The film follows Lee Kang Su (Kang Ha Neul), a taxi driver who was wrongly convicted of drug-related crimes. In prison, he agrees to become an undercover agent for prosecutor Gu Gwan Hee (Yoo Hae Jin) in order to have his sentence reduced. After his release, he becomes a notorious Yadang and a valuable ally of prosecutor Gu. Opposing Gu is the head of the drug investigation team, Oh Sang Jae (Park Hae Joon), who is determined to solve the case at all costs.

On the other hand, the film directly satirizes and exposes the dark side of the power apparatus: from bribery, selling each other out to election tricks.
The film's plot is fast and concise, with plot twists and turns that are appropriately inserted, making the audience excited and nervous to watch the uncompromising three-way battle. The three main actors contribute to the film's success with their dynamic and well-coordinated performances. Kang Ha Neul as Lee Kang Su makes the audience both sympathetic and surprised with the journey of changing the psychology and personality of the number 1 informant who was tragically harmed. Meanwhile, Yoo Hae Jin as prosecutor Gu and Park Hae Joon as police officer Oh Sang Jae represent two shades: the cold, sinister one - the hot-tempered, extremist one.
