On the afternoon of May 17, Prime Minister Pham Minh Chinh chaired a meeting to deploy a plan to review decentralization and delegation tasks within the scope of ministries and ministerial-level agencies when implementing the two-level local government organization model.
Concluding the conference, Prime Minister Pham Minh Chinh emphasized that, in principle, it is necessary to thoroughly grasp the spirit of decentralization and delegation of power from the top to the bottom, along with appropriate resource allocation, improving the implementation capacity of the bottom, and designing tools to strengthen inspection, supervision, and control of power.
The Prime Minister requested ministries and ministerial-level agencies to continue reviewing and reporting to competent authorities before May 30; urgently develop and complete decrees on decentralization and delegation of power; the Ministry of Justice to appraise and submit to the Government for promulgation, ensuring implementation as soon as the new apparatus is operational and then continue to review, supplement and complete regulations, in the spirit of not being perfectionist, not being hasty, gradually adjusting and supplementing as you go.
Also on the afternoon of May 17, the Prime Minister chaired a meeting of the Government Party Committee Standing Committee to listen to reports and give opinions on the development of two draft resolutions of the Politburo on modernization and breakthroughs in education and training development and on breakthroughs in public health care, meeting the requirements of national development in the new era.
Minister of Health Dao Hong Lan said that the draft Resolution of the Politburo on breakthroughs in public health care, meeting the requirements of national development in the new era, aims to expand the right to basic health care by 2030, with 100% of medical examination and treatment costs covered within the scope of benefits, to move towards the goal of exempting hospital fees for people in the coming period. The Ministry of Health will advise and develop a specific roadmap. According to the Minister, the immediate focus will be on increasing benefits under the existing social insurance policy, such as supporting the contribution level for vulnerable groups.
For poor households, the level is only 70%, so the level is increased. For students who are currently only supported 30%, the support is increased. For co-payment for disadvantaged groups and policy beneficiaries, the co-payment level is increased to help people reduce costs. This is the first step in implementing the policy of free hospital fees. People are given regular health check-ups at least once a year; screening and creating electronic health records to manage health throughout their lives...
The project to develop a draft Resolution of the Politburo on modernization and breakthrough in education and training development sets goals for 2030 and strives for 2045 based on the selection of education development indicators used by international organizations. Accordingly, expanding access to equitable education, completing preschool education for children aged 3-5, compulsory education after secondary school; standardizing teachers, schools, and classes; improving foreign language standards, digital energy and AI of students; 100% of vocational education institutions meeting standards; 100% of higher education institutions meeting standards; aiming to complete universal high school education, universal English, digital capacity and AI at each level of education by the end of 2035...
Concluding the meeting, the Prime Minister emphasized that the two new resolutions do not replace but rather concretize the resolutions of the Central Committee, the Politburo, the Secretariat, and the Government, integrating them into a new resolution in a more comprehensive and inclusive direction, removing the difficulties and obstacles that these two sectors are facing in terms of institutions, mechanisms, policies, and resources; meeting the people's wishes. From there, finding breakthroughs that are leverages and fulcrums for rapid and sustainable development of these two sectors.
The Prime Minister also stated that we should strive to exempt hospital fees for people as soon as possible, but there must be a roadmap and appropriate steps. Regarding general education, the Prime Minister suggested focusing on general education issues such as popularizing English and training in languages of neighboring countries; in addition to studying culture, we must study arts, sports, and improve health...
The Prime Minister requested the ministries to complete projects, reports, draft resolutions, action programs of the Government, as well as related national target programs to submit to the Politburo for consideration to ensure quality and time as required.
