In particular, the policy of eliminating temporary and dilapidated houses is being widely and effectively implemented, becoming a material support and a support of faith to help disadvantaged people rise up and take control of their lives.

During his lifetime, President Ho Chi Minh especially praised and valued the role and strength of the People in the cause of building and defending the Fatherland. For him, "in the sky, nothing is more precious than the People", so he had to make every effort to do anything that was beneficial to the people.

Targeting the disadvantaged

Deeply imbued with Uncle Ho's advice that "If the people are hungry, the Party and the Government are at fault. If the people are cold, the Party and the Government are at fault. If the people are ignorant, the Party and the Government are at fault. If the people are sick, the Party and the Government are at fault", in the process of leading the country, our Party always puts people at the center in the process of planning and implementing policies and strategies. In particular, with the determination to "leave no one behind", policies are being built in a direction that is increasingly close to the actual situation and meets the aspirations of the people. In particular, the policy of supporting housing for disadvantaged groups is one of the most humane policies "for the people" and demonstrates the good nature of our Party and our regime.

Accordingly, on October 5, 2024, the Government and the Central Committee of the Vietnam Fatherland Front organized a program to launch support for the elimination of temporary and dilapidated houses nationwide. With the consistent spirit of bringing "Warm homes to my people", the goal of the program is for all people across the country to live in "3 hard" houses (hard roof, hard floor, hard walls). This is a goal imbued with a humanitarian spirit, because it targets the disadvantaged - those who are unable to manage to live in a solid house. This is also a major goal, requiring Party committees, authorities at all levels and the entire political system to participate urgently, resolutely and with the highest responsibility. This spirit was especially emphasized by Prime Minister Pham Minh Chinh at the launching ceremony, saying that the elimination of temporary and dilapidated houses is a "call from the heart" to arouse the tradition of mutual love and support, "the whole leaf covers the torn leaf" of our nation. With the spirit of "everyone contributes, everyone contributes, everyone contributes, everyone contributes, everyone contributes, everyone contributes", the Prime Minister called on the entire Party, the entire people, the entire army, the entire political system and the business community to join hands, unite, accelerate, and make breakthroughs to complete the goal of eliminating temporary and dilapidated houses by 2025 nationwide.

In that spirit, on November 9, 2024, the Prime Minister issued Directive No. 42/CT-TTg on accelerating the implementation of eliminating temporary and dilapidated houses nationwide. Directive No. 42/CT-TTg emphasized: Housing is one of the essential needs of people, one of the factors contributing to the development of the country's human resources. Taking care of housing for the people has always been of interest to our Party and State and identified as a social issue, a key task of social security and sustainable poverty reduction.

Thoroughly implementing the motto "The Party leads, the State manages, the Fatherland Front and mass organizations support, and the People are the masters", Directive No. 42/CT-TTg requires all levels and sectors to identify housing support for people with revolutionary contributions, poor households, and near-poor households as a political task. From there, there must be high determination, great efforts, drastic actions, focus, key points, and tasks must be completed, clearly assigning people, tasks, time, responsibilities, results, and products. At the same time, review and perfect the legal system on housing support policies for people with revolutionary contributions, poor households, and near-poor households to ensure consistency, synchronization, feasibility, and suitability. Diversify resources in the direction of the whole people, comprehensiveness, widespreadness, and inclusiveness. In addition, it is necessary to strengthen propaganda work to create social consensus, so that everyone supports, shares, and takes responsibility for taking care of the material and spiritual lives of the poor, the disadvantaged, and people in difficult circumstances.

“Just work, no back talk”

As a locality that is always at the forefront of social security work, in the period of 2020-2024, Thanh Hoa province has built thousands of houses for people with meritorious services, poor households, near-poor households and families in especially difficult circumstances. However, many families are still living in temporary and dilapidated houses.

To continue to eliminate temporary and dilapidated houses in the area, the Provincial Party Standing Committee issued Directive No. 22-CT/TU dated March 30, 2024 on the campaign to support the construction of houses for poor households, policy households, and households with housing difficulties in the province in the two years 2024 - 2025; Official Dispatch No. 1843-CV/TU dated October 14, 2024 on leadership and direction of the implementation of Official Dispatch No. 102/CD-TTg of the Prime Minister on promoting the elimination of temporary and dilapidated houses nationwide. At the same time, thoroughly disseminate and strictly implement Directive No. 42/CT-TTg of the Prime Minister. Direct localities to review and approve poor households, near-poor households, policy households, people with meritorious services to the revolution, and relatives of martyrs for support.

