Preparing for Cryptocurrency Exchange Testing

Deputy Governor of the State Bank of Vietnam Pham Tien Dung said that Vietnam has officially formed a legal foundation for digital assets, including crypto assets. On that basis, Vietnam will pilot a crypto asset trading floor at an international financial center, creating a breakthrough in the process of integration and development of the financial technology market.

According to the leader of the State Bank, three important legal events in recent times have created a solid foundation for the development of the digital asset sector.

Firstly, the National Assembly passed a resolution on the development of financial centers, which allows the construction of specialized exchanges, including crypto-asset exchanges - a content that demonstrates the spirit of innovation and is in line with global technology trends.

Second, the Ministry of Finance has submitted to the Government a pilot resolution on crypto-asset trading floors. Accordingly, blockchain is identified as the core technology of the infrastructure for operating and monitoring transactions.

Third, the Law on Industry and Digital Technology has officially and clearly defined the concepts related to digital assets, virtual assets and encrypted assets, creating a legal corridor to build a specific regulatory system in this new field.

"Vietnam is one of the few countries in the world that has specific legal steps for digital assets. Not only stopping at strategic orientation, we are taking legal action to facilitate investment and business activities in this field," Deputy Governor Pham Tien Dung emphasized.

In particular, as Vice President of the National Cyber Security Association, Mr. Dung warned that cybersecurity is a vital factor as digital asset transactions expand. "Development must go hand in hand with security. Without a strong enough risk monitoring and control system, the market will face many risks," the Deputy Governor noted.

At the event, representatives of a number of businesses said that recently, the Party and State leaders have also paid attention to the field of digital assets, blockchain... Notably, at the end of February 2025, at a working session with the Central Policy and Strategy Committee, General Secretary To Lam emphasized "not to be slow, not to lose opportunities" in managing digital currencies. The General Secretary proposed to quickly institutionalize the policy of managing digital currencies as virtual assets, and at the same time develop a sandbox mechanism to pilot a controlled digital currency exchange.

Prime Minister Pham Minh Chinh issued Decision No. 1131/QD-TTg (June 12, 2025) approving the List of national strategic technologies, which for the first time identified blockchain and digital assets as strategic technologies.

Developing a policy on piloting the crypto asset market

Implementing the Government's direction, the Ministry of Finance is also implementing a draft Resolution to submit to the Government.

Specifically, Mr. To Tran Hoa - Deputy Head of the Securities Market Development Department (State Securities Commission) said: The draft Resolution on piloting the crypto asset market is being finalized and is expected to be submitted to the Government in August 2025. The issuance of a legal framework for digital assets is not only an urgent need for management, but also opens up opportunities for Vietnam to gradually meet international standards. This will be an important stepping stone for the Vietnamese financial market to develop more transparently and stably in the future.

The representative of the Ministry of Finance analyzed: The Draft Resolution creates a wide enough testing corridor for businesses and investors to have space to develop. At the same time, it provides a practical basis for management agencies to research and adjust appropriate policies, especially in risk control and anti-money laundering.

The draft also clearly stipulates the scope of regulation, including the issuance, offering, trading and exchange of crypto assets. Subjects subject to management will include issuing organizations, related service providers, individual investors and related financial institutions.

One highlight is that the draft empowers crypto asset service providers to choose the type of assets to list and trade. However, it is recommended to prioritize assets with high liquidity and popularity in the market to ensure transparency and safety in operations.

"The State Bank is currently in the process of researching and building a national digital currency (CBDC) model, and I personally participate in part in this process. This is considered a strategic step in modernizing the financial system and catching up with the global digital asset trend," Mr. To Tran Hoa shared.
