Implementing criterion No. 3 in the set of criteria for building a new model rural area, requiring that the commune has at least one smart model, in 2019, Hong Nam commune chose Le Nhu Ho village to deploy the construction of a smart village model. With the advantage of being located in the administrative center of the commune, Le Nhu Ho village has 386 households with 1,358 people living in 3 production teams: Team 1, Team 2, Team 9. Of which, about 90% of the population grows and trades the commune's main specialty product, longan. In addition, the village also has businesses and production facilities operating in the fields of agricultural product processing and garment processing. These are advantages for the commune to choose Le Nhu Ho village to build a smart village model.
Deployed as a pilot since 2019, the smart village model in Le Nhu Ho village has initially promoted positive effects in bringing digital technology into life, contributing to changing the face of the local new countryside.
To facilitate the implementation of the model, the village has established a Digital Technology Team of 30 people, divided into 5 groups. The groups arrange flexible time, visit each household to guide people to install and activate the village's zalo group and install some popular technology applications today such as online payment, social insurance, health insurance...
Since the village's zalo group was established, whenever work was carried out in the village, the village leaders did not have to go to the people's houses to meet and notify them, but only needed to exchange online on the zalo group. Not only did they save time traveling, but people also grasped information more quickly and promptly, and could ask and answer questions and interact online. Mr. Nguyen Duy Duong in Le Nhu Ho village shared: Widely applied digital technology helps the community, village chief, organizations, and local authorities become closer and have more positive and open interactions in all issues and common work of the village. The utilities integrated on the digital platform become practical tools to help each person and family in the village improve their quality of life.
In 2020, the Post and Telecommunications sector has deployed the collection of address code data on the digital map platform in Hung Yen city as well as in Hong Nam commune. Up to now, 100% of houses in Hong Nam commune have been assigned address codes. In addition, at community activities and public places in the commune, free wifi access points have been installed or socialized to meet the needs of the people. The commune has a wireless broadcasting system, helping to transmit information, documents, and instructions from all levels to the people faster and more conveniently. The commune government promotes the application of digital technology in management to improve the efficiency of government operations, increase transparency in commune activities and to better serve the people in the commune. Communication with people and interaction with people through digital technology tools are also widely used.
To contribute to ensuring security and order, minimizing accidents and social evils, Hong Nam commune has socialized the installation of 20 security surveillance cameras along Highway DH.72 with an investment of more than one hundred million VND. Of which, Le Nhu Ho village has 8 locations for installing security surveillance cameras at intersections and crossroads of traffic routes.
The construction of smart villages in Hong Nam commune has gradually brought digital technology into rural life, contributing to narrowing the rural-urban gap and improving people's quality of life. With the practical benefits that digital technology brings, the smart village model in Hong Nam commune has received the response and support of local people. Many households and establishments have applied high technology to production and business, skillfully using e-transactions, online sales, etc., thereby increasing the value of products, promoting trade, increasing income, contributing to the socio-economic development of the commune.
Comrade Nguyen Ngoc Hung, Chairman of Hong Nam Commune People's Committee, said: Smart village is not only an issue for new model rural areas but also an inevitable development trend of rural areas in the era of technology 4.0. In the coming time, the commune will continue to take people and businesses as the center, subject, goal and motivation, and resources to carry out digital transformation to help people and businesses enjoy the benefits of public services and social utilities more conveniently, faster, and more effectively, thereby creating resources for local development.
