Vietnam restarts Ninh Thuan nuclear power plant

Two locations have been planned for Nuclear Power Plants 1 and 2 in Ninh Thuan.

The above content is stated in Resolution No. 8 of the National Assembly , adopted on the afternoon of November 30th.

Accordingly, the Government is tasked with allocating resources to restart the Ninh Thuan nuclear power project in accordance with the conclusions of the competent authorities. The Government also needs to assign relevant ministries and agencies to study and amend related laws, including the Atomic Energy Law.

Thus, the Ninh Thuan nuclear power project has been restarted after an 8-year suspension.

Nuclear power is a fundamental, green, and sustainable power source. Therefore, developing this power source helps diversify supply sources, ensure energy security, and facilitate the green energy transition, achieving the goal of net zero emissions by 2050 as committed at COP26.

Furthermore, developing nuclear power gives Vietnam the opportunity to attract financial resources, scientific and technological expertise, and high-quality human resources through cooperation programs, and to participate in the industrial supply chain in this field.

The locations chosen for the Ninh Thuan 1 and 2 nuclear power plant projects have been thoroughly surveyed and evaluated by domestic and international consulting firms. These are the two best locations, meeting stringent international criteria and suitable for building nuclear power plants in Vietnam.

The government stated that after the approval of the plan to restart the Ninh Thuan nuclear power project, it will assign relevant agencies, ministries, and sectors to review and update the development orientation of nuclear power within related development strategies such as the energy development strategy and the electricity sector strategy. Authorities will develop a Nuclear Power Development Plan, clarifying the potential for developing various types of nuclear power, including large, small, and micro-scale projects.

According to the government, the development of nuclear power will utilize modern technology, ensuring the highest level of safety, minimizing risks to people and the environment, and maximizing investment efficiency.

The amended Electricity Law, passed by the National Assembly on the afternoon of November 30th, outlines general regulations on the development of this energy source. Accordingly, nuclear power development planning must be closely linked and consistent with electricity planning to ensure energy security. The investment, construction, operation, and decommissioning of nuclear power plants, as well as ensuring their safety, must comply with the Atomic Energy Law and other relevant laws.

As of the end of August, the world had 415 operational nuclear power plants with a total installed capacity of 373,735 MWe and 62 under construction with a total capacity of approximately 64,971 MWe. Nuclear power provides about 10% of the world's electricity production and plays a crucial role in the power generation structure of many countries. Besides the 32 countries that own and operate these plants, 20 other countries are considering development to meet energy needs and fulfill climate commitments.

Nuclear power technology has developed significantly, primarily through the construction of new light-water reactors (LWRs) of Generation III+ technology; research and development of Generation IV reactors; and commercialization of small modular reactors (SMRs). Nuclear power technology is also being researched and developed to support the exploitation of renewable energy sources and to enhance the efficiency of primary energy sources.
