Trial of 10 subjects in gambling ring over 500 billion VND

The remaining defendants include: Nguyen Cong Hoang (born in 1975), Hoang Gia Du (born in 1991), Le Thanh Dung (born in 1977), Nguyen Van Thien (born in 1999), Le Van Huy (born in 1993), Nguyen Van Le (born in 1993), Tran Quoc Anh (born in 1997), Hoang Ngoc Hung (born in 1984), all residing in wards in Hue City), Phung Huu Vu (born in 1972, residing in Thuy Duong Ward, Huong Thuy Town).

According to the documents in the case file and the proceedings at the trial, the content of the case is summarized as follows: On January 10, 2022, the Investigation Police Agency of Thua Thien Hue Provincial Police simultaneously conducted emergency searches at the following locations: No. 5/2, Alley 52, Ba Trieu Street; Hamlet 5 Lai The, Phu Thuong Ward; No. 212, Le Duan Street, Thuan Hoa Ward; all in Hue City. The police discovered and arrested Nguyen Cong Hoang, Phan Van Tan Loc and Hoang Gia Du who were gambling and organizing gambling in the form of football betting and other forms of betting - winning and losing money on the internet.

During the investigation, defendant Phan Van Tan Loc and his accomplices confessed: Around October 2021, Loc was given a Super LQ74 betting account (dollar amount unknown) by a subject named "No" (identity and background unknown). This was used to gamble and organize gambling for others in the form of football betting and other types of gambling (online games, Keno...).

Loc was assigned by No to manage, separate this account into many subordinate accounts and then assign them to subordinates and calculate the winnings and losses with the subordinates. This gambling account belongs to the website with the domain name: "www.bong88".

According to the agreement between the superior and No and Loc, each dollar is 12,000 VND, the commission that Loc and No receive from the superior for football commission: 1.4%, game commission: 0.7% of the total dollar bet on the account.

To conduct gambling and organize gambling, defendants Phan Van Tan Loc and No installed equipment for gambling and organizing gambling such as internet, phones with Wifi connection...

After receiving the above betting account, Loc directly split it into many small accounts of different levels to hand over to others to organize gambling and gamble. The payment of winnings and losses between Loc, No and the superiors and subordinates is carried out according to the convention of the first day of the week and paid directly in Vietnamese currency.

From the general account LQ74, Loc and No divided it into 19 other accounts and from these accounts continued to divide into smaller accounts at different levels to hand over to the defendants in the case and many other subjects to use for organizing gambling and gambling. In addition, after receiving the account from Loc, the defendants and subjects continued to divide it into many other small accounts and re-granted them to gamblers to conduct gambling or gamble themselves.

Through detailed data extraction, only data from accounts was collected. The investigation agency collected all website documents related to the LQ74 account with a total betting score of more than 25,754 million, equivalent to more than 515 billion VND.

At court, the Trial Panel found that during the investigation, the defendants voluntarily returned a portion of their illegal profits. Therefore, Phan Van Tan Loc was sentenced to 3 years and 6 months in prison, Nguyen Cong Hoang to 2 years and 9 months in prison, Hoang Gia Du to 1 year in prison, and Le Thanh Dung to 1 year and 3 months in prison.

Sentenced Phung Huu Vu to 9 months in prison, Nguyen Van Le to 9 months in prison, and Le Van Huy to 1 year in prison for gambling. In addition, the defendants were also fined an additional 15-50 million VND.

The defendants Nguyen Van Thien, Tran Quoc Anh and Hoang Ngoc Hung were only fined 80 million, 30 million and 20 million VND respectively.
