Building new rural areas in Hanoi: Towards urban-ecological agriculture and modern rural areas

Promoting high-tech agricultural development

According to Nguyen Xuan Dai, Chief of the Office of the Hanoi New Rural Development Program Coordination, under the leadership and direction of the Party Committee and authorities from the city to the grassroots level, the participation of the entire political system and the consensus and joint efforts of the people, Program No. 04-CTr/TU has achieved positive results.

Hanoi has completed the task of building new rural areas at the city level by 2024; it is the leading locality in the country in the movement of building new rural areas, advanced and exemplary new rural areas. The targets for building new rural areas all exceeded the set plan. The rural economy maintained a good growth rate; the economic structure shifted in the right direction. The socio-economic infrastructure was strengthened.

In particular, the material and spiritual life of the people has been significantly improved; the income gap between rural and urban areas has narrowed from 1.73 times to 1.47 times; the average income per capita in rural areas has reached more than 75 million VND/year (urban areas are 107.9 million VND/year), 1.4 times higher than in 2020, contributing to improving the material and spiritual life of people in rural areas.

The draft Political Report submitted to the 18th Congress of Hanoi Party Committee (term 2025 - 2030) emphasizes the viewpoint: developing agriculture in the direction of urban - ecology, creating modern - identity-rich rural areas and building a civilized peasant class.

To achieve the above goal, Hanoi will promote the development of selective high-tech agriculture; strive to form 2 high-tech agricultural zones by 2030. Build new breed research centers, experimental models and seed production systems in concentrated agricultural production areas; turn Hanoi into a center for providing high-quality seeds for the Northern region and the whole country.

Promote the development of urban-ecological agricultural models, organic and safe agriculture, and experimental agriculture; develop products suitable for urban needs: flowers, ornamental plants, urban trees, etc. Research on the conservation, restoration, maintenance, and development of traditional agricultural products associated with the history of Hanoi. Develop agriculture in the direction of commodity production, concentration, and specialization associated with preservation, processing, and branding and product consumption; link, cooperate, and place orders with other localities to produce and supply safe food for the capital.

Hanoi strives to reduce the proportion of agriculture in GRDP to below 1.3% by 2030. The value of high-tech agricultural production increases by 10% per year, while developing 10 value chains of Hanoi's specialty agricultural products.

Along with agricultural development, Hanoi will focus on synchronously implementing solutions to develop rural areas with the identity of the capital in all aspects: infrastructure, culture, lifestyle, employment and production environment. Gradually transforming rural areas from the role of "urban logistics" into green, smart, ecological belts; harmoniously integrating safe, high-tech, green, clean agricultural production, ecological conservation, natural landscapes with preserving traditional village cultural values.

Building Hanoi's rural areas in the direction of an urban agricultural village model with a clean and ecological living space with criteria approaching urban criteria. At the same time, developing a number of rural cultural spaces imbued with the traditional and unique cultural features of the Northern Delta region.

Promoting the role of Farmers' Associations at all levels

Discussing the orientation of agricultural, farmer and rural development of Hanoi in the 2025 - 2030 term, Vice Chairman of the Vietnam Fatherland Front Committee of the city, Chairman of the Hanoi Farmers' Association Pham Hai Hoa emphasized: Building urban - ecological agriculture, smart farmers, modern and unique rural areas is a major orientation of strategic importance in the development of the capital.

This is not only a socio-economic development goal but also an inevitable requirement of the era of green transformation and digital transformation, requiring farmers in the capital to become the central subject, contributing to realizing the aspiration of building a green, cultured, civilized, modern and sustainably developed Hanoi.

To promote the role of Farmers' Associations at all levels in participating in the development of urban and ecological agriculture, civilized farmers, and modern rural areas rich in identity, in the coming time, the City Farmers' Association will focus on directing all levels of Associations to well perform a number of key tasks.

That is, to promote and innovate propaganda work, political and ideological education among farmer association members on new policies and laws on agriculture, farmers and rural areas; to develop and improve the efficiency of collective economy, digital transformation, digital economy, digital society; national target programs, policies directly related to the rights, responsibilities and obligations of farmers and Resolutions of the city and Farmers' Associations at all levels.

The Association continues to innovate the content and methods and improve the quality and effectiveness of activities of Farmers' Associations at all levels, focusing on the grassroots; innovate, create and diversify forms of gathering and mobilizing farmers; link mobilization work with effectively resolving the vital interests of members and farmers...

Along with that, it is building the capital's farmers in the new era; raising political awareness, legal understanding, community responsibility, national pride, and aspirations of the capital's farmers.

The role of the Association at all levels will be enhanced to arouse patriotism, self-reliance, self-reliance, self-improvement, and innovation among farmer members, and to implement the "3 pioneers": pioneering poverty alleviation and emulation to get rich; pioneering building civilized farmers; pioneering green, sustainable production, and digital transformation.

The Association focuses on building farmers of the new era - knowledgeable, politically minded, mastering digital technology, good at production, pioneering in ecological agriculture, core in green transformation, protecting the environment, practicing a civilized lifestyle, building advanced communities, preserving and promoting traditional national cultural identity in harmony with the times.

The Association will promote the central role of farmers in developing green and ecological agriculture, developing the rural economy and building sustainable new rural areas; guide members and farmers to participate in building smart new rural areas and digital rural areas. At the same time, promote digital transformation in agricultural production, build digital capital farmers, gradually mobilize and support members to become "digital farmers", proactively adapt to the digital economy, digital society, digital government and digital agriculture; actively participate in Party and government building, and strengthen participation in building the great national unity bloc.
