Deeply aware of the significance and importance of Resolution No. 33-NQ/TW for the development of the country in general and Lai Chau in particular, over the past 10 years, the Party Committee of the Provincial People's Committee has led and directed the Provincial People's Committee to implement the Resolution in conjunction with implementing resolutions, directives, conclusions, and documents of the Party on culture, people, literature, art, etc., achieving important results.
Determine the goal, regularly lead and direct "building and developing Lai Chau people to meet the requirements of sustainable development, with intelligence, physical strength, personality, beautiful lifestyle, politeness, civilization"; educate political ideology, ethics, lifestyle, foster patriotism, national pride, ethics, lifestyle and personality... for cadres, party members, union members, artists and people of all ethnic groups; concretize the content of human development in accordance with the practical conditions of localities, agencies and units associated with the implementation of patriotic emulation movements; implement Directive No. 05-CT/TW on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle; Resolution of the 4th Central Committee, term XI, term XII on strengthening Party building and rectification; Conclusion of General Secretary Nguyen Phu Trong at the National Cultural Conference, creating a strong sea of ethics, awareness, and respect for the law, preventing the degradation of political ideology, ethics, and lifestyle among cadres, party members, and the people, promoting the fine traditional cultural values of ethnic groups in the province; focusing on education and building humanistic ethics in the core cultural values of the ethnic community and preserving the national cultural identity; orienting comprehensive development in line with the trend of industrialization, modernization, and international integration.
From 2014 to present, Lai Chau province has balanced and allocated more than 34 trillion VND from the local budget for culture, sports, health,education and training (culture 572 billion VND, sports 161 billion VND, health over 6 trillion VND, education and vocational training over 25 trillion VND, social security expenditure over 1 trillion VND); has paid attention to investing and supporting investment in the construction of key cultural works and institutions such as: Provincial Sports Complex 190 billion VND; Provincial Labor Federation Gymnasium 40 billion VND (Central budget: 25 billion VND, local budget: 15 billion VND). The Party Committee of the Provincial People's Committee has focused on leading and directing the construction of a cultural environment in the community, cultural agencies, cultural units; office culture and public service ethics; corporate culture, entrepreneurs; create a favorable environment to educate and train people in personality and lifestyle.
Pay attention to building a cultural environment with protecting the ecological environment; incorporate the content of human ethics and civic ethics into social educational activities. Effectively implement the movement "All people unite to build a cultural life" associated with the national target program on new rural construction, the construction of a civilized and progressive lifestyle, especially in weddings, funerals and festivals has many positive changes, clearly 85% of families practice a civilized lifestyle in weddings and funerals. Effectively implement the movement of cultural families, villages, hamlets and neighborhoods.
By the end of 2023, the whole province had 86% of households recognized as cultural families; 74.7% of villages, hamlets, and residential groups recognized as cultural; 94.1% of agencies and units meeting cultural standards; 39/94 communes were recognized as new rural communes; 9/12 wards and towns registered to build wards and towns meeting civilized urban standards. The cultural and artistic movement has developed widely, currently the whole province has 975 village and hamlet art teams, of which 953 teams have been established, 864/975 village and hamlet art teams and 24 commune art teams operate regularly and effectively, the positive values of traditional customs and traditions of families and society are promoted. The system of grassroots cultural institutions has been gradually consolidated and invested in. By the end of 2023, the whole province will have 799/956 villages, hamlets, and neighborhoods with cultural houses, reaching 83.5% (in 2014: 410/1,140 had cultural houses, reaching 36%), an increase of 47.5% compared to 2014.
The province focuses on the work of preserving and promoting the fine traditional cultural values of ethnic groups, with focused leadership and direction, in conjunction with the implementation of directives, resolutions, and conclusions of the central and provincial governments on culture. As a result, by the end of 2023, the whole province will preserve 34,909 documentary artifacts, organize 29 classes to teach intangible culture, restore 17 festivals, support the maintenance after restoration of 65 festivals, support the restoration of the production process of 01 handicraft, support the preservation of 01 traditional market, preserve 01 traditional cultural village associated with tourism development, collect and preserve folk knowledge of 02 ethnic groups (Ha Nhi, Dao), 05 folk songs and dances of ethnic groups, carry out inventory of relics, inventory of intangible cultural heritage of 13 ethnic groups residing in communities, coordinate to establish 02 scientific dossiers of intangible cultural heritage to propose UNESCO to honor as representative intangible cultural heritage of humanity (Then, Xoè of Thai ethnic group); Building scientific dossiers of 08 intangible cultural heritages to propose the Ministry of Culture, Sports and Tourism to include them in the list of national intangible cultural heritages; including 01 people's artisan and 15 excellent artisans.
In recent years, in order to promote cultural tourism, one of the advantageous cultural industries, in line with the reality of the province, the Party Committee of the Provincial People's Committee has directed the Provincial People's Committee to advise the Provincial Party Executive Committee to issue Resolution No. 04-NQ/TU dated February 17, 2021 on preserving and promoting the fine traditional cultural identities of ethnic groups associated with tourism development in the province for the period 2021-2025, with a vision to 2030; submit to the Provincial People's Council to issue Resolution No. 59/2021/NQ-HDND dated December 10, 2021 on stipulating a number of policies to support the preservation and promotion of fine traditional cultural identities of ethnic groups associated with tourism development in the province for the period 2021-2025, creating a legal corridor for the development of the cultural tourism industry. State management of copyright has been strengthened, and programs organized in the province ensure regulations on copyright and related rights as prescribed.
Cultural exchange activities have been effectively implemented by the leaders. Over the past 10 years, the province and its localities have organized cultural exchange activities well with Yunnan province, China; 3 provinces of Northern Laos; and through major cultural events such as: Cultural, sports and tourism festival of the Northwest ethnic groups; Cultural festival of the Mong and Thai ethnic groups; Cultural festival of ethnic groups with a population of less than 10,000 people; "Spring colors in all regions of the country" festival; Lai Chau Culture - Tourism Week in Ho Chi Minh City. Thereby, absorbing the quintessence of human culture, enriching the culture of ethnic groups in the province, and at the same time creating conditions for people in the province to exchange, promote and introduce the land and people of Lai Chau to other countries and localities in the country.
