The National Assembly Delegation of Quang Ninh province collects comments on draft laws submitted to the 10th Session.

On the morning of October 18, the National Assembly Delegation of Quang Ninh province held a conference to collect opinions on draft laws and resolutions to be submitted to the 10th Session of the 15th National Assembly. Deputy Head of the National Assembly Delegation of Quang Ninh province Nguyen Thi Thu Ha chaired the conference.

Giving opinions on the Draft Law on Population, which was built to replace the 2003 Population Ordinance, delegates focused on analyzing and proposing contents on policies to maintain replacement fertility; preventing and combating gender imbalance at birth; issues of adapting to population aging, the establishment of a system of community elderly care centers, etc.

Regarding the Draft Law on Disease Prevention, comments focused on analyzing the feasibility of the mechanism for forming, managing and supervising the National Disease Prevention Fund; the responsibility of local authorities, the inter-sectoral coordination mechanism and the policy to support grassroots human resources in preventing and controlling non-communicable diseases and mental health; the responsibility for compensating for post-vaccination risks; the application of technology and digital transformation to serve the monitoring, forecasting and management of public health...

The conference also focused on contributing comments to the National Assembly's Draft Resolution on a number of breakthrough mechanisms and policies to effectively implement Resolution No. 72 dated September 9, 2025 of the Politburo on strengthening the protection, care and improvement of people's health, especially the feasibility of the policy of exempting hospital fees and increasing health insurance benefits; investment policy for the national target program on health care, population and development for the 2026-2035 period; the implementation of social insurance policies and regimes, the management and use of social insurance funds in 2024.

Speaking at the conference, Deputy Head of the Provincial National Assembly Delegation Nguyen Thi Thu Ha emphasized: The contributions will be compiled by the Provincial National Assembly Delegation and reported to the National Assembly Standing Committee and competent agencies to absorb and complete the draft laws and resolutions to be submitted at the upcoming 10th Session of the 15th National Assembly.
