Mr. Tran Duc Ba: Due to the influence of cold air combined with low-level easterly winds, there is heavy rain in Ha Tinh, and very heavy rain in some places. The amount of rain measured from 7:00 p.m. on October 28 to 7:00 p.m. on October 31 at hydrological stations in the province ranges from 150 - 350 mm. In Vu Quang and Huong Khe districts alone, the amount of rain measured is from 450 - 550 mm. In particular, in Huong Khe district, the amount of rain is up to 550 - 580 mm.

Prolonged heavy rains have caused floods on rivers to rise rapidly, causing flooding in some localities such as Huong Khe, Vu Quang, Can Loc. Floods also caused riverbank erosion, landslides, damage to works, infrastructure, and affected winter crops in many other localities in the province.
In addition to causing flooding and property damage, the complex rains and floods have left two people dead and one missing. The victims all reside in Huong Khe district.

Mr. Tran Duc Ba: With rainfall of 550 - 580mm in 4 days (October 28 - 31), this is clearly a large amount of rainfall. Compared to previous rains, for example, the rain from September 24 - 27, Huong Trach hydrological station measured 572mm, the rainfall in this period in Huong Khe district is only equivalent, although large but not too sudden.
In such a case, compared to the complicated flooding situation in Huong Khe district in recent days, it can be clearly seen that the flood rose quickly and the level of flooding was also much more serious. Although there are no official statistics, it can be seen that Huong Khe is the locality in Ha Tinh that suffered the most damage in the recent flood.

- Reporter: Can you explain why the flood situation in Huong Khe has become so complicated despite the fact that the rainfall has not been so sudden?
Mr. Tran Duc Ba: In previous rains in Huong Khe district, the rain was distributed regionally, meaning that in one place it rained heavily but in another place it rained moderately or lightly, the rain was scattered so flooding only occurred locally in some areas.
With the rain from October 28 to 31, heavy rain occurred over a large area, spread evenly everywhere, almost all communes and towns in Huong Khe district recorded rainfall of over 450mm, even some places from 550 - 580mm.
Although the rainfall was not sudden, because it rained heavily everywhere, the overall rainfall in Huong Khe district was large. Widespread heavy rains combined with the terrain of Huong Khe like a valley made the floods more complicated. Heavy rains caused the floods on the Ngan River to deepen quickly, causing flooding. At the same time, it also led to slow water drainage, making it difficult to overcome the consequences caused by floods.

- Reporter: Why is the amount of rain in Vu Quang district quite large, also causing a lot of damage, but compared to Huong Khe district, the level of flooding is less serious, sir?
Mr. Tran Duc Ba: During the rain from October 28 to 31, Vu Quang was also a locality with heavy rainfall, with rainfall measured at the hydrological station reaching over 450mm. Heavy rain and rapid flooding on the Ngan Sau River also caused flooding and landslides in many places in this district. However, in general, the level of flooding and damage in Vu Quang district was not as complicated as in Huong Khe district. This was due to the flood-cutting effect of the Ngan Truoi reservoir, part of the Ngan Truoi - Cam Trang irrigation system project. During this heavy rain, Ngan Truoi reservoir "cut the flood" of nearly 273 million m3 of water.
Without Ngan Truoi Lake, not only the lower communes of Vu Quang district, but also Duc Tho district, the flood situation will be complicated and unpredictable.

Mr. Tran Duc Ba: This heavy rain has basically ended. From November 1st onwards, the weather in the province has gradually improved. From November 2nd to 5th, the weather in Ha Tinh is generally rain-free, with some sunny days. With good weather, overcoming the consequences of flooding in localities such as Vu Quang, Huong Khe... will also be more favorable.
From November 6 to 8, there is a possibility of a cold spell affecting the weather in Ha Tinh. Due to the cold spell, many areas in Ha Tinh will have showers and thunderstorms. In addition to this cold spell, in November, it is expected that there will be 3 more cold spells affecting the weather in Ha Tinh. However, in general, the weather in the province is still quite good in the first half of November. Cold rainy weather may appear in the last week of November.
