On October 14, Hanoi City Police announced that the Investigation Police Agency had prosecuted Mr. Nguyen Hoa Binh (commonly known as Shark Binh) - Chairman of NextTech Group - to investigate the crimes of "Fraudulent appropriation of property" and "Violating accounting regulations causing serious consequences".
The investigation agency also expanded to clarify related financial transactions, including many money transfer activities of the Ngan Luong Payment Gateway.
Specifically, according to the investigation agency, the Ngan Luong Payment Gateway belongs to the NextTech ecosystem and is a key point that needs to be verified, especially related to the money transfer activities of e-wallets.

According to the introduction, this payment gateway collects payment in VND for foreign sellers from customers in Vietnam, supporting popular payment methods such as international cards, domestic cards, QR Code, Mobile Banking, and e-wallets.
NganLuong's affiliated banks will transfer money to overseas sellers after converting and deducting taxes and fees according to Vietnamese law on cross-border e-commerce transactions.
Mr. Nguyen Hoa Binh holds the position of Chairman of the Board of Directors of Ngan Luong, and Mr. Dinh Hong Quan holds the position of General Director and legal representative. Notably, the company's profile shows many changes in shareholder structure and capital contribution value. At the end of 2018, Ngan Luong had a charter capital of 52.7 billion VND.
In May 2022, Ngan Luong increased its capital from VND 52.7 billion to VND 280 billion, but did not announce its shareholder structure. After only one month, the company continued to increase its capital to nearly VND 370 billion.
However, by early 2024, the company reduced its capital to VND 52.7 billion as before, corresponding to a decrease of nearly 86%.

Regarding Mr. Dinh Hong Quan, General Director and legal representative of Ngan Luong, in addition to this enterprise, he also represents two other companies including Godgame Service Joint Stock Company and HTTPS Vietnam Technology Joint Stock Company.

Godgame Service Joint Stock Company was established on October 30, 2018, headquartered in Hanoi, operating mainly in the field of electronic game business, providing online games.
The company had an initial charter capital of 100 million VND, of which Mr. Dinh Hong Quan contributed 90 million VND, Ms. Ta Thuy Duong and Mr. Nguyen Phu Son each contributed 5 million VND. By the end of November 2018, the company increased its capital to 10 billion VND, but the shareholder structure and ownership ratio were not announced.
HTTPS Vietnam Technology Joint Stock Company was established on April 28, 2022, with its main business line being software publishing. The company has a charter capital of 10 billion VND, of which Mr. Dinh Hong Quan contributed 6.5 billion VND (65%), Ms. Ngo Thi Ngoc contributed 2.5 billion VND (25%) and Ms. Dinh Thi Thu Thuy contributed 1 billion VND (10%).
According to Hanoi Police, in May 2021, Mr. Nguyen Hoa Binh and a number of associates contributed 5 billion VND (of which Mr. Binh contributed 2 billion) to develop the "AntEx digital currency" project, issuing 100 billion tokens. From August to November 2021, this group sold 33.2 billion tokens to about 30,000 investors, earning 4.5 million USDT (about 117 billion VND).
At the end of 2021, Mr. Binh continued to promote the project through the “Next100 Blockchain” Fund with a commitment to invest 50 million USD to strengthen investor confidence. The investigation results determined that the founding group withdrew money from 30,000 investor wallets, appropriating an exceptionally large amount of money.
The investigation agency has temporarily detained and frozen the money, securities accounts, and assets of the subjects, including nearly 600 taels of gold, 18 red books, 2 cars... with a total value of about 900 billion VND.
Hanoi police are continuing to expand the investigation and clarify violations and wrongdoings related to member companies in the ecosystem of NextTech Group.
