The paradox of "the more we fight, the more crime increases" is an issue that worries National Assembly delegate Tran Cong Phan ( Binh Duong ), when expressing his opinion on judicial work and anti-corruption in 2023, during the discussion session on November 21.
Acknowledging that law enforcement agencies have taken many innovative measures in preventing crime and corruption and that officers in these agencies have made great efforts, Mr. Phan emphasized that this is clearly demonstrated through the results achieved: "The rate of crime detection , serious crimes and the quality of investigation, prosecution and trial have all been improved; the right people and crimes are prosecuted and tried, and there are no cases of wrongly convicting innocent people."

However, Mr. Phan pointed out the problem when in some agencies, courts, and prosecutors, officials asked to work elsewhere, or even quit their jobs because of too much work pressure. In addition, the delegate was concerned that the fight against crime had achieved results but crime was still increasing, especially new crimes were increasing a lot.
"It's been many years, not just one year, we've been focusing on fighting it well, but why is crime still increasing? Shouldn't we focus on fundamental research into the causes and conditions leading to crime to do a good job of prevention?", Mr. Phan expressed his opinion.
The delegate of Binh Duong province said that the above responsibility is not only of law enforcement agencies, but of all agencies and the whole society.
According to delegate Tran Cong Phan, in order to reduce negativity, besides directly attacking negativity, there is another measure which is to increase positive factors.
"Increasing positivity will reduce negativity," Mr. Phan suggested paying more attention to crime prevention measures.
To clarify the concerns of the delegates, Chief Justice of the Supreme People's Procuracy Le Minh Tri also shared his thoughts on the fight against and the drastic fight against crimes that are still increasing, even some types of crimes "the more you fight, the more they increase" such as corruption, drug crimes, crimes against judicial activities, etc.
Typically, according to the report, the number of detected corruption and position crimes increased by 51.63% in number of cases, increased by 96.85% in number of subjects, and in particular, the number of detected bribery cases increased by 346.88%.

According to Mr. Tri, these types of crimes have hidden characteristics, so when we fight hard, we will discover and handle many of them. Only when we are not strong enough and do not discover many, we will say "there are none".
"Corruption crimes have certainly decreased compared to before, but how much has decreased requires a more specific assessment. With the discipline in the Party, the improvement of the legal system, and the investigation, handling, prosecution, and trial as it is now, it is incorrect to say that there has been no decrease," said Mr. Tri.
However, he admitted that although corruption crimes have decreased, they still exist and must be fought and dealt with.
The Chief Justice of the Supreme People's Procuracy said that some crimes have just been committed, some have happened before, and now the agencies are continuing to clarify them with criminal judgments, recover assets for the State, and handle and deter the masterminds.
Referring to solutions to reduce crime, Director Le Minh Tri said that it is necessary to attach importance to and focus on prevention work, proactively and promptly stopping crime from the root. To do this, the entire political system and the social community must participate.
"We fight, prevent, and handle, but everyone must also know how to protect themselves; warn and forecast to have prevention and vigilance", the Chief Justice of the Supreme People's Procuracy believes that when implementing synchronous solutions, the fight against crime will certainly be more effective.
Mr. Le Minh Tri also said that he will calculate to have solutions, recommendations, and proposals to strengthen crime prevention work in the coming time.
