Why the Ca Na LNG Project and Ca Na Industrial Park have not been implemented yet?
According to the Chairman of Ninh Thuan Province, the LNG Ca Na Project is subject to open international bidding, so it must be strictly implemented. Meanwhile, the Prime Minister has not yet approved the establishment of the Ca Na Industrial Park Project.

At the 19th Session of the 11th Ninh Thuan Provincial People's Council, term 2021-2026, Mr. Tran Quoc Nam, Chairman of the Ninh Thuan Provincial People's Committee, informed about the implementation of a number of important projects in the province.
Accordingly, the Phuoc Hoa and Bac Ai Pumped Storage Hydropower Projects are identified as important national projects, key to the energy sector; to date, the Phuoc Hoa Pumped Storage Hydropower Project has been granted an investment policy decision and investor approval by the Ninh Thuan Provincial People's Committee to implement the project.
Regarding the Bac Ai Pumped Storage Hydropower Project invested by Vietnam Electricity (EVN), the Prime Minister has approved Ninh Thuan province to convert the purpose of using over 46 hectares of protective forest to other purposes to implement the project. It is expected that EVN will start the project in October 2024 EVN.
Mr. Nam said that currently, investors are carrying out related procedures to speed up progress according to the investment policy decision.
Regarding the 1,500 MW LNG Ca Na Project, the Chairman of Ninh Thuan Province said that the bidding process to select investors was slower than planned due to the implementation of new legal regulations on bidding.
"The appraisal of the bidding documents has been completed and it is expected that the bidding documents will be issued in July 2024 according to regulations," said Mr. Nam.
Regarding the reason for the delay in selecting an investor, the Chairman of Ninh Thuan province assessed that this is a very difficult project. There are currently 12 LNG projects nationwide, but only 1 to 2 projects are being implemented. However, the model is not the same as Ninh Thuan.
“Ninh Thuan has to bid internationally, other projects are not like that; therefore, regarding legal regulations, we have to do it very carefully, ensuring absolute safety from the first step to the last, so there is a delay,” Mr. Nam explained.
The head of Ninh Thuan provincial government also shared that the difficulties that have arisen for wind power and hydropower projects with plans to connect to the 110kV grid are currently not included in the Power Plan VIII and the province's planning.
Specifically, the Phuoc Thai 2 and 3 Solar Power Projects invested by EVN are not included in the plan to implement the Power Plan VIII, so there is no basis for implementation. Currently, the Ministry of Industry and Trade is submitting to the Prime Minister a supplementary plan to implement the Power Plan VIII (phase 2) for these two projects.
“In the coming time, the Provincial People's Committee will issue a plan to implement the Power Plan VIII, focusing on directing the removal of electricity procedures, promptly selecting investors to implement wind power projects, speeding up the grid connection of transitional energy projects, completing the selection of investors for the Ca Na LNG Project, focusing on completing legal procedures for the Bac Ai and Phuoc Hoa Pumped Storage Hydropower Projects, continuing to research the establishment of an inter-regional renewable industrial service center in Ninh Thuan…”, Mr. Nam proposed a solution.
Regarding the Ca Na Industrial Park Project, Mr. Nam mentioned that it has not yet been approved by the Prime Minister. “Ninh Thuan province has been pursuing this project for 3 years, but it has not been completed yet due to some work,” Mr. Nam added.
