Prior to the conference, Minister of Public Security To Lam announced the Politburo 's decision to appoint Comrade Vo Van Thuong, Politburo member and President of Vietnam, to the Central Public Security Party Committee and the Standing Committee of the Central Public Security Party Committee for the 2020-2025 term.
The delegates attending the conference unanimously agreed that, from the beginning of the term to the present, the Party Committee of the Central Public Security Ministry has excellently fulfilled, achieved and exceeded the goals, targets, and tasks according to the roadmap, comprehensively in all aspects of its work… The work of protecting national security and ensuring social order and safety has achieved many particularly important achievements; the implementation process has been decisive, thorough, innovative, practical, effective, and has seen many groundbreaking changes, clearly demonstrating exemplary leadership in accordance with the goals and requirements set forth in the Resolution of the 13th National Congress of the Party…
The conference focused on analyzing and clarifying the causes of the results, achievements, shortcomings, limitations, and lessons learned during the first half of the term implementing the Resolution of the 13th National Congress of the Party and the Resolution of the 7th Congress of the Party Committee of the Central Public Security Ministry; forecasting the situation, identifying key tasks from now until the end of the term, and tasks to be implemented immediately in 2023.
Delivering a keynote address at the conference, General Secretary Nguyen Phu Trong acknowledged, commended, and congratulated the achievements and victories that the Party Committee of the Central Public Security Department and the Ministry of Public Security had achieved in the first half of the past term. The People's Public Security force has excellently fulfilled its assigned political tasks, affirming its role and position. General Secretary Nguyen Phu Trong requested that the Party Committee of the Central Public Security Department and the Ministry of Public Security continue to play a core role in implementing Resolution No. 12-NQ/TW of the Politburo on strengthening the building of a truly clean, strong, regular, elite, and modern People's Public Security force, meeting the requirements and tasks in the new situation; and resolutely build a truly clean, strong, regular, elite, and modern People's Public Security force with the spirit of "As long as the Party exists, we exist," and "Honor is the most sacred and precious thing."

Dear Secretary and comrades of the Central Public Security Party Committee,
Dear comrades,
Today, I am very happy to attend the Conference of the Central Public Security Party Committee, a very important conference (considered the Mid-term Conference of the Central Public Security Party Committee) with the content of evaluating the work of the first 6 months of the year and discussing the tasks for the last 6 months of 2023; at the same time, looking back at the results of the work from the beginning of the term to date; setting out the direction and key tasks until the end of the term. The conference is held right after the 13th Central Executive Committee successfully held the Mid-term Conference (7th Central Conference), so it is even more important. According to the work program, today we will discuss and give opinions on some major issues: (1) Giving opinions on the draft Report of the Central Public Security Party Committee evaluating the results of the work from the beginning of the term to date; direction and key tasks until the end of the term. (2) Giving opinions on the draft Report on the review of the leadership and direction of the Standing Committee of the Central Public Security Party Committee in the first half of the 2020-2025 term. (3) Assessing the situation of public security work in the first 6 months of the year, and orienting the work for the last 6 months of 2023 of the Ministry of Public Security. (4) Proposing new contents and new policies in the summary of 10 years of implementing Resolution No. 8 of the 11th Central Committee on the Strategy for National Defense in the new situation; and some other important tasks.
Having reviewed some of the documents you sent earlier, I find that you have prepared very meticulously, systematically, and with good quality. I also agree with, endorse, and highly appreciate the opinions expressed, especially those of President Vo Van Thuong and Prime Minister Pham Minh Chinh. Time is limited, so I would like to offer some additional suggestions, emphasize a few points, clarify and offer ideas for you to study, refer to, and implement if you deem them appropriate.
First, let's talk about the results of the work in the first six months of 2023; and look back at the first half of the term implementing the Resolution of the 13th National Congress of the Party and the Resolution of the 7th Congress of the Party Committee of the Central Public Security Ministry.
