Positive results

According to the Provincial People's Committee, in the first 6 months of the year, the province's socio-economic situation was stable. Economic growth, industrial and agricultural production were quite good; many OCOP products were recognized and re-recognized. Administrative reform and improvement of the investment and business environment changed positively. GRDP growth in all 3 regions, estimated growth rate of total product in the province (GRDP) in the second quarter reached 7.47%, in the first 6 months of the year reached 7.49%.

The agricultural sector proactively controlled epidemics, prevented drought and salinity, and effectively implemented production models adapted to climate change. Industry grew steadily, trade promotion activities and supply-demand connections were promoted, and tourism recovered strongly with the number of visitors and revenue increasing compared to the same period.

Budget revenue exceeded the average estimate. Interest rates were stable. Consumer price index was well controlled. Total budget revenue reached over 12,151 billion VND, reaching 56.8% of the estimate. Total social investment capital was 31,787 billion VND, up 21.5% over the same period.

The province has newly granted policies and registration certificates for 25 domestic and foreign investment projects, including 5 FDI projects with a total registered capital of 14.48 million USD; newly established 1,044 enterprises, dissolved 195 enterprises; newly established 21 cooperatives, dissolved 15 cooperatives.

The progress of building new rural areas has achieved many important results. The whole province has 95/105 communes meeting 19/19 criteria of new rural communes. Of which, 17 communes meet the criteria of advanced new rural communes, 1 commune meets the criteria of model new rural communes.

The results of the announcement of PCI, SIPAS, PAR INDEX, and FTA Index all increased in rank. Administrative reform continues to be promoted. Information technology infrastructure is synchronously invested, meeting the requirements of deploying information technology applications to serve professional work. Some applications and integrated platforms are operating effectively in connecting with people and businesses.

The province has done well in poverty reduction, social security activities, gratitude, visiting people with meritorious services, and taking care of the health of the people and ethnic minorities. The fields of culture, education, health, social security, and environmental protection have been focused on and ensured.

The economic situation and life of ethnic minorities are stable. Ethnic and religious policies are implemented synchronously and promptly, especially the National Target Program for Socio-Economic Development of Ethnic Minority Areas.

Identifying the “breakthrough of the breakthrough”

In the last 6 months of 2025, Vinh Long province has identified the institution as the "breakthrough of breakthroughs" to mobilize and flexibly and effectively use resources to promote growth. Complete the assignment and arrangement of cadres, civil servants and public employees at the provincial and communal levels according to a stable and effective 2-level government model. At the same time, deploy many groups of flexible, appropriate and effective adaptation measures; update the economic growth scenario after the province's merger, and complete the 2025 growth target of 8% or more.

In addition, focus on improving the business investment environment, promoting the application of information technology and information disclosure and transparency, striving for the provincial competitiveness index to be among the top 20 provinces and cities with the best governance quality in the country.

Mr. Nguyen Thanh Can - Head of the Economic - Budget Committee of the Provincial People's Council proposed that the Provincial People's Committee continue to resolutely direct the implementation of the budget revenue target; promote the disbursement of public investment capital, increase the call for investment in developing seaport services, effectively exploit all types of transportation, promote the application of information technology, e-commerce, strengthen promotion, call for investment, and promote the search for export markets.

In addition, mobilizing resources to build and complete urban development infrastructure to develop industrial energy and logistics infrastructure; effectively implementing policies to support businesses, attracting businesses to invest in agriculture associated with farmers' representative organizations, linking to reorganize production, building clean agricultural raw material areas...

With the determination to achieve the target of GRDP growth of 8% or more in 2025, creating momentum for double-digit growth in the following years, Mr. Dang Van Chinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council said: The Provincial People's Committee has directed all levels and sectors in the spirit of "dare to think, dare to do, dare to break through for the common good", closely following the reality of drastic actions, innovation, developing both internal and external resources. "Focus on removing difficulties, improving the business investment environment, enhancing competitiveness; developing the private economy, collective economy. Strengthening information support and legal advice to support businesses to avoid risks when exporting" - Permanent Vice Chairman of the Provincial People's Council - Dang Van Chinh stated the orientation.

In each field, Mr. Dang Van Chinh said: in agriculture, it will be restructured towards green, circular, low emission; developing raw material areas, growing area codes, 4-star OCOP. Industry must restructure the sector, fill industrial parks; develop renewable energy, biomass electricity, green hydrogen; aim for an energy export center. In addition, expand service types, develop e-commerce; stimulate tourism, develop specific products; strive to reach 9.24 million visitors and tourism revenue of more than 7,700 billion VND. Prepare well for the public investment plan for the period 2026 - 2030; implement the housing development program; mobilize and integrate resources to build new rural areas. At the same time, proactively improve the capacity to forecast, prevent and combat natural disasters and adapt to climate change; promptly prevent activities that increase the risk of riverbank and coastal erosion.

At the 2nd Session of the 10th Provincial People's Council, Head of the Provincial People's Council's Culture and Social Affairs Committee - Than Thi Ngoc Kieu highly appreciated the proactiveness and flexibility of the Provincial People's Committee in leading and directing the implementation to ensure progress and efficiency while simultaneously implementing the two key tasks of restructuring the apparatus and developing the socio-economy according to the Resolution of the Provincial People's Council.

Outstanding in the field of culture and society, Vinh Long province has completed the goal of eliminating temporary and dilapidated houses in 2025 with 6,530 houses. Consulting, recruitment, vocational training and job connection have been promoted, creating new jobs for 45,235 workers, sending 4,054 workers to work abroad for a limited period. The rate of population participating in health insurance reached 95.04%.
