Quang Lap Commune strives to successfully build a model new rural area

On the morning of July 23, the first Congress of the Quang Lap Commune Party Committee, term 2025 - 2030, officially opened. Comrade Pham Trieu, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Vietnam Fatherland Front Committee of Lam Dong province attended and directed the Congress.

The 1st Congress of Quang Lap Commune Party Committee, term 2025 - 2030, has 160 delegates representing nearly 500 party members in the commune.

Quang Lap Commune Party Committee was established on the basis of merging the Party Committees of Quang Lap and Ka Don communes. Attending the congress were 160 delegates representing nearly 500 Party members in the commune.

With the theme “Building a strong political system; promoting the strength of national solidarity; accelerating socio-economic development; maintaining national defense and security; successfully building a model new rural commune”, delegates attending the Congress heard a report on the results of the first session held on July 22.

Speaking at the Congress, comrade Ta Bo Phuong, Secretary of the Party Committee of Quang Lap commune, said that in the past time, the Party Committee, army and people of Quang Lap commune have strived and made continuous efforts, with the spirit of determination to overcome difficulties and challenges with the aspiration to rise up of the entire Party, army and people, organized many patriotic emulation movements among the people, agencies and units, and achieved many outstanding achievements to welcome the Party congresses at all levels towards the 14th National Party Congress.

In the context of many difficulties and unfavorable factors in the locality, thanks to the attention, direction and timely support of the leaders of Lam Dong province, departments, branches and agencies, localities in the province; the Party Committee, government and people in the commune have promoted the heroic tradition, promoted the spirit of solidarity, mobilized maximum resources, focused on leadership, direction and implementation, many key targets in various fields have been achieved and exceeded the plan.

In addition to the achieved results, the Party Committee of Quang Lap commune also frankly and seriously acknowledged the shortcomings and limitations in leadership, direction, and management, the difficulties, inadequacies, and things that have not been done. The economic scale is still small, people's income is not high, local resources are not strong; infrastructure is not synchronous, the quality of planning and planning management is still limited...

Delegate Dinh Ngoc Quang, Secretary of the Quang Thuan village Party cell, contributed ideas to build the Document, focusing on solutions to develop agricultural economy associated with local strengths.

Delegate Tran The Hung, Secretary of the Party Cell of K Rai 2 village, proposed strengthening policies to support production and social security for ethnic minorities.

Quang Lap commune has the proportion of agriculture, forestry and fishery accounting for 68%; trade - services accounting for 17%; industry, handicrafts - construction accounting for 15%. Average income per capita by 2025 will reach over 70.8 million VND/person/year. The rate of people participating in annual health insurance is 95%; 8/10 schools meet national standards; the rate of rural waste collected and treated is 90%; the rate of households using clean water is 92%.

Delegates voted with 100% consensus to approve the Report on verification of delegate qualifications and the Resolution of the Congress for the 2025-2030 term.

Quang Lap commune is currently focusing on transforming the structure of crops, livestock, productivity, and quality of agricultural products to meet market demand, with a total planting area in 2025: 8,588 hectares, an increase of 10.3% compared to 2020 (7,701 hectares). High-tech agriculture in the direction of smart and organic agriculture is gradually developing, with the production area applying high technology reaching 3,239 hectares.

In addition, in the 2020 - 2025 term, 107 basic construction works were invested in Quang Lap commune with a total investment cost of 64.7 billion VND, of which the state budget: 48.9 billion VND, and the people's counterpart: 15.7 billion VND.

Chairman of the People's Committee of the commune Nguyen Dinh Tinh approved the report on comments on the draft documents of the Party Congresses at all levels with many specific proposals, close to local realities.

Speaking at the Congress, comrade Pham Trieu, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial Vietnam Fatherland Front Committee highly appreciated the Congress preparation work of the Quang Lap Commune Party Committee; the comrades proactively and seriously implemented Directive No. 45 of the Politburo, closely following the direction of the Central and the province to focus on preparing elaborate, democratic and thorough documents. “I welcome the comrades who have performed well the "dual task": focusing on arranging and stabilizing the apparatus to serve the people after the merger, while leading and directing the preparation work to successfully organize the Congress, creating an exciting and confident atmosphere in the entire Party Committee and the people", comrade Pham Trieu emphasized.

Comrade Pham Trieu acknowledged the outstanding results of the commune in the past term, and at the same time suggested that the Congress and the Party Committee of Quang Lap commune should focus on a number of key tasks, including continuing to review and soon perfecting the organization and apparatus of the Party Committee, government, and the Front to ensure smooth operation, effective, efficient, and close to the people to serve the people. Closely following the orientation of the Central Government, the province, and the goals and tasks of the Congress Resolution, maximizing the potential and advantages of the locality for sustainable development.

The first Executive Committee was introduced to the Congress and took on the task of leading the commune for the 2025-2030 term.

In addition, Quang Lap commune needs to focus resources on comprehensively promoting digital transformation in all fields; focusing on building a clean and strong Party and political system, associated with promoting administrative reform within the Party; improving the leadership capacity and fighting strength of grassroots Party organizations and Party members; performing well the work of ensuring national defense, maintaining security and order at the grassroots level; proactively grasping and updating the thoughts and aspirations of the people, orienting information and propaganda work, considering, removing difficulties and promptly resolving issues arising at the grassroots level, not allowing hot spots and complicated incidents at the grassroots level.

Delegates visited the OCOP product display space and socio-economic development achievements of Quang Lap commune, on the sidelines of the Congress.

Previously, according to the decisions announced by the Standing Committee of Lam Dong Provincial Party Committee, the Executive Committee of Quang Lap Party Committee for the 2025-2030 term was appointed to consist of 27 comrades, and the Standing Committee of the Commune Party Committee consisted of 7 comrades. Comrade Ta Bo Phuong, member of the Standing Committee, Vice Chairman of the People's Council of Don Duong district was appointed to hold the position of Secretary of the Quang Lap Commune Party Committee; comrades Dao Ngoc Duy and Nguyen Dinh Tinh held the position of Deputy Secretaries of the Commune Party Committee.
