Building a model cultural village in Vinh Phuc province

That was the theme of the Scientific Workshop organized by Vinh Phuc Provincial Party Committee in coordination with the Ho Chi Minh National Academy of Politics this morning (October 21). In recent years, implementing the policies and resolutions of the Party Central Committee, the National Assembly and the Government, Vinh Phuc province has effectively implemented policies on economic development, building spiritual and cultural life, developing agriculture, farmers and rural areas, and improving income and welfare of Vinh Phuc people. Therefore, the material and spiritual life of people in the province has been constantly improved; the appearance of urban and rural areas has changed significantly. Implementing the conclusion of General Secretary Nguyen Phu Trong at the national cultural conference, on December 22, 2022, the Vinh Phuc Provincial Party Committee issued Resolution No. 15 on building and developing Vinh Phuc culture and people to meet the requirements of sustainable development, the Provincial Party Standing Committee issued Resolution No. 19 dated March 16, 2023 on building a "Model Cultural Village" in Vinh Phuc province by 2025;

The construction of a model cultural village is an important highlight in social security that the Provincial Party Committee and the Provincial Standing Committee have paid special attention to and directed with the viewpoint that "All people benefit from the achievements of the province's economic development". With that spirit, in the past time, the provincial agencies have made efforts to advise and promulgate policies and mechanisms, and now have sufficient conditions to implement the investment in building model cultural villages according to the set goals, and have initially achieved encouraging results.

Speaking at the opening of the workshop, Provincial Party Secretary Hoang Thi Thuy Lan emphasized that Vinh Phuc is a land of “geomantic people”, the center of ancient Vietnamese people, the cradle of the Red River civilization, the wet rice civilization with the famous Dong Dau archaeological site. It is a land rich in cultural identity and nature has endowed Vinh Phuc with many interesting landscapes and scenic spots.

The whole province has nearly 1,500 historical and cultural relics of high architectural and artistic value. Vinh Phuc is also one of the centers of Confucianism, with a brilliant education system with 86 Doctors of all generations, a whole system of temples of literature, literary offices, and famous "Doctors' Villages".

Vinh Phuc is also considered the “Land of a Hundred Crafts” of the ancient Doai region, with many craft villages and traditional occupations. That system of values has been and is being preserved, conserved, developed and spread vitality in villages, hamlets, and residential groups in the province, creating the appearance of a Vinh Phuc that both carries the common soul of the Vietnamese people and the unique character of a civilized countryside.

Recognizing the historical, cultural and economic values of the homeland that have been nurtured by our ancestors from generation to generation is a great motivation for today's generations to aspire to develop their homeland. In recent years, Vinh Phuc province has effectively implemented policies on economic development, building spiritual and cultural life, developing agriculture, farmers and rural areas, and improving people's income and welfare.

In particular, implementing the Conclusion of General Secretary Nguyen Phu Trong at the National Cultural Conference and concretizing the contents of the Resolution of the 13th National Party Congress, the Resolution of the 17th Provincial Party Congress, Resolution No. 15-NQ-TU dated December 12, 2022 of the Provincial Party Executive Committee on building and developing Vinh Phuc culture and people to meet the requirements of sustainable development, Vinh Phuc Provincial Party Committee issued Resolution No. 19-NQ/TU on building a model cultural village in the province on March 16, 2023 and projects, programs, and implementation plans until 2030.

With resolute leadership, direction and implementation, the Resolution has quickly entered life, promoting the leadership and management role of Party and State agencies and the spirit and responsibility of cadres, Party members and the people in the whole province. From practice, the model of LVHKM in the province has developed comprehensively and synchronously in economic, cultural and social aspects. The spatial structure and landscape architecture have been preserved and renovated, combining tradition and modernity.

Synchronous economic and social infrastructure. Bright, green, clean, beautiful, safe, civilized landscape environment, rich in traditional cultural identity. Reasonable economic structure and production organization. Healthy, rich cultural and spiritual life of the people, imbued with national identity. Clean, strong, self-governing political system creates the appearance of a civilized, modern village containing Vietnamese culture and civilization, truly becoming a livable place.

From theory to practice, the implementation of building the LVHKM in the province has initially achieved successes. These results are thanks to high determination, great efforts, solidarity, creativity, both promoting glorious traditions and achievements, effectively exploiting potentials and advantages, making the most of opportunities, mobilizing comprehensive resources and especially resources from the trust, consensus, unanimity, will and aspiration of each cadre, party member and people to serve the cause of rapid and sustainable construction and development of the province.

The workshop "Building model cultural villages in Vinh Phuc province - Theory and practice" was opened with the meaning of having more basis to evaluate more objectively and comprehensively the position, role, achievements and limitations as well as the impacts of building model cultural villages in the recent past, at the same time having more necessary scientific documents, new visions, new perspectives, new understandings of building model cultural villages, thereby drawing valuable experiences, making lessons to apply in practice to continue to transform into goals, long-term visions with the driving force to promote the combined strength associated with rapid and sustainable development.

Speaking at the workshop, Professor, Dr. Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council affirmed that this is a practical activity, with great significance for implementing the Resolution of the 13th National Party Congress on culture into local practice and the Resolution of the 17th National Party Congress of Vinh Phuc province.

Vinh Phuc is one of the first provinces to implement the LVHKM model nationwide, which is a new way to bring the Party's Resolution into life. The initial results in the process of building LVHKM in Vinh Phuc province show the potential for replication of a unique initiative. The workshop was held right after the 8th Central Conference of the 13th tenure ended with many important issues of the country being discussed and decided.

