The National Assembly Delegation of Quang Ninh province collects comments on draft laws submitted to the 10th Session.

On the morning of October 18, the National Assembly Delegation of Quang Ninh province held a conference to collect opinions on draft laws and resolutions to be submitted to the 10th Session of the 15th National Assembly. Deputy Head of the National Assembly Delegation of Quang Ninh province Nguyen Thi Thu Ha chaired the conference.

Contributing their opinions to the draft Population Law, which is being developed to replace the 2003 Population Ordinance, delegates focused on analyzing and proposing policies to maintain replacement fertility rates; preventing and combating gender imbalance at birth; adapting to population aging; and establishing a system of community-based elderly care centers…

Regarding the Draft Law on Disease Prevention, opinions focused on analyzing the feasibility of the mechanism for establishing, managing, and supervising the National Disease Prevention Fund; the responsibilities of local authorities, inter-sectoral coordination mechanisms, and policies supporting grassroots human resources in the prevention and control of non-communicable diseases and mental health; responsibility for compensation for post-vaccination risks; and the application of technology and digital transformation to serve public health monitoring, forecasting, and management…

The conference also focused on providing feedback on the Draft Resolution of the National Assembly on some breakthrough mechanisms and policies to effectively implement Resolution No. 72 dated September 9, 2025, of the Politburo on strengthening the protection, care, and improvement of people's health, especially the feasibility of the policy of waiving hospital fees and increasing health insurance benefits; the investment plan for the national target program on health care, population, and development for the period 2026-2035; the situation of implementing social insurance policies and regulations, and the situation of managing and using the social insurance fund in 2024.

Speaking at the conference, Deputy Head of the Provincial National Assembly Delegation Nguyen Thi Thu Ha emphasized: The contributions and suggestions will be compiled by the Provincial National Assembly Delegation and reported to the Standing Committee of the National Assembly and relevant authorities for consideration and improvement of draft laws and resolutions to be submitted at the upcoming Tenth Session of the 15th National Assembly.
