The communes after the merger all have many cooperatives operating together. Many cooperatives are facing difficulties and need solutions and support to operate stably.

Difficult to innovate to make service effective

After the administrative reorganization, Yet Kieu commune (West Hai Phong ) was established and currently has 4 agricultural cooperatives in operation. According to the assessment of the commune leaders, all 4 agricultural cooperatives are facing many difficulties. The current cooperatives mainly depend on revenue from subsidies for public irrigation services, irrigation fees, etc., but the funding source is not large.

Meanwhile, other local service activities such as veterinary medicine, pesticides, and plant varieties are almost ineffective. Therefore, cooperatives find it difficult to maintain their organizational structure and have no practical solutions to advise local authorities on organizing agricultural production, especially in the new period on a larger scale.

Not only in Yet Kieu commune, there are many agricultural cooperatives operating in the area in other communes. Most of them have difficulties in organizational structure and service activities to meet the agricultural production needs of farmers. Some agricultural cooperatives reflect that the management board lacks staff, especially qualified staff, so it is difficult to meet the requirements of modern agricultural production in the new situation.

According to the report of the Cooperative Economic Department (Hai Phong Rural Development Department), as of July 15, the city had 704 cooperatives operating in the agricultural sector, of which 555 cooperatives were operating, accounting for 78.8% (including 294 crop cooperatives, 30 livestock cooperatives, 44 aquaculture cooperatives, 184 general cooperatives and 3 rural clean water cooperatives); 10 newly established cooperatives, accounting for 1.4% and 139 cooperatives temporarily suspended operations, but have not yet been dissolved according to regulations.

Encourage support to stabilize production

According to the 2024 Law on Cooperatives, a locality can have many agricultural cooperatives operating and complying with regulations. However, for agricultural cooperatives to operate effectively, local authorities need to closely direct and support the activities of cooperatives in the area, said Dong Quoc Tra, deputy head of the Hai Phong Rural Development Department.

Vice Chairman of Gia Phuc Commune People's Committee Nguyen Van Chuyen said that the commune currently has 5 agricultural cooperatives operating. The Commune People's Committee assigned the Economic Department to review and request the cooperatives to report on their current operations before and after the establishment of the new commune. The commune also aims to create favorable conditions for agricultural cooperatives to operate stably by diversifying service types for rural people.

The local government is willing to create land funds for cooperatives to develop convenient service stores to meet the agricultural production needs of local people and build warehouses to store agricultural materials for production. In case the cooperative is not operating effectively, the local government will guide the conversion according to the Law on Cooperatives.

But the most important thing is that each cooperative needs to make efforts to innovate its operating form on the basis of organizing appropriate service activities and being able to transform its model to suit reality. With new development requirements, cooperatives in this period need to consolidate their staff; recruit young and capable staff to work.

For some agricultural cooperatives in agricultural specialized areas, it is necessary to innovate service stages, strengthen business linkages, and support farmers in consuming products. The cooperative management board strives to find solutions to overcome immediate limitations to gradually stabilize production and business activities, thereby fulfilling its role as a bridge for agricultural production services for local farmers...

Survey and evaluation of the project to strengthen the value chain of safe crops

A team of experts from the Japan International Cooperation Agency (JICA) recently conducted a field survey in Hai Phong city to assess the progress of the project "Strengthening the value chain of safe crops in the northern provinces of Vietnam".

The delegation conducted a field survey at Au Viet Farm Cooperative and worked with representatives of the Department of Agriculture and Environment and the Hai Phong Agricultural Extension Center. The expert group presented a report summarizing the project implementation progress from 2023.

The project selected 10 target cooperatives to conduct market surveys, develop production plans to meet consumer needs, provide training on safe production techniques (VietGAP), support the construction of demonstration models and develop marketing tools.

2025 will be the final phase of the project, cooperatives will continue to be trained in advanced techniques such as aerobic composting with local materials; sterilizing soil with solar energy; renovating fruit orchards; upgrading food safety conditions...
