Delivering a speech at the ceremony, comrade Pham Gia Tuc, member of the Party Central Committee, Head of the Party Central Committee Office affirmed that, in the 95 years of establishment and development, the activities of the Party Central Committee Office and Party Committee Offices have always been closely associated with the glorious history of the Communist Party of Vietnam , with the activities of the Party Central Committee, the Politburo, the Secretariat, senior leaders of the Party and leaders of Party Committees at all levels. Generations of cadres of the Party Central Committee Office and Party Committee Offices have overcome hardships and challenges, are ready to sacrifice blood and bones, are loyal to the Party, and always stick to and complete their tasks.

Proud of the glorious historical tradition, all cadres, civil servants, public employees, and workers of the Party Central Office and Party Committee Offices at all levels are always aware of their great responsibility and honor, continue to make more efforts, strive to improve their mettle, capacity, and fighting spirit, actively study, practice, innovate thinking, be dynamic, creative, stick to reality, have a scientific and disciplined working style and manner, and practice what they preach. Each cadre, civil servant, and public employee has a high sense of responsibility for their work to meet work requirements, best complete all assigned tasks, worthy of being the Party's strategic, important, and confidential advisory agency, ready to join the entire Party, the entire political system, and the people in entering a new era of the nation.

Speaking at the ceremony, General Secretary To Lam emphasized that over the past 95 years, countless Party Committee office staff have sacrificed, endured hardships, upheld principles, maintained discipline, and taken on the difficult tasks to ensure the smooth running of the Party's work. There are contributions not mentioned in documents but are imprinted in the quality of decisions, timely dispatches, timely documents, successful conferences, and timely implementation of policies...

During the 2020-2025 period, the Party Central Office, together with the Party Committee office system, organized a huge amount of work; provided timely advice, ensuring the quality of documents; innovated the way of organizing conferences and online meetings; improved the standards of electronic documents and archives; ensured information security and safety; supported inspection and supervision work; strengthened coordination with relevant agencies... We acknowledge and appreciate the contributions of previous generations; and appreciate the comrades who still "keep the fire" of discipline, thoughtfulness, humility and efficiency every day.

Emphasizing that the digital era, digital society, and digital economy require the Party Committee office system to shift from "manual processes" to "digital processes", from "habits of handling cases" to "management by results", the General Secretary requested the Party Central Office and Party Committee offices at all levels to promptly digitize the entire life cycle of documents, work records, digital signatures, digital calendars, digital work assignments, and digital reports; build a shared standard data warehouse, ensuring security, safety, and sustainability.

Standardize the process according to the principle of one-time input, multiple uses to shorten processing time, fast and accurate retrieval; use the satisfaction level of agencies and people as a measure. Develop digital capacity for office staff, especially in data skills, information security, and synthetic analysis; combine iron discipline with soft creativity to advise concisely, on the right job, at the right time, and easily implemented.

In addition to performing well the functions of advising, synthesizing, coordinating, and providing logistics, the General Secretary said that the Party Central Office needs to play the role of "conductor", setting an exemplary example for the entire system of Party Committee offices and offices of the entire political system. Strategic advice for the Party Central Executive Committee, the Politburo, and the Secretariat needs to clearly state the problem, the right plan, provide sufficient resources, a detailed roadmap, and clearly state responsibilities.

Build unified professional standards from the central to the grassroots level; standardize documents, standardize processes; measure time, quality, and costs; train and develop cadres regularly. Each document is "few but accurate", each conference is "concise but effective", each decision has an impact assessment and a monitoring mechanism to organize implementation. Build a culture of setting an example; leaders and managers must practice what they preach, comply with information discipline, keep documents confidential, respect the truth; promote the spirit of cooperation between the advisory bodies of the Party and the State.

The General Secretary affirmed his belief that the Party Central Office and Party Committee offices at all levels will maintain and promote the tradition of "Absolute loyalty, solidarity, creativity, dedication, thoughtfulness, and adherence to principles" , continue to successfully complete all assigned tasks, and make worthy contributions to the country's development goals in the new revolutionary period.

At the ceremony, on behalf of the Party and State leaders, General Secretary To Lam awarded the First Class Labor Medal to the Party Central Office for its outstanding achievements in work, contributing to the cause of building socialism and defending the Fatherland.