Looking back at the first half of the term, our country has faced many difficulties and challenges. In the context of rapidly evolving and complex global and domestic situations, which have created more difficulties and challenges than anticipated, thanks to the wise, close, and timely leadership of the Party; the effective support and supervision of the National Assembly; the decisive and systematic direction and management of the Government and the Prime Minister; the unity and close coordination of all levels and sectors; the decisive involvement of the entire political system; and the efforts of the entire Party, people, and army, we have achieved fairly comprehensive success in fulfilling the goals and tasks set forth in the spirit of the Party's 13th National Congress Resolution: simultaneously focusing on disease prevention, control, and control, while promoting socio-economic recovery and development, building an independent and self-reliant economy, and actively and effectively integrating into the international community. Regarding our Public Security sector, I believe it has been a period of very hard work for our comrades, but also one to be very proud of, leaving many positive imprints. Under the leadership of the Party; the management and direction of the State, the Central Public Security Party Committee, the Ministry of Public Security, and the Party committees and commanders at all levels have always been united and cohesive; proactive and creative; closely adhering to reality; upholding responsibility; and leading and directing the entire People's Public Security force to strive to comprehensively complete all aspects of police work, with many tasks being completed excellently. I would like to highlight a few outstanding points as follows:
Firstly, the Party Committee of the Central Public Security Ministry has effectively fulfilled its role as an advisory body and core force in the work of protecting national security and maintaining social order and safety.
Under very special circumstances, against the backdrop of numerous difficulties and challenges in socio-economic and political security, with many complex issues lurking; hostile and reactionary forces, and an increasing number of opportunistic elements are working against the Party and the State, dividing the national unity. The Party Committee of the Central Public Security Ministry has advised the Party, the National Assembly, and the Government to maintain strategic initiative, submitting thousands of reports to the Central Committee; many of these reports have been highly appreciated by the Central Committee, the Politburo, and the Secretariat, contributing to the refinement of major orientations, important policies, and decisions on political security, social order and safety, and the protection of territorial sovereignty, national interests, and security. Over the past two years (half of the term), the Central Party Committee of the Public Security Ministry and the Ministry of Public Security have issued 16 Resolutions, 194 Circulars, 10 Plans, 33 Projects, 28 Directives, 24 Programs, 1,439 Plans, 6 Regulations on Coordination of Work, and 4,610 reports to the Central Party Committee, the National Assembly, and the Government. Simultaneously, they have implemented comprehensive and timely police work; maintained political and social stability, created a peaceful, stable, secure, and safe environment, and effectively served the country's socio-economic development and expansion of foreign relations (this is the most overarching and important achievement in the first six months of 2023 and the past half-term).
Secondly, the Party Committee of the Central Public Security Ministry has focused on leading and directing the effective implementation of the task of maintaining national security.
Maintaining remote security, proactively grasping the situation, avoiding passivity and surprises; actively advising the Party and State on various fields, from politics, economics, culture, society, foreign affairs, national defense, security, and COVID-19 prevention and control; preventing the formation of opposition political organizations within the country. Crime prevention and control work has met and exceeded many targets set by the National Assembly and the Government, reducing crime rates; most types of very serious and especially serious crimes have decreased; social order and safety have improved positively; traffic accidents have decreased in all three criteria, creating a secure, safe, and healthy environment, which has received strong support from the people.
Thirdly, we must continue to promote and improve mass mobilization efforts, building a nationwide movement to protect national security.
The police force has played a pivotal role, mobilizing the strength of the entire political system to participate in ensuring security and order and combating crime. As a working force, the police have been one of the leading and most proactive forces in the fight against the Covid-19 pandemic; they have also actively coordinated with ministries, departments, and localities to effectively implement social policies; directly contributing to and implementing the policy of supporting, building, and repairing thousands of houses for poor households and boarding houses for students in remote and disadvantaged areas; especially in areas and localities heavily affected by natural disasters, storms, floods, and epidemics, using socialized capital (building, renovating, and repairing 12,880 houses with a total of 508 billion VND), which has been recognized and highly appreciated by Party committees, authorities, and people in many places.
Fourth, the police force has effectively played its role as a fighting force, one of the core forces proactively detecting, preventing, and effectively combating hostile forces and political opportunists that undermine the Party, the State, and our regime: closely coordinating with internal affairs agencies in the fight against corruption and negative practices; making new progress in investigating and uncovering many major cases; initiating new prosecutions and investigating many particularly serious and complex corruption and negative practice cases that have attracted significant public attention, occurring in highly specialized fields, operating in a closed manner, and involving intertwining the state and non-state sectors, which had previously remained unresolved (commonly known as "major cases"), such as: cases related to Viet A Company; the case at the Consular Department (Ministry of Foreign Affairs); cases at FLC Group; Tan Hoang Minh; and AIC Company; The case involved SCB Bank, Van Thinh Phat Group, An Dong Company, etc.; it prosecuted many high-ranking officials, both current and retired; and it has earned the trust, approval, and support of officials, Party members, and the people.
Fifthly, Party building and force building continued to receive focused leadership and guidance, achieving positive results.
