At the meeting, Ms. Trinh Thi Thu Hien - Head of the Vietnamese delegation gave a speech providing updated information on the application of rules of origin for Vietnamese export goods to WTO member countries.
Through the speech of Ms. Trinh Thi Thu Hien, WTO member countries highly appreciated Vietnam's proactive and responsible role in promoting cooperation among member countries and enhancing transparency in implementing notification obligations under WTO regulations. The speech emphasized the role and responsibility of the Ministry of Industry and Trade in implementing regulations related to the origin of goods, and introduced the legal basis system for the issuance of Certificates of Origin (C/O), including Decree No. 31/2018/ND-CP dated March 8, 2018, Circular No. 05/2018/TT-BCT dated April 3, 2018 and Circular No. 44/2023/TT-BCT dated December 29, 2023. Member countries acknowledged that Vietnam's legal document system has created conditions for C/O issuing organizations and the business community to fully and transparently implement regulations on goods origin.
With an effective management mechanism, clear policies, and close coordination, Vietnam affirms its desire to strengthen cooperation with WTO member countries in origin verification and sharing practical experience in origin certification. In the coming time, Vietnam aims to implement an electronic origin data exchange mechanism with a number of importing countries to simplify customs procedures and improve the effectiveness of origin inspection.
WTO member countries have a positive impression of the way Vietnam has strengthened its state management capacity on goods origin, stepped up the fight against trade fraud, ensured transparency in administrative procedures, and contributed to promoting international trade facilitation.
This session was particularly special when the delegation from Vietnam delivered a meaningful speech on the occasion of the 30th anniversary of the establishment of the WTO Rules of Origin Committee. The session acknowledged Vietnam’s practical contributions and affirmed Vietnam’s efforts in consolidating its national position, enhancing cooperation with WTO member countries and seriously implementing international commitments, towards fair and effective trade.
