This figure increased by 1,200 billion VND compared to 2022, but the actual revenue is only equivalent. However, as of May 21, 2023, this revenue only reached 780 billion VND, equal to 25.2% of the annual plan, equal to 60% compared to the same period. This reality shows that import-export activities in the province are facing many difficulties and it is forecasted that it will be difficult to complete the year's target.

In line with the decrease in revenue, the number of declarations and the value of import and export turnover at Thai Nguyen Customs Branch in the first months of this year also decreased sharply. Accordingly, the number of import declarations in the past 5 months reached over 27.3 thousand (down 10%); export declarations reached 38 thousand (down 16%); import turnover reached 5.6 billion USD (down 31%), export turnover reached 10.05 billion USD (down 25%).

According to the explanation of the professional agency, there are many reasons for the decrease in revenue and value of export and import turnover of goods. First of all, the supply and demand of goods in the international market continues to decline, directly affecting the export and import of goods. Along with that, the high prices of raw materials, fuel, materials, transportation costs, logistics costs, etc. increase production costs and increase inflationary pressure, reduce orders, reduce working hours, make it difficult to access bank capital, and pose potential risks to the production and business activities of enterprises.

In addition, the estimate is based on the scenario of the country's GRDP growth in 2023 increasing by 6.5%, of which the first quarter growth should reach 5.6%, but in reality it is only estimated at 3.32%. The main reason is that the industrial sectors have declined, achieving a much lower growth rate than the same period in 2022. As for Thai Nguyen province, although the first quarter growth rate is higher than the national average (reaching 6.5%), it is still lower than the annual target of 8%.

Faced with this reality, Mr. Nguyen Dang Chinh, Head of Thai Nguyen Customs Branch, said: The unit has worked with 25 enterprises with large import and export turnover and tax revenue in the province to grasp the operating situation, as well as estimate the revenue. Accordingly, many enterprises forecast that the tax payment will decrease this year and according to the plan, the revenue from import and export activities of the province will only reach about 2,540 billion VND, equal to 82% of the assigned annual estimate.

Just counting Samsung Electronics Vietnam Thai Nguyen Co., Ltd. - Ho Chi Minh City Branch, while in the same period in 2022, this enterprise contributed 731 billion VND to the province's budget revenue, this year it only received 354 billion VND (down more than 50%). Meanwhile, this is an enterprise that contributes a large part to the province's import and export revenue, accounting for about 40-50%. Not only that, when this enterprise is affected, the revenue of a series of satellite enterprises also decreases.

However, that does not mean that there are no "bright spots" in import and export activities in general, and import and export tax collection in Thai Nguyen province in particular. There are still enterprises with expected revenue higher than in 2022, such as: Masan Tungsten Co., Ltd., KHVatec Hanoi Co., Ltd., Rftech Thai Nguyen Co., Ltd. (expected to increase by 3-10% compared to 2022).

Faced with the difficulties, Thai Nguyen Customs Branch will continue to promote administrative procedure reform to create the most favorable conditions for businesses. It is expected that in June, the Branch will organize a dialogue conference with businesses to listen and promptly resolve difficulties within its authority that the units encounter. Along with that, it will continue to encourage businesses in the province who are carrying out customs procedures elsewhere to carry out procedures at the unit, in order to help increase budget revenue for Thai Nguyen...

Since the beginning of the year, nearly 500 enterprises have carried out import and export procedures at Thai Nguyen Customs Branch (equivalent to 2022).