Promoting the tradition of "Mutual love" that has permeated the community, the Party committees and authorities of Thanh Hoa province have quickly seized the opportunity, actively implementing the steps in a methodical and flexible manner. In particular, focusing on leadership, direction, promoting the role and responsibility of the head in improving the quality and efficiency of resources to implement housing support for people with revolutionary contributions, poor households, and near-poor households. At the same time, developing a specific plan to organize and implement effectively, contributing to the successful implementation of the goal that by September 30, 2025, the whole province will have at least 5,000 poor households, policy households, and households with housing difficulties supported to build and repair houses.

Creatively applying lessons learned in implementing movements and campaigns to support housing construction for poor households, policy households, and households with housing difficulties in the province, localities, departments, branches, the Fatherland Front and socio-political organizations have urgently developed a methodical plan with specific targets to quickly deploy related tasks. Through the Zalo platform, the leaders of the provincial Fatherland Front regularly follow the situation from the grassroots level to promptly direct, urge and remove obstacles in the implementation process. Localities also update and report progress periodically every week, and at the same time coordinate with relevant departments and branches to promptly complete procedures according to regulations to start construction of houses for families to ensure progress and quality. Along with that, the Fatherland Front at all levels strengthens propaganda and mobilizes people of all walks of life to join hands in responding to the program; actively calls for and receives resources; establish monitoring teams to ensure maximum effectiveness of support resources...

When the Party's policy meets the people's aspirations, "it is a million times more difficult than the people's will". Thanks to that, the implementation of Directive No. 42/CT-TTg in the province has had fundamental advantages and brought about very positive results. With the highest political determination, since March 2025, almost all localities in the province have simultaneously started building houses and demolishing temporary and dilapidated houses. In one place, old houses are demolished, in another, the ground is leveled, in another place, foundations are poured, walls are built... All with a spirit of enthusiastic competition.

A typical example is Nong Cong district, as soon as the superiors issued a policy on eliminating temporary and dilapidated houses, the locality quickly implemented it with the viewpoint of "absolutely not leaving any house behind for any reason". Mr. Luong Minh Hung, Chairman of the Fatherland Front Committee of Nong Cong district, said: "With the motto of "leaving no one behind", the district speeds up the progress of housing construction for eligible groups, while continuing to mobilize resources to support families in difficult circumstances who are living in temporary houses and have a need to build houses but do not have support sources, striving to complete the project on schedule set by the province. With strong and responsible direction, as of May 22, 99 houses for poor and near-poor households and 34/78 houses for people with meritorious services have started construction in the district. With the current favorable conditions, the district strives to complete the program before June 30, 2025".

According to the report from the Steering Committee for the campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province in the two years of 2024-2025, the whole province has 15,402 households in need of support to remove temporary and dilapidated houses (10,972 households building new houses, 4,430 households repairing). Of which, the number of households eligible for support under Directive No. 42/CT-TTg of the Prime Minister is 9,363 households; households eligible for support from national target programs is 4,829 households; poor and near-poor households are 4,534 households; households of meritorious people and relatives of meritorious people according to Decision No. 21/QD-TTg dated November 22, 2024 of the Prime Minister is 919 households; The number of households eligible for 100% support from Directive No. 22-CT/TU of the Provincial Party Committee Standing Committee (in addition to the support objects of Directive No. 42/CT-TTg) is 1,768 households. As of May 21, the province has started construction on 12,050 houses; 3,048 households have not started construction (1,920 new houses, 1,128 houses repaired).

Eliminating temporary and dilapidated houses is a program of profound humanitarian significance of the Party and State, demonstrating the spirit of “mutual love and support” and great national unity. In addition to the State’s resources, the joint efforts of businesses and philanthropists have contributed to helping people enjoy solid houses, in accordance with the motto “leaving no one behind” in the era of national development.
