune to ensure the route is clear, and coordinate the filling materials to handle the weak ground of the route section at the M2 pier of Cho river.
The Project Management Board has also sent a document requesting the Provincial People's Committee to pay attention to directing departments, branches and localities in implementing site clearance work. Because the current progress of the project is behind schedule due to this issue, if the delay continues, it will not ensure the output to disburse the entire capital plan in 2024. Along with that, promptly issue regulations on compensation and support for resettlement when the State reclaims land in the province according to the 2024 Land Law and Decree No. 88/2024/ND-CP and promptly have solutions to remove difficulties, speed up procedures for exploiting material mines according to the plan, promptly provide earth filling materials for works and projects in the province.
Faced with this situation, Mr. Tran Nam Hung - Vice Chairman of the People's Committee of Quang Nam province requested the People's Committee of Nui Thanh district to focus on directing the District Land Fund Development Center, relevant departments, units and localities to complete all documents and procedures on land plot measurement, cadastral measurement, and land origin confirmation to approve compensation and payment plans immediately after the Provincial People's Committee issues regulations on compensation, support and resettlement according to the Land Law 2024.
"For cases of non-compliance with the approved compensation plan, we will consolidate the documents and develop a plan to organize construction protection or enforce land recovery," said Mr. Hung.
The Vice Chairman of the People's Committee of Quang Nam province requested the Department of Agriculture and Rural Development to urgently approve the plan to collect planted forest wood as proposed by the People's Committee of Nui Thanh district, the section affected by the project before October 30, 2024 so that the People's Committee of Nui Thanh district can collect and hand over the site to the investor to continue organizing the construction in November 2024. The Management Board of the Project for Investment and Construction of Traffic Works of Quang Nam province directed the construction unit to urgently speed up the construction progress for the areas where the site is available, complete the documents, acceptance procedures, and disbursement of public investment capital.
