The Cao Bang CDS platform is identified as a comprehensive channel, connecting people, businesses with the government; a channel to support people and businesses in exploiting and using online public services (DVC), e-commerce, cashless payments... This is one of the priority tasks to be implemented according to the Provincial Digital Transformation Project to 2025, with a vision to 2030. Thereby, improving management efficiency, making administrative processes transparent, creating favorable conditions for people and businesses.
The platform applies many advanced technologies such as cloud computing, artificial intelligence (AI), big data analysis, high security, optimizing user experience, helping people and businesses to look up basic utilities such as: providing online public services allowing people to access administrative services (birth registration, marriage registration, issuance, re-issuance of driving licenses, etc.) conveniently and quickly, without having to go directly to state agencies, especially 25 essential public services, reducing people's time and costs; creating a mechanism for people to monitor and give feedback on the progress of handling public administrative procedures.
People can easily reflect and make recommendations on social issues such as security and order, environment, traffic or send complaints to authorities via the application and monitor the progress of handling. Leaders at all levels can monitor and track the process and progress of handling people's feedback and recommendations, enhancing the interaction of people and businesses with the government.
In addition, the platform provides official information, updates on policies, social and cultural events and announcements from local authorities; sends warnings of natural disasters, epidemics or emergency situations directly to people via phone or mobile application. Allows people to connect to non-cash payment services to pay for public administrative services, essential services such as electricity, water, telecommunications, etc. Provides a directory of provincial authorities, social security services, virtual assistants, and public cameras to help people easily search for information and access the services they need.

People's awareness of digital transformation has changed positively, the whole province has 71.55% of records
administrative procedures submitted electronically.
Currently, the province is providing 1,570 full-time online public services and partial online public services; the rate of online application submission is 71.55%; high-speed fiber optic internet covers 100% of commune, ward and town centers; 100% of enterprises and cooperatives register to use electronic invoices; nearly 89% of the province's population has smartphones; 98% of the population has electronic health records. Many hospitals, schools, organizations and enterprises apply non-cash payment methods. The utilities of Project 06 are being promoted for socio -economic development tasks. All levels, sectors, agencies, units and localities are interested in investing in building infrastructure, providing level 3 and level 4 online public services to serve people and businesses.
Director of the Department of Information and Communications Nong Thi Thanh Huyen said: Although the CDS platform brings many obvious benefits in promoting digital government, digital economy and digital society, the implementation of this platform in the province is facing a number of difficulties and challenges such as: unstable information technology and telecommunications infrastructure, especially in rural, mountainous, remote and isolated areas; there are still 169 hamlets and residential areas with "no signal" or "no signal" for mobile phones. The cost of investing in telecommunications infrastructure and internet networks in these areas is quite high, making it difficult to expand the scope and quality of services. Building a digital citizen platform is a big step forward for the locality to develop sustainably and modernize, creating opportunities for people to connect, interact and participate in community activities conveniently and quickly. To build and develop the platform, the province continues to direct units and localities to invest and expand telecommunications and Internet infrastructure in remote areas, ensuring stable and strong connections. Develop more utilities for people; strengthen advanced security measures to protect personal data and prevent risks related to cybersecurity.
Organize training courses, workshops, popularize digital knowledge, and develop digital skills so that people can access and use the platform effectively. Thereby, creating a premise for Cao Bang to become a smart and developed province in the digital era, contributing to improving the quality of life, promoting transparency and efficiency in state management, and developing the local socio-economy.