In particular, in 2023, the Provincial Party Standing Committee issued Resolution No. 19- on building a "Model Cultural Village" in the province with 6 basic requirements on: Spatial organization and architecture; socio-economic infrastructure; landscape environment; economic development and production organization; cultural and spiritual life; and building the political system. The Provincial People's Council issued Resolutions No. 06 and 08/2023 with 14 criteria of the "Model Cultural Village" and 16 specific mechanisms and policies for implementation. The Provincial People's Committee and departments, branches and sectors have issued hundreds of documents to specify and organize implementation.

The good and creative ways of Vinh Phuc in economic development, ensuring social security; in building new rural areas and now the pioneering ideas in promulgating policies and guidelines on building model cultural villages, show that Vinh Phuc is a dynamic province, always proactive, searching, innovating and creating to constantly develop.

Building LVHKM in Vinh Phuc province is an unprecedented work in the renovation period, a creative and bold innovation of Vinh Phuc province. Besides the achievements, the construction and implementation of the LVHKM model also faces difficulties and challenges.

The workshop on the topic "Building a model cultural village in Vinh Phuc province - Theory and practice" was held at this time to provide theoretical, scientific and practical arguments, thereby contributing consulting opinions and suggestions so that the process of building a "model cultural village" in Vinh Phuc can achieve the set goals, ensuring effectiveness, substance, humane and good meaning.

He also suggested that delegates focus on summarizing and evaluating the LVHKM construction model; evaluating the effectiveness, significance and lessons learned from the practice of building the LVHKM model; proposing mechanisms, policies and breakthrough solutions for the construction of the LVHKM to achieve the set goals; introducing and sharing lessons learned from the practice of building new rural areas, the movement of building "New Villages" in advanced countries in the region as well as good and creative practices of districts, communes, wards and towns in the province when implementing the construction of the LVHKM; discussing and studying the possibility of replicating the LVHKM model in the whole province as well as nationwide.

From the initial results in building the LVHKM model in Vinh Phuc in recent times, many lessons can be drawn not only for Vinh Phuc but also important suggestions for other localities and provinces that have been and are implementing the LVHKM model.

These are lessons on choosing priority areas in implementing the Party's leadership and direction; lessons on synchronization in building institutional frameworks and organizing implementation; lessons on putting people's interests first; lessons on innovative and creative thinking in implementing resolutions; lessons on promoting people's solidarity.

At the workshop, Associate Professor, Dr. Nguyen Toan Thang, former Director of the Institute of Culture and Development of the Ho Chi Minh National Academy of Politics, discussed the content of exploiting and promoting the value of rural cultural identity in building the LVHKM in Vinh Phuc province today.

In the first discussion session, leaders of Vinh Phuc province, experts and researchers analyzed and clarified the content of LVHKM, the viewpoint of building a model cultural village, the difference between LVHKM of Vinh Phuc province and building advanced and model new rural areas; experience in building and developing organizational and operational models of new-style villages in the world; issues of planning management, architecture, and landscape of model cultural villages; promoting the role of the people in participating in building LVHKM; key tasks of Vinh Phuc province in the coming time.

In the second discussion session, the contents on the allocation of resources of Vinh Phuc province to build LVHKM, disbursement of capital to implement 16 support policies; monitoring the implementation; the role of the State, people and enterprises in building LVHKM; promoting cultural heritage resources and Vinh Phuc people; initial experiences in implementing LVHKM at the grassroots level were analyzed in depth by the leaders of the Provincial People's Committee, experts and researchers. At the same time, the provincial leaders also clearly stated the goals and directions for implementation in the coming time, people from LVHKM will have valuable lessons to continue building the next LVHKM in the province.

In her concluding remarks at the workshop, Secretary of the Provincial Party Committee Hoang Thi Thuy Lan summarized some of the results achieved. The workshop clarified theoretical issues on building the LVHKM model with basic characteristics. Through the discussion of experts and scientists, it was shown that: Building the LVHKM model is an objective and inevitable trend based on the achievements from the process of building new rural areas and advanced new rural areas; at the same time, meeting the requirements and demands of practical life. The workshop analyzed and evaluated the current status of building the LVHKM model in Vinh Phuc in the past time. Thereby, initially clarifying the main content, principles and methods of organizing and operating the LVHKM.

The workshop also shared lessons learned from the practice of building cultural village models; on policies to preserve and promote rural cultural values and identities associated with sustainable development in a number of countries in the region.

Through the discussions and sharing of delegates at the Workshop, it can be seen that the construction of a model Cultural Village in the current context has many advantages but also faces many difficulties and challenges from the impacts of the process of social model transformation; from the negative side of the market economy; the process of global integration...

Therefore, the construction of the LVHKM model needs to harmoniously handle the relationships between tradition and modernity; between economic growth and cultural development, and the implementation of social equity and progress. The workshop also discussed, suggested and proposed solutions on mechanisms and policies to continue to perfect and supplement the criteria set in the construction of the LVHKM model; on the possibilities of replicating and implementing this model on a provincial scale as well as applying and widely implementing it nationwide.

It can be seen that the lessons learned from the practice of building the LVHKM model in Vinh Phuc will create an important initial basis for agencies and ministries to continue researching, thereby advising and recommending to the Party and State in issuing new policies and decisions on building LVHKM with common and unified orientations and criteria as a basis for localities to implement.

The conclusions of the Workshop will contribute new, multi-dimensional perspectives on theoretical and practical issues in building a LVHKM in Vinh Phuc. These are useful suggestions for Vinh Phuc to continue researching, supplementing, and perfecting the mechanisms, policies, methods, and ways of organizing implementation to soon complete the goals set out in the Resolution of the Provincial Party Standing Committee.