The Party Committee of the Central Public Security Ministry, the leadership of the Ministry of Public Security, and the Party committees and leaders of the public security forces at all levels have proactively implemented tasks related to Party building and the development of the People's Public Security force, considering this a key task of paramount importance for the successful fulfillment of the mission of protecting national security and maintaining social order and safety. The Public Security Party Committee is one of the first Party committees to develop programs to concretize the implementation of the Resolution of the 13th National Party Congress and the Resolution of the 7th Congress of the Central Public Security Party Committee, the Resolutions of the Central Committee Conferences, and the Resolutions of the Politburo, especially the Politburo's Resolution on socio-economic development and ensuring national defense and security in the six regions of the country. In particular, the Party Committee of the Central Public Security Ministry proactively finalized the report to the Politburo, which issued Resolution No. 12 on "Strengthening the building of a truly clean, strong, regular, elite, and modern People's Public Security force, meeting the requirements and tasks in the new situation." I am pleased to see that the implementation has achieved very positive results; it has gradually mobilized the participation and combined strength of the entire political system; the dissemination and implementation to officers and soldiers was completed very early; the component projects were developed appropriately, with specific roadmaps and detailed plans for implementation. Recently, I received a book published by the Party Committee of the Central Public Security Ministry in coordination with the National Political Publishing House entitled "Honor is the most sacred and precious thing" to be disseminated throughout the sector, preserving and promoting the heroic traditions of the People's Public Security force; To build a truly clean and strong People's Public Security force in accordance with the spirit of "For the nation, sacrificing oneself; for the people, serving wholeheartedly".
To date, it can be affirmed that the People's Public Security force has basically completed its assigned political tasks excellently, affirming its role and position.
On this occasion, on behalf of the Party and State leaders, and with my personal feelings, I would like to sincerely thank, congratulate, and commend the achievements and victories of the Ministry of Public Security and the entire national police force.

Besides the commendable achievements mentioned above, the summary reports and review reports of the Central Public Security Party Committee have also frankly pointed out shortcomings and weaknesses, and analyzed the causes that need to be addressed. I propose that comrades need to conduct a more in-depth, comprehensive, and combative analysis of these shortcomings and weaknesses, especially those in intelligence gathering, strategic planning, and force building; and in building the image of a "truly clean and strong People's Public Security force."
Regarding the tasks for the last six months of 2023 and the implementation of the Resolution of the 13th National Congress of the Party and the Resolution of the 7th Congress of the Party Committee of the Central Public Security Ministry from now until the end of the term.
As stated in the Report, the forecast for 2023 and the coming years indicates that we will continue to face numerous greater difficulties and challenges; the global situation will continue to be rapidly changing, complex, unpredictable, and many unprecedented and difficult-to-forecast issues will arise. Strategic competition among major powers is becoming increasingly intense; the Russia-Ukraine military conflict is likely to continue; inflation is rising sharply, with a trend of increasing interest rates and tightening monetary and fiscal policies in many countries leading to a decline in global economic growth; financial and monetary risks are increasing; the risk of supply chain disruptions and energy security instability is becoming more apparent... Domestically, inflationary pressure is increasing; the prices of gasoline, oil, raw materials, and input factors remain highly volatile, affecting many industries and sectors; on the other hand, epidemics, natural disasters, and floods will continue to be complex, causing many difficulties and losses for production, business, and people's lives. Hostile forces will continue to take advantage of this opportunity to undermine us with more insidious and aggressive tactics; the work of ensuring political security, order, and social safety will face even greater challenges.
I basically agree with the directions and tasks that you have outlined and stated. I would just like to draw attention to and emphasize the following points:
Firstly, the Party Committee of the Central Public Security Ministry needs to proactively conduct fundamental research and actively advise the Party, the State, and local Party committees and governments on formulating policies, laws, projects, plans, and strategies to ensure security and order, linked to socio-economic development and expanding foreign relations.
Accurately grasp, assess, and forecast the changing global and regional situation, including the situation in the East Sea, from early on and from afar, especially the strategic and policy adjustments of major powers and neighboring countries related to Vietnam's national interests and security, in order to promptly advise the Party and State on policies to harmoniously manage relations with other countries; avoid confrontation and conflict, and maximize the protection of national interests, especially the issue of protecting sovereignty and maritime territories. Mobilize the participation and strength of the entire political system to resolutely and effectively implement the Resolutions of the Central Committee, the National Assembly, and the Government on ensuring national defense, political security, social order and safety, economic recovery, and caring for the people's lives, in accordance with the socio-economic development conditions of the country.
Secondly, we need to implement policies and solutions to ensure national security and territorial sovereignty more synchronously and effectively.
