Disbursement of compensation capital for land acquisition and clearance of Bao Loc

The meeting aimed to evaluate the results of the implementation of the Notice of Conclusion of the Provincial People's Committee's direction on the review of site clearance (GPMB), promoting the progress of the implementation of this expressway project at the meeting held last month. At the same time, discuss the next directions of the Provincial People's Committee leaders.

According to the report of the Construction Investment Project Management Board No. 1, the investor is currently rushing to complete the technical design documents, expected to be completed in October 2025. The Provincial People's Committee has agreed to transfer the investors of the land acquisition sub-projects to the Provincial Land Fund Development Center, replacing the People's Committees of districts and cities as before.

Preparations for the construction of resettlement areas have been carried out in four localities where the route passes through. In Bao Loc, 92 resettlement lots will be arranged; Bao Lam has 101 lots; Di Linh plans 214 lots in two areas; Duc Trong has prepared more than 120 lots. Some areas have completed leveling and inventorying assets, but many households still do not agree with the compensation plan.

As of mid-August 2025, the rate of inventory of newly recovered land area has reached 11-40% depending on the locality. Bao Loc has not yet implemented it because it is extracting cadastral maps. Although most communes and wards have established Land Valuation Councils, many places have not yet completed the procedures for establishing and approving specific land prices, causing the progress to be prolonged.

The major difficulties facing the project at present are the lack of capital allocation for some resettlement areas; the lack of regulations for monitoring and acceptance of public service products in the land sector. In addition, there are problems in determining land prices and negotiating with households.

Reporting at the meeting, the investor said that the project is being accelerated with consulting, survey, and basic design packages completed. It is expected to be submitted for appraisal in October 2025. Mine clearance work is underway and will be completed by the end of November 2025.

However, the contractor also said that the implementation of the contents serving the site clearance work in some localities is slow, with the risk of affecting the progress. Resettlement projects serving the expressway in the Duc Trong area are stuck in planning so they cannot be implemented yet. In addition, there is currently no detailed progress of site clearance according to the schedule to establish a specific progress for the implementation of construction work...

Local leaders also pointed out a number of problems and difficulties, mainly focusing on people's opinions on: Land compensation prices, land compensation for ethnic minorities, some cases where people had their land recovered in one locality but were resettled in another, the work of counting households affected by the project, the work of managing land clearance markers, etc.

Concluding the meeting, comrade Nguyen Hong Hai noted that the investor needs to speed up progress, coordinate meetings with all 10 communes and wards related to the project on site clearance and collect people's opinions on the organization of construction of residential roads.

He requested that localities strive to complete compensation procedures by November 2025 to disburse compensation capital for site clearance and promote project progress.

Representatives of the Provincial People's Committee Office, units and localities attended the meeting.

He noted that departments, branches and localities need to enhance their responsibilities, coordinate and implement assigned tasks on schedule and according to plan. For land valuation, site clearance and resettlement, it is necessary to re-determine the specific quantity and location to submit to the competent authority for appraisal and must be completed by September 2025.

The Vice Chairman of the Provincial People's Committee suggested that the Department of Construction should review regulations related to resettlement areas that are stuck in planning, as well as areas proposed by localities to be added, and assign the Land Fund Development Center to review land prices.
