Identifying the competent authority for Quy Nhon - Pleiku expressway with capital of 43,734 billion VND

The Government Office has just issued Official Dispatch No. 4004/VPCP - CN to the Minister of Finance, the Minister of Construction; and the Chairmen of the People's Committees of Gia Lai and Binh Dinh provinces to convey the direction of Prime Minister Pham Minh Chinh regarding the Quy Nhon - Pleiku Expressway Construction Investment Project.

Accordingly, the Prime Minister assigned the Ministry of Construction to separate the Quy Nhon - Pleiku Expressway Construction Investment Project into two component projects.

The province where the component project passes through shall be assigned to be the competent authority to implement the investment and construction; submit specific policies and mechanisms to accelerate the progress of project investment implementation.

At the end of April 2025, the Ministry of Construction issued Document No. 30/TTr - BXD proposing that the Government submit to the National Assembly a decision on the investment policy for the Quy Nhon - Pleiku Expressway Construction Investment Project.

The project starts at National Highway 19B (approximately Km39+200/National Highway 19B) in An Nhon Town, Binh Dinh Province; ends at Ho Chi Minh Road (approximately Km1606+770/Ho Chi Minh Road) in Pleiku City, Gia Lai Province.

The total length of the project route is about 125 km, of which the section passing through Binh Dinh province is about 40 km, and the section passing through Gia Lai province is about 85 km; with a cross-section of 4 lanes and a roadbed width of 24.75 m.

The project has a preliminary total investment of about 43,734 billion VND, of which compensation, support and resettlement costs are 4,894 billion VND; construction and equipment costs are 30,879 billion VND; project management, consulting and other costs are 2,470 billion VND; contingency costs are 5,491 billion VND.

The project proposes to use state budget capital from sources of increased revenue and savings in state budget expenditure in 2024; central and local budgets for the 2021-2025 period and the 2026-2030 period.

Based on the direction of the Prime Minister in mid-February 2025 of the Government Office, it is expected to submit the investment policy to the National Assembly for approval in June 2025; approve the Feasibility Study Report in the third quarter of 2025; design the technical design, organize the selection of contractors for construction packages, strive to start the Project in late December 2025; complete and put into operation in 2029.

During the appraisal process of the Pre-Feasibility Study Report, the People's Committee of Binh Dinh province sent Document No. 2556/UBND-KT dated April 1, 2025 to the Ministry of Construction and Document No. 3155/UBND-KT dated April 18, 2025 to the State Appraisal Council, in which it recommended that the Ministry of Construction act as the competent authority to implement the investment and construction of Component Project 1 to ensure feasibility, synchronization, and meet the progress requirements as directed by the Prime Minister.

In addition, according to Resolution 60-NQ/TW dated April 12, 2025, Binh Dinh province and Gia Lai province will merge into Gia Lai province, at that time the Project will be located entirely within the territory of one province.

With the above situation, the Ministry of Construction proposed to divide the Project into 2 component projects including: Component Project 1 (Km0+000 - Km90+000) with a length of about 90 km, located in Binh Dinh and Gia Lai provinces, with a preliminary total investment of about 34,565 billion VND, with the Ministry of Construction as the managing agency; Component Project 2 (Km90+000 - Km125+000) with a length of about 35 km, located in Gia Lai province, with a preliminary total investment of about 9,169 billion VND, with the People's Committee of Gia Lai province as the managing agency.