Proactively develop specific plans and solutions to prevent, combat, and thwart all conspiracies and subversive activities of hostile and reactionary forces and opposition groups; especially intelligence, espionage, infiltration, internal transformation, planting spies, and sabotage; effectively implement projects and plans to prevent and combat protests, riots, terrorism, hostage taking, "street revolutions," "color revolutions," and handle complex situations related to the East Sea issue. Ensure absolute safety for important political, cultural, and diplomatic events and targets of the country, as well as the activities of Party and State leaders, delegations, and international conferences in Vietnam.
Ensuring robust internal political security, cultural and ideological security, economic security, information and communication security, cybersecurity, social security, religious and ethnic security, and security and order in strategic areas and major cities, with a focus on proactively detecting, advising on prevention, and handling issues early on at the grassroots level to prevent the emergence of security and order "hot spots." We must avoid a repeat of the negative situations that have recently occurred in some areas of the Central Highlands.
Thirdly, there is a need for more decisive and coordinated implementation of crime prevention and control measures, for the sake of the peaceful lives of the people.
Prioritizing prevention, we must closely combine prevention with a resolute commitment to attacking and targeting all types of crime in a proactive, urgent, and effective manner. We must effectively implement the action slogan of the People's Public Security Force that you comrades emphasized in 2023: "Proactive, exemplary, disciplined, responsible, and effective – for the peace and happiness of the people." To achieve this, the entire People's Public Security Force must continue to innovate and improve the quality and effectiveness of its work methods, while simultaneously improving leadership and command in a way that is deeply rooted in the grassroots, in order to successfully implement the policies and work plans that have been set forth. We must ensure the progress and improve the quality of investigation and handling of crimes, especially those cases and incidents under the supervision and direction of the Central Steering Committee on Anti-Corruption and Negative Phenomena.
Fourth, the Party Committee of the Central Public Security Ministry needs to continue striving, setting an example, and taking the lead in implementing Resolution No. 4 of the 11th and 12th Central Committees and Conclusion No. 21-KL/TW of the 4th Plenum of the 13th Central Committee of the Party on strengthening the building and rectification of the Party and the political system; resolutely preventing, repelling, and strictly handling cadres and Party members who have degenerated in terms of political ideology, morality, and lifestyle, and who exhibit "self-evolution" and "self-transformation".
Specifically, the Party Committee of the Central Public Security Ministry needs to focus on effectively implementing Resolution No. 12 of the Politburo on "Strengthening the building of a truly clean, strong, regular, elite, and modern People's Public Security force, meeting the requirements and tasks in the new situation." I earnestly hope that you comrades will continue to uphold your exemplary role, continue to prioritize the work of Party building and rectification, and building a truly clean and strong People's Public Security force, considering this as the central and key task for the entire term and the years to come. With the spirit of "As long as the Party exists, so do we"; "Honor is the most sacred and precious thing." At the same time, stemming from the position and role of the People's Public Security force in protecting the Party, protecting the people, and protecting the socialist regime, you comrades need to focus on effectively leading and directing the work of protecting internal political security; combating "self-evolution" and "self-transformation"; Combating ideological, political, moral, and lifestyle degradation within the People's Public Security Force; truly being the core force leading the way in protecting Marxism-Leninism, Ho Chi Minh Thought, the Party's viewpoints, guidelines, and policies, and the State's laws and regulations. Protecting internal political security within ministries, departments, and organizations under the political system, making a significant contribution to building and rectifying the Party throughout the entire Party.

From now until the end of this term, we have a great deal of work to do. Time is running out; we only have two years left to successfully implement the Resolution of the 13th National Congress of the Party and the Resolution of the 7th Congress of the Party Committee of the Central Public Security Ministry. The results of this term will be an important foundation for successfully achieving the country's strategic goals in the next phase: by 2030 (the 100th anniversary of the founding of the Party); and by 2045 (the 100th anniversary of the founding of the nation). The reports of the comrades have also outlined eight key tasks for the remainder of the term and identified ten tasks to be implemented immediately in 2023. Thus, the direction and tasks are clear, the goals are specific; the question is what political determination is needed, what methods of leadership and guidance are required, how to organize implementation, and what results will be achieved? Therefore, I propose that comrades focus on leading and directing the thorough understanding throughout the entire People's Public Security force to unify awareness, determination, effort, and strive to achieve the set goals and tasks with the spirit of "if we have made efforts and achieved good results in the past half-term, we must make even greater efforts and achieve even better results in the remaining half-term," so that at the Central Public Security Party Committee Conference at the end of 2023, we can proudly and joyfully report to the Central Committee on the achievements, creating a new mindset to continue to excellently fulfill the glorious and honorable tasks entrusted by the Party, the State, and the People.
