Communes and wards improve the effectiveness of citizen reception and complaint and denunciation settlement

On the afternoon of September 26, 2025, at Hau Nghia commune, Tay Ninh Provincial Party Secretary Nguyen Van Quyet had a meeting and direct dialogue with the Party Secretaries of 31 communes and wards to listen to the situation and results of public reception work; difficulties, obstacles, and recommendations of the locality in the process of operating the 2-level local government model. Attending the meeting were comrades of the Standing Committee of the Provincial Party Committee, Standing Committee of the Provincial People's Council, Party Committee of the Provincial People's Committee; representatives of provincial departments, branches and sectors.

At the dialogue session, the representative of the Provincial Party Committee's Internal Affairs Committee informed the delegates about the situation and results of citizen reception, complaints and denunciations of communes and wards in the province and the operation of the 2-level local government apparatus after nearly 3 months of operation. From July 1 to September 15, 2025, communes and wards in the province received more than 1,099 citizens to reflect and make recommendations; received 1,117 petitions and letters, mainly related to land, compensation, site clearance, environment, and administrative procedures. Of which, 586 petitions and letters were resolved according to regulations. The work of receiving citizens is regularly implemented by the Party Secretaries of communes and wards, periodically twice a month and promptly receiving citizens when there are unexpected incidents. In particular, the coordination with the local authorities and police has contributed to maintaining security and order, preventing mass complaints and complicated hot spots.

Delegates participate in giving opinions

  At the conference, the Party Secretaries of the communes and wards attending expressed many opinions on some difficulties and shortcomings of the locality. Most of the communes and wards affirmed that after nearly 3 months, the new apparatus has operated stably and smoothly, serving the people and businesses better. However , the workload of the commune level is currently very large, many areas lack specialized staff; the software system in some areas is not synchronized, etc. Notably, many cases related to land have complicated and prolonged historical factors. Facilities and reception rooms in many communes and wards are still limited, not meeting work requirements.

  In a frank atmosphere, the Party Secretaries of communes and wards made many practical recommendations to the provincial leaders. One of the issues of interest is the proposal that the province continue to increase the number of seconded staff from departments and branches to communes and wards. According to opinions, this force will not only support localities in overcoming difficulties in weak professional fields, but also create a practical environment to train and develop the province's next generation of staff. Localities hope that the province will consult with the Central Government to soon issue an official staffing framework for commune and ward levels, helping to stabilize the organizational apparatus, overcome the shortage of human resources and ensure effective state management at the grassroots level.

  Speaking at the dialogue, Provincial Party Secretary Nguyen Van Quyet acknowledged and commended the efforts of local Party committees and authorities in receiving citizens in recent times, contributing to maintaining political stability, social order and strengthening people's trust. He suggested Communes and wards should improve the work of receiving citizens, resolving complaints and denunciations in accordance with regulations, ensuring publicity and transparency. Localities should focus on arranging appropriate and polite staff and reception offices, and at the same time establish working groups in charge of the area, directly going to the grassroots to listen and resolve problems right from the start. The entire political system is required to continue to make efforts and be highly determined to operate the two-level government apparatus more and more effectively, serving the people better. /.
