Literature is considered a pillar of spiritual life, contributing to shaping the national cultural identity, nurturing the human soul and reflecting social values. In recent times, the State has implemented a number of policies to support writing, organize writing camps and literary awards to encourage writers.

However, many opinions say that there is still a lack of strong funding mechanisms and timely support for authors to create works of great ideological and artistic value. Along with that, creative camps have not yet fully promoted their effectiveness, and literary promotion work is still limited.

Deputy Minister of Culture, Sports and Tourism Ta Quang Dong said that in the current context, the development of a decree on encouraging the development of literature is extremely necessary. This decree not only aims to preserve traditional values ​​but also helps Vietnamese literature approach new creative trends.

The draft decree consists of 34 articles in 7 chapters, regulating creative activities, organizing creative camps, national literary awards, promoting, disseminating and translating literature, helping to improve the quality and value of Vietnamese literary works.

Poet Tran Dang Khoa, Vice President of the Vietnam Writers Association, said that there should be specific policies to mobilize all social resources to participate in the development of literature and the State should have more mechanisms and policies to support and encourage writers to create and disseminate their works. Organizing national literary awards is necessary, but it is also necessary to pay attention to avoid overlapping with other awards...

Writer Dang Thi Thuy, Vice President of the Hai Phong Literature and Arts Association, said that the socialization of writing camps and creative camps is being strongly promoted, but the important thing is to ensure prestige and quality. Therefore, there needs to be a regulation for selecting members with strict standards to ensure the quality of works. One or two short days cannot be considered a creative camp, it is just a trip , "riding a horse to see flowers". There needs to be long field trips so that authors can invest deeply in their works.
