The Cao Bang CDS platform is defined as a comprehensive channel connecting citizens, businesses, and the government; a channel supporting citizens and businesses in accessing and utilizing online public services, e-commerce, and cashless payments. This is one of the priority tasks to be implemented under the province's digital transformation plan until 2025, with a vision to 2030. Through this, it aims to improve management efficiency, increase transparency in administrative processes, and create favorable conditions for citizens and businesses.
The platform utilizes many advanced technologies such as cloud computing, artificial intelligence (AI), big data analytics, high security, and optimized user experience, enabling citizens and businesses to access basic utilities such as: providing online public services allowing citizens to access administrative services (birth registration, marriage registration, issuance/renewal, re-issuance of driver's licenses, etc.) conveniently and quickly without having to go directly to government agencies, especially 25 essential public services, reducing time and costs for citizens; creating a mechanism for citizens to monitor and provide feedback on the progress of public administrative procedures.
Citizens can easily provide feedback and suggestions on social issues such as security and order, the environment, and traffic, or submit complaints to relevant authorities through the application and track the processing progress. Leaders at all levels can monitor and track the process and progress of handling citizens' feedback and suggestions, enhancing interaction between citizens, businesses, and the government.
In addition, the platform provides official information, updates on policies, social and cultural events, and announcements from local authorities; sends warnings about natural disasters, epidemics, or emergencies directly to citizens via phone or mobile application. It allows citizens to connect with cashless payment services to pay for public administrative services and essential services such as electricity, water, and telecommunications. It also provides a directory of provincial authorities, social welfare services, a virtual assistant, and public cameras to help citizens easily find information and access the services they need.

Public awareness of digital transformation has improved significantly, with 71.55% of records in the province being processed.
Administrative procedures are submitted electronically.
Currently, the province provides 1,570 fully online and partially online public services; the online application submission rate reaches 71.55%; high-speed fiber optic internet covers 100% of commune, ward, and town centers; 100% of businesses and cooperatives are registered to use electronic invoices; nearly 89% of the province's population has smartphones; and 98% of the population has electronic health records. Many hospitals, schools, organizations, and businesses are applying cashless payment methods. The benefits of Project 06 are being actively applied to socio -economic development tasks. All levels, sectors, agencies, units, and localities are paying attention to investing in infrastructure development and providing online public services at levels 3 and 4 to serve the people and businesses.
According to the Director of the Department of Information and Communications, Nong Thi Thanh Huyen: Although the CDS platform offers many clear benefits in promoting digital government, digital economy, and digital society, its deployment in the province is facing several difficulties and challenges, such as: unstable information and telecommunications infrastructure, especially in rural, mountainous, and remote areas; and 169 hamlets and residential areas with no mobile signal or coverage. The cost of investing in telecommunications infrastructure and internet networks in these areas is quite high, hindering the expansion of service coverage and quality. Building a digital citizen platform is a major step forward for sustainable local development and modernization, creating opportunities for people to connect, interact, and participate in community activities conveniently and quickly. To build and develop this platform, the province continues to direct units and localities to invest in and expand telecommunications and internet infrastructure in remote areas, ensuring stable and strong connections. It also develops additional utilities for citizens and strengthens advanced security measures to protect personal data and prevent cybersecurity risks.
Organize training courses, workshops, and disseminate digital knowledge and skills so that people can access and use the platform effectively. This will create a foundation for Cao Bang to become a smart and developed province in the digital age, contributing to improving the quality of life, promoting transparency and efficiency in state management, and developing the local economy and society.
